SECTION 01 15 00
MEASUREMENT AND PAYMENT
1. PART 1 – GENERAL
1.01 MEASUREMENT AND PAYMENT
A. Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered as included in the payment for items shown.
B. When more than one class, size, or thickness is specified in the SCHEDULE OF ITEMS for any pay item, suffixes will be added to the item number to differentiate between items to be bid.
1.02 DETERMINATION OF QUANTITIES
A. For individual construction items, longitudinal and lateral measurements for area computations will be made horizontally or corrected to horizontal measurement unless otherwise specified.
B. The average end area method will be used to compute volumes of excavation or embankment. However, if in the judgment of the Contracting Officer (CO), the average end area method is impractical, measurement will be made by volume in hauling vehicles or by other three dimensional methods.
C. Structures will be measured according to lines SHOWN ON THE DRAWINGS or as altered by the CO in writing to fit field conditions.
D. For items that are measured by the linear foot, such as pipe culverts, fencing, guardrail, and under drains, measurements will be made parallel to the base or foundation upon which the structures are placed. Pipe and pipe arch culverts shall be measured along center of invert; arches shall be measured at spring line.
E. For aggregates weighed for payment, the tonnage will not be adjusted for moisture content, unless otherwise provided in SPECIAL PROJECT SPECIFICATIONS.
F. For bituminous material, volumes will be measured at 60F or will be corrected to the volume at 60F by using ASTM D1250 for asphalts. Emulsified asphalt will be measured at 60F, or measured by converting the gallonage at another temperature to gallonage at 60F by means of the following formula:
Gallons at 60F = Gallons at AF
1+0.00025 (AF - 60F)
in which AF is the temperature of the material at the time the gallonage is measured.
G. For vehicular shipments, net certified scale weights or weights based on certified volumes will be used as a basis of measurement. Measurements will be adjusted when bituminous material has been lost from the vehicle or the distributor, has been wasted, or has otherwise not been incorporated into this work. Determining true weights of hauling vehicles shall be made by weighing the empty vehicles at

H. For standard manufactured items, such as fence, wire, plates, rolled shapes, pipe conduits, etc., identified by gauge, weight, section dimensions, etc., such identification shall be considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer's tolerances will be accepted.
1.03 UNITS OF MEASUREMENT
A. Payment will be by units defined and determined according to U.S. Standard measure as follows:
1. Acre – Make longitudinal and transverse measurements for area computations horizontally.
2. Cubic Yard - A measurement computed by one of the following methods:
a. Excavation, Embankment, or Borrow - The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.
b. Material in Place or Stockpile - The measurement computed with dimensions of the in-place material.
c. Material in the Delivery Vehicle - The measurement computed using measurements of material in the hauling vehicles at the point of delivery. Vehicles shall be loaded to at least their water level capacity.
Leveling of the loads may be required when vehicles arrive at the delivery point.
3. Cubic Yard Mile - A combination of linear and volumetric measurement meaning the movement of a cubic yard of material 1 mile.
4. Each - One complete unit, which may consist of one or more parts. The quantity is the actual number of units completed and accepted.
5. Gallon – The quantity may be measured by any of the following methods:
a. Measured volume container.
b. Metered volume. Use an approved metering system
c. Commercially packaged volumes.
6. Hour – Measurement will be for the actual number of hours ordered and performed by the Contractor.
7. Linear Foot – Measure from end to end, parallel to the base or foundation being measured, or horizontal.
8. Lump Sum – Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item.
9. MFBM - One thousand board feet measure based on nominal widths, thicknesses, and extreme usable length of each piece of lumber or timber actually incorporated in the job.
10. Mile – Measure horizontal along the centerline of each roadway, approach road, or ramp.

