1. 1 – GENERAL
1.01 PURPOSE OF THE PROJECT
A. The goal of this Contract is to provide the Central Coast Ranger District (CCRD) –
Oregon Dunes National Recreation Area (ODNRA) and the Hebo Ranger District with facilities to house 8 seasonal employees each. To accomplish this, two 8-person manufactured homes shall be constructed and erected. This Prospectus conveys the basic project parameters and special needs of the Districts for the Contractor to construct these structures.
B. The information contained within this Prospectus explains the general configuration and features required of the building and the project location. Where information provided does not meet code requirements for accepted industry standards and practice, the Contractor shall, with the approval of the Contracting Officer, make such changes as needed to achieve compliance.
1.02 PROJECT LOCATIONS
A. Sutton Work Center
1. From the OR-126/US-101 junction in Florence, travel North on Highway 101 for approximately 5.2 miles; turn left onto Bay Berry Dr. and proceed for approximately 0.3 mile; turn right onto Knoll Way and proceed for approximately 0.1 mile; turn left onto Sand Dune Park Dr.; end at 5363 Sand Dune Park Dr.
B. Hebo Ranger Station
1. From Salem, Oregon, drive West on Highway 22 for approximately 55 miles. The Hebo Ranger Station will be on the right hand side of Highway 22 just before the town of Hebo. The street address is 31525 Hwy 22, Hebo, OR 97122-0235.
1.03 WORK PROGRESS SCHEDULE
1. Contract Time on this project is 180 days. To ensure adequate planning and execution of the work so that the work is completed within the respective number of calendar days allowed in the contract, and to assist the Contracting Officer in appraising the reasonableness of the proposed schedule and evaluating the progress of the work, the Contractor shall furnish a work progress schedule in accordance with Federal Acquisition Regulation (FAR) 52.236-15, Schedules for Construction Contracts (APR 1984).
1.04 USE OF PREMISES
A. The Contractor shall work with the Contracting Officer’s Representative to locate staging areas for construction equipment and materials.
B. The Contractor may park a mobile office, of reasonable size, close to the project site.
Work with the Contracting Officer’s Representative for the exact location.
C. The Contractor shall at all times minimize vehicles on site so as not to disrupt the operation of the Ranger District.

1. The Contractor will be allowed reasonable use of water and electricity at no charge.
2. The Contractor shall be responsible for the setting up and removal of all temporary connections.
3. Contractor shall coordinate with the local utilities as needed.
4. The Contractor shall be responsible for sanitation in the work area.
1.05 GOVERNMENTS RIGHTS AND SUBCONTRACTORS
A. The Government shall have unlimited rights in all drawings, designs, CAD drafting disks, specifications, notes and other works developed in the performance of this contract, including the right to use same on any other government design or construction without additional compensation to the Contractor. The Contractor hereby grants the Government a paid-up license throughout the world to all such works to which he may assert or establish any claim under design patent or copyright laws.
2. 2 – DESCRIPTION OF PROJECT
2.01 GENERAL DESCRIPTION
A. As stated above, two 8-person manufactured homes, to be used as bunkhouses, shall be constructed and erected at the project locations specified. Work shall include the foundation; site work and grading; access to structures; plumbing; electrical; septic;
HVAC; and all construction required to produce a complete facility, with all systems functioning properly and efficiently.
B. Prior to beginning construction, provide complete shop drawings of the buildings for approval by the Contracting Officer. Shop drawing shall be in conformance with the contract drawings and this Project Prospectus, and shall be stamped by a Professional Engineer licensed in the State of Oregon.
C. Government review or approval of submittals and shop drawings shall not relieve the Contractor of the responsibility for any errors that may exist, as the Contractor is responsible for the satisfactory construction of all work.
D. Once the shop drawings have been approved by the Government, construction will begin by the Contractor in accordance with all current industry standards and building codes, Construction Drawings, this Project Prospectus, and the project Specifications.
Construction shall be completed within the timeframe approved by the Government.
E. After final inspection of construction, the Contractor shall supply the Government with two (2) complete sets of As-Built Drawings for each site in accordance with Section 5 of this Prospectus.
2.02 GENERAL SITE WORK
A. The location of the new bunkhouses will be designated by the Contracting Officer’s
Representative (COR) on the ground. The construction site will be relatively level, but some site grading and preparation should be anticipated.
B. The Contractor shall be responsible for finish grading all disturbed soil to blend with the surrounding native material.

