About this file
This is a Questions and Answers document addressing inquiries regarding a follow-on federal contract opportunity for Contract Management Support Services. The Defense Health Agency's Healthcare Contracting Division Northeast is seeking to procure contract and procurement support analyst services for Walter Reed National Military Medical Center (WRNMMC) and A.T. Augusta Military Medical Center (ATAMMC) through a consolidated, single-contract award covering four full-time equivalent positions: one Senior Contract Analyst and one Contract Analyst at WRNMMC, and two Junior Contract Analysts at ATAMMC. The requirement is limited to currently certified 8(a) firms under NAICS 541611, constituting a follow-on to existing contract HT001422C0004 held by Interactive Government Holdings, Inc. (cage: 8A6A1), which has provided these services for seven years at WRNMMC and four years at ATAMMC. The contract has a December 30, 2026 start date, and both locations will commence performance concurrently.
The Q&A document clarifies personnel qualifications, certification requirements, and contract administration matters. Key clarifications include: academic requirements accept either bachelor's or associate degrees with specified coursework; DoD Contracting Professional Certification or FAC-C Professional certification are acceptable alternatives to legacy DAWIA certifications, with graduate education potentially substituting for required experience; medical and vaccination documentation requirements do not apply to nonclinical Junior Contract Analyst positions; and contractors may finalize personnel selections after award subject to government validation of PWS qualifications. The government will not evaluate subcontractor past performance, and subcontractors must comply with applicable subcontracting limitations for 8(a) prime contractors. Transition plans and Quality Control Plans are not currently required at the pre-solicitation stage.

Questions and Answers
1. Is there an existing contract for these services and, if so, who the current incumbent is?
Yes, there is an existing contract in place for these services. The current incumbent is Interactive Government Holdings, Inc (cage: 8A6A1).
2. Is this a new requirement or a follow-on to an existing contract? If it is a follow-on, what is the incumbent contract number and, if releasable, the incumbent contractor?
This is a follow-on to an existing contract. Contract number is HT001422C0004, and the contractor is Interactive Government Holdings.
3. How long has the government procured these services and have there been any material changes to the scope of requirements since the last award?
ATAMMC – 4 years.
WRNMMC – 7 years.
4. Could you please clarify whether the Government is seeking responses only from currently certified 8(a) firms, or whether other small businesses under NAICS 541611 are also encouraged to respond for purposes of this market research?
The government is seeking responses only from currently certified 8(a) firms.
5. WRNMMC PWS Sections 5.2.1 and 5.3.1 state “Bachelor’s or Associates Degree,” followed by a requirement for a four-year course of study leading to a bachelor’s degree with at least 24 semester hours in specified disciplines. Please clarify whether an associate degree is acceptable for either position or whether a bachelor’s degree meeting the 24-semester-hour requirement is mandatory.
Please see the revised PWS.
6. The draft PWSs require legacy DAWIA Contracting Levels I, II, and III, which were replaced under DoD’s Back-to-Basics framework by the DoD Contracting Professional Certification. Please clarify the current certifications or equivalents DHA will accept for each labor category, including whether FAC-C Professional certification or equivalent DAU coursework and acquisition experience are acceptable. Please also clarify whether graduate education may substitute for required experience, certification, or both.
Please see the revised PWS.
7. ATAMMC PWS Sections 1.7.3.9 and 1.7.3.10 require qualification packages containing medical documentation, including a physical examination, vaccinations, tuberculosis screening, drug-test results, and Basic Life Support certification. Please confirm which, if any, of these requirements apply to the nonclinical Junior Contract Analyst positions.
Please see the revised PWS for ATAMMC.
8. The ATAMMC PWS identifies a December 30, 2026 start date. Please provide the anticipated start date for the WRNMMC requirement and confirm whether performance at both locations is expected to begin concurrently.
Correct, this requirement is for both locations, WRNMMC and ATAMMC.
9. Contract Structure: Does DHA anticipate issuing one consolidated solicitation and award covering both WRNMMC and ATAMMC, or could the requirements be competed or awarded separately? If consolidated, should respondents anticipate providing all four FTEs under a single contract?
This award will be consolidated and cover both MTF’s. Additionally, all FTE’s will be on a single contract.
10. DAWIA Certification Equivalency: The PWS references DAWIA Contracting Levels I, II, and III and also permits graduate-level education substitutions in certain circumstances. For a future solicitation, will DHA accept the current DAWIA Contracting certification framework or other recognized federal acquisition certification equivalents, and how does DHA anticipate evaluating those equivalencies?
Please see the revised PWS.
11. Personnel at Proposal Submission: Does DHA anticipate requiring named contract analysts, resumes, qualification documentation, and/or letters of commitment with the future proposal, or will contractors be permitted to finalize personnel after award subject to Government validation of the PWS qualifications?
Contractors will be permitted to finalize personnel after award subject to Government validation of the PWS qualifications.
12. Prime/Subcontractor Teaming and Past Performance: For the anticipated solicitation, will DHA allow an 8(a) prime contractor to use a subcontractor or teaming partner to provide specialized acquisition-support personnel and relevant experience, consistent with applicable limitations on subcontracting? If so, does DHA anticipate considering relevant subcontractor/team member past performance as part of the evaluation?
DHA will not consider evaluations of subcontractors’ past performance for this requirement.
13. Transition and Quality Deliverables: Could DHA clarify whether the transition plan and Quality Control Plan referenced in the PWS documents are expected as part of the future proposal or as post-award deliverables? Additionally, does DHA anticipate providing incumbent transition information to facilitate continuity of services?
That is not applicable in this point in time.