11. Pound – If sacked or packaged material is furnished, the net weight as packed by the manufacturer may be used.
12. Square Foot - Measure on a plane parallel to the surface being measured or horizontal.
13. Square Yard – Measure on a plane parallel to the surface being measured or horizontal.
14. Station - One hundred linear feet measured horizontally.
15. Station Yard - A combination of linear and volumetric measurement meaning the movement of a cubic yard of material one station.
16. Thousand Gallons Mile - A combination of linear and volumetric measurement meaning the movement of 1,000 gallons of material 1 mile.
17. Ton - Short ton consisting of 2,000 pounds.
18. Ton Mile - A combination of linear and weight measurement meaning the movement of 1 ton of material 1 mile.
1.04 METHODS OF MEASUREMENT
A. One of the following methods of measurement for determining final payment is DESIGNATED on the SCHEDULE OF ITEMS for each pay item:
1. Designed Quantities (DQ) - These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units SHOWN in the SCHEDULE OF ITEMS may be authorized under any of the following conditions:
a. As a result of changes in the work authorized by the CO.
b. As a result of the CO determining that errors exist in the original design data used to determine designed quantities that cause a pay item to change by 15 percent or more.
c. As a result of the Contractor submitting to the CO a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
2. Staked Quantities (SQ) - These quantities are determined from staked measurements prior to construction.
3. Actual Quantities (AQ) - These quantities are determined from measurements of completed work.
4. Vehicle Quantities (VQ) - These quantities are measured or weighed in hauling vehicles.
5. Lump Sum Quantities (LSQ) - These quantities denote one complete unit of work as required by or described in the contract, including necessary

1.05 BID ITEMS
A. All work included in the scope of this project that is not listed as a bid item below shall be considered incidental to other aspects of the project and bid accordingly.
B. Item 01 10 00 – Construction of Manufactured Homes
1. Measurement: This item is Lump Sum for the construction of the manufactured homes, complete with the necessary appurtenances, in all respects ready for utility connections and other on-site work in accordance with this Project Prospectus, the Contract Specifications, and the Contract Plans. The Contractor shall bid on all option items listed to give the Government the option to include it in the Contract if funding is available.
2. Payment will be made under the following pay items:
a. 01 10 00-1S Sutton Manufactured Home
b. 01 10 00-1H Hebo Manufactured Home
c. 01 10 00-1S, OPT1 Option 1: Sutton Entry Dormer
d. 01 10 00-1H, OPT1 Option 1: Hebo Entry Dormer
e. 01 10 00-1S, OPT2 Option 2: Sutton Cabinet Upgrade
f. 01 10 00-1H, OPT2 Option 2: Hebo Cabinet Upgrade
g. 01 10 00-1S, OPT3 Option 3: Sutton Heat Pump
h. 01 10 00-1H, OPT3 Option 3: Hebo Heat Pump
i. 01 10 00-1S, OPT4 Option 4: Sutton Internet Service
j. 01 10 00-1H, OPT4 Option 4: Hebo Internet Service
C. Item 01 20 00 – Mobilization
1. Measurement: This item is Lump Sum
2. Payment: Progress payments will be made as follows:
a. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.
b. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.
c. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.
d. The total of all payments shall not exceed the original contract amount for this item.
3. No additional payment will be allowed for difficult access, setup, or other mobilization challenges encountered.
4. Payment will be made under the following pay items:
a. 01 20 00-1S Sutton Mobilization
b. 01 20 00-1H Hebo Mobilization
D. Item 02 40 00 – Demolition
1. Measurement: This item is Lump Sum for demolition provided in accordance with this Specification Section and the Contract Plans at the Sutton Work

Center. The minimal demolition required at the Hebo Ranger Station shall be considered and paid for as incidental to other bid items.
2. Payment: The accepted work will be paid for at the Contract unit price for each of the following pay items:
a. 02 40 00-1S Sutton Demolition
E. Item 03 30 00 – Cast-In-Place Concrete
1. Measurement: This item is Lump Sum for cast-in-place concrete and associated work shall include all labor and materials necessary to complete the work in accordance with this Specification Section and the Contract Plans. The minimal cast-in-place concrete work required at the Hebo Ranger Station shall be considered and paid for as incidental to other bid items.
2. Payment: The accepted work will be paid for at the Contract unit price for the concrete placed, according to the following pay items:
a. 03 30 00-1S Sutton Cast-In-Place Concrete
F. Item 12 50 00 – Furniture
1. Measurement: This item is Lump Sum for furniture provided in accordance with this Specification Section and the Contract Plans. The Contractor shall bid on the option items to give the Government the option to include it in the Contract if funding is available.
2. Payment: The accepted furniture will be paid for according to the following pay items:
a. 12 50 00-1S Sutton Furniture
b. 12 50 00-1H Hebo Furniture
c. 12 50 00-1S, OPT5 Option 5: Sutton Furniture Upgrades
d. 12 50 00-1S, OPT5 Option 5: Sutton Furniture Upgrades
G. Item 26 00 00 – Basic Electrical Materials and Methods
1. Measurement: This item is Lump Sum for electrical materials provided and delivered as a complete installation in all respects ready for use in accordance with this Specification Section and the Contract Plans. Electrical work done in-factory shall be included under Section 01 10 00 – Construction of Manufactured Homes.
2. Payment: The accepted work will be paid for according to the following pay items:
a. 26 00 00-1S Sutton Basic Electrical
b. 26 00 00-1H Hebo Basic Electrical
H. Item 32 10 00 – Crushed Aggregate
a. Measurement: This item is Lump Sum for crushed aggregate and associated site furnishings provided and placed as a complete installation in all respects ready for use in accordance with this Specification Section and the Contract Plans.
b. Measurement for the optional bid item to provide and install the two-rail fencing at Sutton Work Center is Linear Foot for the actual length of fencing provided and installed in accordance with this Specification Section and the Contract Plans.

