About this file
This document appears to be a tentative plan for Level II Armed Security Guards/Officers to provide security services in support of disaster DR-4807-SD in the state of South Dakota. The plan indicates a requirement for 3 daytime and 2 overnight Private Security Officers (PSOs) at the Joint Field Office (JFO) located in Sioux Falls, SD, as well as at least 1 PSO at each of the Disaster Recovery Centers (DRCs) in the impacted counties of Union, Turner, Lincoln, and Davison. The JFO and DRCs are expected to operate from 0700-1900 hours Sunday-Saturday, requiring a minimum of 9 posts each day. The contractor must allow for PSOs needing time off and ensure all potential guards are favorably vetted to work at FEMA facilities. This plan is subject to change.

Federal Emergency Management Agency (FEMA) Region VIII Level II Armed Security Guards/Officers – DR-4807-SD
Notice ID#: R823082024C Tentative Plan
*Please note, this plan is not final and is subject to change*
There is not a hard number of duty posts, at this time, however we currently have a need for the following:
Joint Field Office (JFO) tentatively selected to be located in Sioux Falls, SD. The PSO coverage at that (60k+ sq ft) location will require 3 daytime PSO’s and 2 overnight PSO’s .
We will need additional Private Security Officer (PSO) coverage at the Disaster Recovery Centers (DRCs) located in each of the Individual Assistance (IA) impacted counties – currently: Union, Turner, Lincoln, and Davison . Each of these DRCs are attempting to be open and operational within that same timeframe as well. The DRCs will require at least 1 PSO each at this time. However, depending on the size of the DRCs rovers or an additional guard posting may be necessary. There should not be a need for overnight guard coverage, at this time, necessary as those locations unless the Mobile Communications Operations Vehicles (MCOVs) are needed and must stay at the DRC overnight.
As it stands now, the JFO and the DRCs will be operating from 0700-1900 hours Sunday-Saturday. For that reason, the minimum posts each day will total 9. However, please note the contractor will need to allow for PSOs that will need days off, possible sick time off and/or no-show replacements. As well as ALL potential guards MUST be favorably vetted to work at FEMA facilities, taking into account that some potential individuals may or may not receive favorable determinations.
All of the information above is subject to change.