2. Payment: The accepted work will be paid for according to the following pay items:

d. 32 10 00 – 1S, OPT7 Option 7: Sutton Fencing
I. Item 33 10 00 – Water Utilities
1. Measurement: Measurement will be Lump Sum for water utilities provided and delivered as a complete installation, including all valves, fittings, and appurtenances, in all respects ready for use in accordance with this Specification Section and the Contract Plans. Water utility work done in-factory shall be included under Section 01 10 00 – Construction of Manufactured Homes. The minimal water utility work needed at the Sutton Work Center shall be considered and paid for as incidental to other bid items.
2. Payment: The accepted work will be paid for according to the following pay items:
a. 33 10 00-1H Hebo Water Utilities
J. Item 33 30 00 – Sanitary Sewerage Utilities
a. Measurement: Measurement will be Lump Sum for sanitary sewerage utilities provided and delivered as a complete installation, including all valves, fittings, and appurtenances, in all respects ready for use in accordance with this Specification Section and the Contract Plans.
Sanitary sewerage utility work done in-factory shall be included under Section 01 10 00 – Construction of Manufactured Homes.
2. Payment: The accepted work will be paid for according to the following pay items:
a. 33 30 00-1S Sutton Sanitary Sewerage
b. 33 30 00-1H Hebo Sanitary Sewerage

SECTION 01 20 00
MOBILIZATION
1. PART 1 - GENERAL
1.01 SUMMARY
A. This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site. Payments shall be divided according to the specific site where work is being initiated.

3.01 EQUIPMENT PREPARATION
A. To reduce the risk of noxious weeds being introduced into the project area, the following practices shall be followed:
1. All heavy equipment (excluding passenger vehicles) shall be clean and free of soil, vegetative matter, or other debris that may contain or hold weed seeds prior to entering National Forest System lands.
2. Off-road equipment shall be made available for inspection by the CO prior to work to ensure it is free of all soil, seeds, vegetative matter, and other debris that could hold or contain seeds.
3. Material sources (e.g. rock or borrow sites) shall be inspected to ensure that they are weed-free before use and transportation. If material from a stockpile that is weed-infested is used, the top layers shall be scraped off to remove seeds and plants, and treat before any use of this pit material.
4. Erosion control materials (seed, straw, hay) shall be certified free of weed seed and plant parts.
3.02 TRANSPORTATION/SETUP OF MODULAR HOMES
A. The Contractor shall be responsible for site investigation and logistics to ensure safe and proper transportation and setup of the modular homes.
B. The Contractor shall review the travel route to each site and notify the CO a minimum of one week in advance of any issues that may need to be resolved to enable safe and efficient delivery of the buildings.
C. In particular, the site at the Hebo Ranger Station involves a narrow entrance with a vertical curve that may require extra effort and equipment to access (i.e. trans lift and jade machine).

SECTION 01 30 00
SUBMITTALS
1. PART 1 - GENERAL
1.01 SUMMARY
A. The following submittal requirements and procedures are required in addition to and as an explanation of FAR Clause 52.236-21 and AGAR Clause 452.236-76.
B. Section Includes:
1. These requirements are for all submittals including but not limited to, product data, samples, shop drawings, catalogs and manufacturer’s literature, schedules, substitution requests, layouts, as-built drawings, maintenance and operating data, guarantees, etc.
2. Submittals shall be made for all fabricated items furnished and installed as specified.
3. Work shall not commence on any item requiring submittals until submittals are approved in writing by the CO.
1.02 SUBMITTAL REQUIREMENTS
A. All submittals shall be accompanied by a submittal transmittal form.
B. Equipment numbers shall be listed for items being submitted.
C. Submittals shall include items such as: Contractor’s, manufacturer’s, or fabricator’s drawings; descriptive literature including but not limited to catalog cuts, diagrams, operating charts or curves; test reports; test cylinders; samples;
O&M manuals (including parts list); certifications; warranties; and other such required submittals.
D. Submittals for various items shall be made with a single form when the items taken together constitute a manufacturer’s package or are so functionally related that expediency indicates checking or review of the group or package as a whole.
E. Submit three sets of catalog cuts, shop drawings and manufacturer's installation, operating and maintenance instructions for all material and equipment requiring submittals to the CO.
F. Obtain written approval for the above submittals prior to construction, assembly, and delivery.
G. Submittals shall have sufficient detail to determine if ratings, characteristics, and physical construction are equivalent to those specified.
H. Where manufacturer's catalog sheets are used, indicate the specific items to be supplied in ink either by arrow, encircled on the sheet, or the inapplicable portion blocked out. List manufacturer's name, contract, section and drawing sheet reference number on each catalog sheet. Identify where equipment is to be used, if not obvious.
I. Submittals shall show any changes to be made resulting from substitution of equipment or materials for those that are specified.

J. The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections.
1.03 TYPE AND NUMBER REQUIRED:
A. Manufacturer’s Literature: Submit three (3) each copies of required manufacturer’s literature. Modify product data by deleting information which is not applicable to the project, or by marking each copy to identify pertinent products. Supplement standard information, if necessary, to provide additional information applicable to project.
1. If the submittals do not conform to the terms of this Prospectus and/or the Plans, the Contractor will be advised of deficiencies. If preliminary submittals need minor revisions, they can be “Accepted as Noted”, and the Contractor will be allowed to incorporate the materials accordingly. If preliminary submittals need major revisions, a second complete submittal will be required.
2. Correcting: The Contractor shall make any corrections required by the CO and shall resubmit corrected submittals until accepted. The Contractor shall provide for enough time for reviews, revisions and resubmittals to not delay the work.
1.04 MATERIAL PRODUCT SUBMITTALS
1. Material submittals shall be sufficient to demonstrate compliance with the Specifications and Drawings. See Part C-5 of the Contract Package for a list of product samples and submittals required for this project.
1.05 OTHER SUBMITTALS
A. Work Progress Schedule: To ensure adequate planning and execution of the Work so that the Work is completed within the respective number of calendar days allowed in the contract, and to assist the CO in appraising the reasonableness of the proposed schedule and evaluating the progress of the Work, prepare the following:
1. Within five (15) calendar days after being awarded the Contract, prepare and submit for the CO’s information, a progress schedule for the Work using estimated times and events, if necessary. The progress schedule shall be related to the entire Project to the extent required by the Contract Documents, and shall provide for expeditious and practicable execution of the work.
2. Update the schedule as needed and resubmit it to the CO for reference with each progress payment request.

1.06 CONTRACTOR’S VERIFICATION
A. General
1. All submittals are instruments of the Contractor. The Contractor shall carefully check all items of the Contractor’s subcontractors and supplier as well as the Contractor’s own before transmitting them as the Contractor’s submittals to the CO.
B. Determine and verify:
1. Field measurements.
2. Field construction criteria.
3. Catalog numbers and similar data.
4. Conformance with specifications.
C. Stamp and initial all submittals indicating that they have been reviewed prior to sending to COR.
D. QUESTIONS: The Contractor shall review all submittals and include answers to any questions or clarifications required by subcontractors and, in particular, shall ascertain that the submittals meet all requirements of the Contract Documents.
1.07 SUBMITTAL IDENTIFICATION AND PACKAGING
A. IDENTIFICATION: All submittals shall be identified and have the following information:
1. Project name and location.
2. Subcontractor’s, vendor’s and/or manufacturer’s name, address, and telephone number.
3. A unique number, sequentially assigned, shall be noted on the transmittal form accompanying each item submitted. Original submittal numbers shall have the following format: "XXX"; where "XXX" is the sequential number assigned by the Contractor. Re-submittal shall have the following format:
"XXX-Y"; where "XXX" is the originally assigned submittal number and "Y" is a sequential letter assigned for re-submittals; i.e., A, B, or C being the 1st, 2nd, and 3rd re-submittals, respectively. Submittal 25B, for example, is the second re-submittal of Submittal 25.
4. Product identification or shop drawing title, number, revision and data as applicable. Where product data contains more than one product, model, selection, etc., clearly mark and identify the information intended to be reviewed by CO.
5. Reference to Contract Drawing and/or Specifications Sections as applicable.
6. Field dimensions, clearly identified as such.
7. Identification of deviations from Contract Documents.
8. Identification of revisions on re-submittals.
9. Contractor’s stamp, initialed or signed, certifying to review of submittal, verification of products, field measurements and field construction criteria, and with requirements of the Work and of the Contract Documents.

1. All submittals shall be adequately wrapped or packaged to prevent damage during delivery.
1.08 COORDINATION OF SUBMITTALS
A. GENERAL: Prior to submittal for CO’s review, use all means necessary to fully coordinate all material, including the following procedures:
1. Determine and verify all field dimensions and conditions, materials, catalog numbers and similar date.
2. Coordinate as required with all trades and with all public agencies involved.
3. Secure all necessary approvals from public agencies and others and signify by stamp, or other means, that they have been secured.
4. Clearly indicate all deviations from the Contract Documents.
5. On re-submittals, clearly indicate all revision or changes from original submittal.
B. GROUPING OF SUBMITTALS: Unless otherwise specifically permitted by the CO make all submittals in groups containing all associated items; the CO may reject partial submittals as not complying with the provisions of the Contract Documents.
1.09 TIME SCHEDULES
A. GENERAL
1. Make all submittals far enough in advance of schedule dates of installation to provide all required time for reviews, for securing necessary approvals, for possible revisions and re-submittal, and for placing orders and securing delivery.
2. In scheduling, allow at least (14) calendar days for the CO’s review following receipt of each submittal. On re-submittals, allow at least 7 calendar days.
3. Though the CO may utilize other agents (inside or outside the USFS) to assist in submittal review, only the COR has the authority to issue action in regards to submittals.
B. DELAYS: The Contractor shall provide for enough time for reviews, revisions and re-submittals to not delay the work. Costs of delays occasioned by tardiness of submittals shall be borne by the Contractor.
C. SHOP DRAWINGS AND PRODUCT DATA
1. The Contractor shall make any corrections required by the Government and shall resubmit corrected Shop Drawings, and manufacturer’s literature until accepted.

SECTION 02 40 00
DEMOLITION
A. This Section specifies demolition of designated structures and abandonment or removal of materials off Government land.

1.03 SCHEDULING
A. The Contractor shall conduct demolition activities so that interference with the public and Forest Service personnel are minimized. Any activities requiring closure of the project area to the public or Forest Service personnel shall be scheduled with the Contracting Officer at least 7 days in advance.
B. Coordinate work schedule to ensure that open excavations are filled as quickly as possible.

3. PART 3 - EXECUTION
3.01 PREPARATION
A. Provide, erect, and maintain orange safety fencing and other security measures as necessary around the work site during demolition, around all open excavations, and around all other potential safety hazards created by construction. The Contractor shall be responsible for maintaining safety barricades around all open excavations at all times during the Contract.
3.02 DEMOLITION
A. All items designated for demolition shall be legally disposed of off Government land. Do not burn or bury materials on site except for materials designated by the CO as suitable for fill.
B. The Contractor shall demolish sewer lines, waterlines, valves, hydrants, and underground utilities or debris that interfere with new construction.
C. Remove concrete or asphalt foundations, pathways, curbs, slabs, and any other above-ground objects that are associated with past or present facilities at the site and are not to be used for future applications.
D. Remove existing 1500 gallon concrete septic tank and appurtenances from the Sutton Work Center and backfill excavated area, or decommission the tank in strict compliance with Oregon’s on-site rules OAR 340-71-185. Remove the tank from the project site within 8 hours after removal from original position. Use a State-

E. At the Sutton Work Center the Contractor shall be responsible for removing the existing 1982 20’ by 60’ mobile home on site. The Government has not performed an asbestos survey or any other condition investigation of the existing mobile home. If the Contractor wishes to salvage the mobile home, they will be responsible for any testing.
F. Refer to the Contract Plans for additional minor demolition required at the Sutton Work Center.
G. The Contractor shall be responsible for protecting trees, vegetation, utilities, and all other site improvements not designated to be demolished. At the Sutton Work Center, the existing electrical, water, and septic utilities that serve the existing trailer are to be reused to some extent for the new bunkhouse and shall be preserved accordingly. In the event of damage to existing utilities, immediately stop work and notify the Contracting Officer (CO). Repair utility as directed by the CO, at the expense of the Contractor.
H. Rough grade and compact areas affected by demolition to maintain site grades and contours.
I. Leave site in a safe, clean condition at the end of each work day.

The time limit between batching and placing concrete may be extended up to an additional 2 hours. Use a quantity of admixture within the range of the manufacturer's recommendation. The amount of water may be reduced; other proportions shall remain the same.

b. Amount of admixture, per cubic yard of concrete to be used.

1.02 CONCRETE MIX

2. For concrete placed under "Cold Weather Concreting and Curing" condition, the Contractor may elect to alter the required proportions in one of the following ways:
a. Type III Portland Cement.
1) Type III Portland Cement may be substituted in equal quantities for Type I or II Portland Cement.
b. Additional Cement.
1) An additional sack per cubic yard of Type I or Type II
Portland Cement may be added.
D. Temperature Limits for Cold Weather Concrete
3. Provide concrete having a minimum temperature of 50 degrees F and a maximum temperature of 90 degrees F at the time of placing. The temperature of the mixing water shall not exceed 140 degrees F. If aggregates are heated, heat uniformly with steam or water coil.
Aggregate temperature shall not exceed 95 degrees F. Aggregate water mix temperature shall not exceed 80 degrees F. Do not use materials containing frost or icy lumps.
E. Proportioning Grout Fill
4. Fine concrete aggregate with 3 sacks of cement per cubic yard and a maximum slump of 6 inches.
3. PART 3 - EXECUTION
3.01 GENERAL
A. Place concrete for building foundations according to the manufactured home builder’s recommendations, industry standards, or this Specification, whichever is more stringent.
3.02 INSPECTION
A. Obtain CO inspection and approval of forms and reinforcement (if used) at least 4 hours prior to placing concrete. Notify CO at least 48 hours in advance of concrete pour that forms will be ready for inspection.
3.03 FORMWORK
A. Construct forms to prevent leakage of mortar, and any shifting or deformation during the placement and finishing of concrete.
B. Wet forms to allow removal without damaging the concrete per manufacturer’s instructions.
C. Arrange joints vertically or horizontally.
D. Do not disturb forms until concrete has gained enough strength to carry its own weight and such construction loads as may occur, then loosen forms carefully.

3.04 STEEL REINFORCEMENT (IF USED)
A. Secure reinforcement against displacement caused by construction loads or placing of concrete. Tie all bar intersections with annealed iron wire of not less than 16 gauge. Hook or support wire mesh during placing concrete slabs to insure placement as detailed.
B. Field bending and cutting will be permitted if performed in accordance with the ACI code.
C. Keep reinforcement free of dirt, oil, paint, grease, mill scale, and loose or thick rust.
D. Place, support and secure reinforcement against displacement. Do not deviate from required position.
E. Do not displace or damage vapor barrier.
F. Accommodate placement of formed openings.
G. Conform to ACI 318 for concrete cover over reinforcement.
H. Refer to the associated Plan Sheet for additional details on the bar reinforcement.
1.03 CONCRETE MIXING
A. Plant Batched and Transit Mixed.
1. Batch at a central plant and mix enroute to the project in transit mix trucks in compliance with ASTM C94. (ASTM C94 Sections 3 and 17 shall not apply to this contract).
2. Place truck or transit mixed concrete within a maximum of 1-1/2 hours after introduction of cement into the batch. In hot weather or due to other contributing factors, a time less than 1-1/2 hours may be required by the CO.
3. Time interval between placement of batches not to exceed 30 minutes.
1.04 MIX ADJUSTMENTS
A. After the mix period but no later than 15 minutes from start of mixing, water may be added once for purposes of acquiring minimum slump, provided specified water-cement ratio is not exceeded. Adding water beyond these conditions constitutes retempering which will not be allowed.
When water is added, an additional 20 revolutions at mixing speed is required.
B. Air-entraining admixtures shall not be added after the start of mixing for purposes of acquiring minimum air content.
1.05 CONCRETE PLACEMENT
A. Notify CO a minimum of 24 hours prior to placement.
B. Thickness of concrete slabs for the building foundations shall be 5 ½”.
Pour concrete runners with aggregate backfill or continuous concrete slabs according to the manufactured home builder’s recommendations or industry standard, whichever is more stringent. Refer to the Project Plans for the proposed footprint of the new buildings.

C. Convey concrete from a mixer to the forms as near final position as practical in a manner which will prevent segregation or loss of materials.
D. Immediately after placing, thoroughly compact concrete with mechanical vibrators. Provide minimum of 2 vibrators. Provide minimum of 2 power sources unless commercial power is available at site. Hand tamping or "spudding" when permitted, will be approved in writing by the CO.
E. Place each concrete section in a continuous operation, such as bottom slab, walls, and top slab.
F. Do not drop concrete freely from higher than 4 feet above the surface of concrete being poured.
G. Do not place concrete in water or allow water to rise over freshly placed concrete until a set is sufficient to prevent damage.
3.05 PROTECTION FROM RAINFALL
A. Protect flat work during periods of precipitation with adequate waterproof covering. Support covering so that finishing may be performed and initial set obtained without damage. Dragging of tarpaulins or other covering across unset concrete will not be permitted.
1.06 CURING
A. Commence curing and protection of concrete immediately after placing.
Cure Type I and Type II Portland Cement 7 days continuously and Type III Portland Cement 3 days continuously by one of the following methods:
1. Water Curing
a. Keep all surfaces of concrete and forms left on concrete wet.
Shade concrete from sun with covering material or with sand or sawdust on slab, except during periods of required finishing. Use of sprinklers or flooding is permitted on slabs.
2. Membrane Curing
a. A liquid membrane-forming material may be used for curing at the
Contractor's option, except on slabs receiving resilient floorings.
Complete required surface finish prior to application of curing compound; use water curing during finishing period. Spray material to surface at the rate of 1 gallon per 300 square feet in 2 applications, resulting in a coverage of 1 gallon per 150 square feet. Apply first coat immediately after acceptance of finish.
Thoroughly wet concrete with water and apply material just as surface film of water disappears. Apply second coat after first application has set. Recoat any rupture to the membrane seal immediately or use water cure method.
1.07 COLD WEATHER CONCRETING AND CURING
A. When descending air temperature at the project falls below 40 degrees F the Contractor may at their option, continue concreting under conditions stated below. Normal concreting operations may resume when the temperature at the site exceeds 40 degrees F.

B. Provide cover and heating equipment sufficient to maintain the temperature of the concrete at not less than 50 degrees F for a period of 3 days for Type I and Type II cement. Maintain the temperature at not less than 50 degrees F for a period of 2 days for Type III cement or when one additional sack of Type I or Type II cement is added.
C. Provide additional protection to prevent the concrete temperature from dropping more then 40 degrees F in the 24-hour period following the required protection period.
D. Keep all surfaces of concrete and any forms remaining on concrete wet.
Remove and replace any concrete injured by frost and freezing as directed by the COR.
1.08 FIELD QUALITY CONTROL
A. All testing shall be provided by the Contractor. Samples for testing shall be selected on a random sample basis in accordance with ASTM C172. If the measured slump or air content falls outside the specified limits, a check test shall be made immediately on another portion of the same load. In the event of a second failure, the concrete shall be considered to have failed the requirements of the specification.
B. The following concrete tests will be taken:
1. Slump.
a. Testing will be in accordance with ASTM C143. If the slump is greater than the specified range, the concrete will be rejected.
2. Air Content.
a. Testing will be in accordance with ASTM C231. If the air content exceeds the specified range, the concrete will be rejected.
3. Compressive Tests.
a. Compressive test cylinders will be molded, cured, prepared and tested in accordance with ASTM C31 and ASTM C39.
Cylinders will be taken for testing at 7 and 28 days.
C. Test results of cylinders tested at 28 days will form the basis for acceptance or rejection of concrete strength. Each 28 day compressive test result shall be the average of the compressive test of 2 cylinders from the same batch.
No more than 2 samples from each load will be taken. The concrete strength will be evaluated in accordance with ACI 318. The strength level of the concrete will be considered satisfactory if the averages of all sets of 3 consecutive strength test results equal or exceed the required f'c and no individual strength test result falls below the required f'c by more than 500 psi.

SECTION 26 00 00
BASIC ELECTRICAL MATERIALS AND METHODS
1.01 DESCRIPTION
A. Furnish all labor and materials necessary for the installation, connection, testing, and adjustment of all circuits and electrical equipment specified herein, shown or noted on the Drawings, or required in other portions of these Specifications. Furnish all new materials of latest standard design, which are the standard product of manufacturers who regularly engage in the production of such equipment. Deliver to the Government as a complete installation in all respects ready for use.
1.02 QUALITY ASSURANCE
A. Provide shop drawings for electrical systems incorporating mechanical, electrical, dimensional, topographical and structural constraints. Coordinate with other disciplines.
B. Codes and Standards: All materials shall conform to the applicable current standards (standard rules, regulations and specifications). All materials shall bear the label of, or be listed by, the Underwriter’s Laboratory, Inc., (U.L.).
C. Resolve all conflicts with applicable regulations. Prepare and submit to the CO all additional clarifying details including substitute methods and materials as needed to secure the required approval and resolve conflicts.
D. All on-site work shall be done by electricians licensed by the State of Oregon.
E. Inspections: Arrange for all inspections of the on-site work by the local or state authority having jurisdiction over the construction. Final inspection and acceptance of the work will be made only after all certificates of inspections, including final certificate of acceptance of the work by the inspection authority have been forwarded to the CO.
1.03 DRAWINGS
A. Make use of all the data in all the contract documents and verify information against actual field conditions. Install materials and equipment to conform to the available space. Maintain required accessibility and clearances, and satisfy the requirements of the governing codes.
B. Electrical drawings and layout may not necessarily suit the requirement of the particular manufacturer's equipment. Modify wiring and location as required for proper installation.
C. Submit proposed modification to CO for approval and note change on record drawings prior to making such modification.

1.04 SUBMITTALS
A. Provide submittals sufficient to demonstrate compliance with these Specifications for the electrical materials provided.
1.05 DELIVERY AND STORAGE
A. Deliver and store materials to be installed on-site in original containers, protected from the elements and theft, and accessible for inspection.
B. Store items subject to moisture damage in a dry, heated place.
C. Protect material against dirt, water, chemical or mechanical injury.
1.06 EXCAVATION AND BACKFILL
A. Excavation and backfill for this work shall be in accordance with Section 31 23 00 of these Specifications.
1.07 INSPECTIONS AND TESTS
A. At the final inspection, conduct tests to determine that a complete workable electrical system has been installed conforming to the drawings, applicable codes, and specifications.
1.08 OPERATING INSTRUCTIONS
A. After completion and testing of the work, instruct the CO in operation and maintenance of the electrical system, for a minimum period of one week.
2. PART 2 - PRODUCTS
2.01 GENERAL
A. Provide all products called for complete with accessories and mounting materials.
B. Accepted Manufacturers: Where equipment is specified to be of certain manufacturer, similar equipment of other manufacturers normally engaged in this type of manufacture may be substituted. Substituted equipment shall comply with the Specification. Furnish equipment performing the same function and rating (panelboards, circuit breakers, disconnect switches, etc.)
of the same manufacturer throughout the job.
2.02 WIRING
A. Wiring shall be to most current version of the National Electric Code (NEC) with copper wiring.
2.03 PANEL/METER BASE
A. Provide stainless steel panel/meter base compatible with phase, voltage, current rating, conductor sizes and current transformers. Coordinate with serving utility to determine base required.

3. PART 3 - EXECUTION
3.01 GENERAL
A. Follow manufacturer's directions in delivery, storage, protection and installation of equipment and materials.
B. Notify CO of any conflicts between manufacturer's instructions and Contract Documents within 24 hours of discovering.
C. The Contractor shall make all necessary arrangements and meet all requirements for connecting to the servicing utility.
3.02 PANEL/METER BASE
A. At Sutton Work Center, the Contractor shall replace the existing panel/meter base with a new stainless steel meter base on a new 4”X4” pressure treated post.
B. At the Hebo Ranger Station, the Contractor shall work with Tillamook PUD (contact Chris Jewitt at (503) 815-8648) to extend the overhead power source to the new panel/meter base mounted to a 4”X4”…