2.03 UTILITIES
A. There are existing utilities within the general area of the construction sites which includes water, septic, telecommunications, and electricity. It is the responsibility of the Contractor to locate and protect these utilities, as well as locate and protect any other utilities within the construction site which may not be detailed in the Plans.
B. It is the responsibility of the Contractor to coordinate with the local utility providers, Oregon Department of Human Services, the County, and other agencies or service providers as needed to provide water, septic, phone, cable, and electricity to the new buildings to yield a complete installation that is ready for occupancy.
2.04 GENERAL INTERIOR NEEDS
A. Refer to Sheets 5 and 6 of the Contract Drawings for the floor plan with approximate dimensions and layout of the buildings.
B. Provide grade 1 accessible hardware throughout the buildings.
C. Fire extinguishers and exit signs supplied and installed to code.
D. Provide sound insulation between all interior rooms in accordance with industry standards.
2.05 SPECIFIC INTERIOR NEEDS BY LIVING SPACE
A. Each bunkhouse shall be approximately 1900 square feet and consist of the following rooms described below:
1. Seven Sleeping Rooms which include the following:
a. Standard twin-size bed
b. Cabinets for personal storage (approximately 2’-6”-wide by 2’-deep)
c. Desk/work area (approximately 2’-deep by 3’-wide) with reading light
d. Night stand (approximately 2’ by 2’)
e. A built-in closet (approximately 3’-6”- wide, 2 feet deep) covered to the ceiling that includes shelves and hangers for clothing
f. Overhead light with a switch near the door
g. Window
h. Lockable door
2. One Accessible Sleeping Room shall include the following:
a. Standard twin-size bed
b. Cabinets for personal storage (approximately 2’-6”-wide by 2’-deep)
c. Desk/work area (approximately 2’-deep by 3’-wide) with reading light
d. Night stand (approximately 2’ by 2’)

3. Kitchen/Dining Area consisting of the following:
a. Energy Star rated, commercially available refrigerator/freezer;
refrigerator/freezer shall have the capacity of no less than 25cf and the make shall be General Electric or approved equivalent manufacturer
b. Large four burner range with smooth ceramic range top; General Electric or approved equivalent manufacturer
c. One permanently mounted, energy efficient microwave oven; capacity of no less than 1cf; General Electric or approved equivalent manufacturer
d. Heavy-Duty, Energy Star rated dishwasher; General Electric or approved equivalent manufacturer
e. Double stainless steel sink
f. Separate lights above sink and stove
g. Fan above stove, ducted to building exterior
h. Five lockable pantry-type cupboards for individual food storage no less than 10cf
i. Adequate additional cupboard space for glassware, plates, silverware, pots and pans, utensils, etc.
j. Adjustable shelves in cupboards
k. Open access between the kitchen and dining area
l. Built in accordance with Section 804 of the ADA-ABA Guidelines
m. Exterior door from the kitchen area to patio
n. Sufficient dining space for eight (8) people
o. Fluorescent lighting in both the kitchen and dining area (Low E, full spectrum)
p. Wall-mounted phone jack in kitchen area
q. Wall-mounted phone jack in dining area
4. Living Room consisting of the following:
a. Sufficient space for at least six people to comfortably lounge (sofa, chairs, etc.)
b. Space for coffee table and an end table
c. Wired for coaxial for cable/satellite
d. 7’-wide by 5’-tall window
e. Easy access to front door
f. Overhead lighting
5. Laundry/Utility Room consisting of the following:
a. Energy Star rated, heavy-duty washer and dryer; capacity no less than 7cf;
Whirlpool® or approved equivalent manufacturer
b. Deep stainless steel utility sink
c. Storage closet for household items including vacuum cleaner, broom, mop, ironing board, etc.
d. Storage cupboards for linen, laundry items and cleaning items
e. Exterior door to outside, obscure glass window in door

6. Fully accessible (meets ADA standards) Shower Room/Toilet Room, consisting of the following:
a. Built in accordance with Section 603-610 of the ADA-ABA Guidelines
b. Durable fiberglass shower
c. Shelf or cupboard to store towels and/or linen
d. Overhead lighting and exhaust fan (on one switch)
e. Heat lamp on separate switch
f. Low-flow toilet
g. White sink with backsplash inlaid in a small cupboard for storage of toilet paper, paper towels and cleaning items
h. Mirror above sink
i. Towel bars, grab bars, toilet paper dispenser, and clothing hooks
j. Window with obscure glass if on exterior wall
k. Vinyl, commercial grade, sheet flooring; Armstrong® or approved equivalent manufacturer
l. Any additional accessories/accommodations needed to meet current ADA requirements
2.06 EXTERIOR FINISHES
A. Buildings shall include a 8’ by 8’ porch area at the front entryway. Construct a ramp off one side of the porch that meets Americans with Disabilities Act accessibility guidelines, and a 5’-wide (minimum) stairway with handrails off the other side of the porch. The porch shall be enclosed with a safety railing and include a light fixture controlled by a switch inside the front door.
B. Contractor shall include a cost for the option to provide a dormer to cover the 8’ by 8’ porch area at the front entryway. The dormer shall be secured to the building structure and match material and aesthetic characteristics of the rest of the building. It shall include adequate overhang and gutters to deter rain from reaching the porch.
Shop drawings of this structure shall be submitted to the Contracting Officer, along with shop drawings for the rest of the building, for approval prior to construction.
C. Exterior doors leading from the end of the building and from the laundry/utility room shall include a 5’ by 5’ platform with a railing surrounding it and a 5’-wide stairway with handrails leading up to it.
D. The rear entrance to the building shall include a 8’ by 8’ porch area off the sliding glass door with a 5’-wide (minimum) stairway with handrails off the side of the porch.
E. Contractor shall use pressure treated wood for decking, joists, ramps, posts, and railings at building entrances.
F. Install exterior lighting, electrical outlets, and water faucets as shown on the Contract Plans.
G. Skirting around entire perimeter at the base of new buildings shall be split faced block, siding to match building, or T-111 plywood. Install to the manufacturer’s
7/10/2009 Sutton Work Center and Hebo Ranger Station Bunkhouses Page 8 of 20 recommendations or industry standards, whichever is more strict. If wood siding is used, use 2X6 framing and attach the siding to the bottom of the concrete blocks.
Provide lockable access door to the crawl space.
3. 3 – DESIGN CONSIDERATIONS
3.01 GENERAL
A. Contractor shall be responsible for site inspection to ensure adequate soil bearing, square footage, site utilities, etc.
B. Energy: All electric.
C. All other design parameters shall be obtained using one or more of the references under section 3.02.
3.02 STANDARDS
A. All products and construction practices shall comply with the latest editions of all local, state, and national codes and standards including any addenda, supplements, amendments or modifications by national, state, or local authorities having jurisdiction and in effect on the day the construction contract is awarded. Where more than one criteria applies, the more stringent criteria shall be used.
B. The design must be in strict conformance with the most current Americans with Disabilities Act and Architectural Barriers Act (ADA-ABA) Accessibility Guidelines.
The Contractor shall conduct thorough research on the applicability of these guidelines and comply to the fullest extent possible.
C. Manufactured homes shall be constructed to U.S. Department of Housing and Urban Development (HUD) building codes.
D. Applicable standards and design criteria for the project work other than the buildings themselves include, but are not limited to current editions of the following:

3.03 ENVIRONMENTALLY PREFERABLE PRODUCTS AND PRACTICES
A. The Contractor shall consider all of the environmental attributes of a product or service, and then recommend to the CO the one that has the least overall environmental impact while being competitive with similar products in terms of pricing and performance. This comparison shall consider raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, or disposal of the product or service.
B. Design so as to eliminate and/or minimize solid waste and environmental pollution.
3.04 ENERGY EFFICIENCY
A. Incorporate energy efficient devices and designs. Consider such items as alternative building materials, increased wall insulation (6” wall thickness, R21), increased ceiling and roof insulation (R38), energy efficient appliances, occupancy sensors for non-sleeping rooms, energy efficient lighting, and thermostat with timer (easy to operate).
B. The buildings shall qualify for Energy Star® certification, and all appliances and equipment shall be Energy Star® rated, where applicable and feasible. All other appliances and equipment shall be Federal Energy Management Program – designated products which are among the top 25% of equivalent products for energy efficiency.
C. Incorporate certified improved air ducts that qualify for the Oregon Department of Energy Tax Rebate on Oregon sited homes.
4. 4 – DESIGN CRITERIA BY CSI DIVISION
4.01 DIVISION 01 – GENERAL REQUIREMENTS
A. 01 10 00 – Construction of Manufactured Homes
1. This section includes all other sections that relate to the in-factory construction materials and methods of the manufactured homes.
2. Contractor shall provide a cost for the option to provide a dormer per Part 2.06 B of this Prospectus, built either in-factory or on-site, to cover the 8’ by 8’ porch area at the front entryway.
3. Contractor shall provide a cost for the option of upgrading cabinets per Part 4.05 B of this Prospectus.
4. Contractor shall provide a cost for the option to provide a high-efficiency heat pump per Part 4.12 B of this Prospectus.
5. Contractor shall provide a cost for the option to provide internet service per Part
4.14 A of this Prospectus.

4.04 DIVISION 05 – METALS
A. 05 10 00 – Structural Steel Framing
1. For manufactured homes, the frame/foundation structure shall be constructed of solid steel “I” beams and rigid steel cross members and outriggers, entirely painted to resist corrosion. This frame/foundation shall be left in place for future transportation purposes.
4.05 DIVISION 06 – WOOD, PLASTICS & COMPOSITES
A. 06 01 00 – Rough Carpentry
1. 2X8 floor joists on 16” centers.
2. 4’X8’ tongue and groove structural wood floor decking – urethane glued and fastened with ring shank nails to floor joists.
3. 2X6 quality grade wall studs at 16” on center and 2”X6” top and bottom plates on all exterior walls.
4. 2X6 pressure treated wood for exterior decking, skirting, ramps, joists, and handrails.
5. 4X4 pressure treated wood for support posts on exterior decking, ramps, and handrails B. 06 20 00 – Finish Carpentry
1. Cabinets shall be a modular, fully lined cabinet system with solid side panels and fully jointed construction. They shall be assembled with rabbet and dado joints, hot-glued and fastened from behind. Shelves shall be ¾” thick and adjustable height.
2. Provide cost for option of solid wood face frames and doors.
3. Provide submittals in accordance with Section 01 30 00 of the Specifications.
4.06 DIVISION 07 – THERMAL AND MOISTURE PROTECTION
A. 07 20 00 – Thermal Protection
1. All new construction shall be designed to meet all applicable codes. As a minimum, the building insulation values will be as follows:
a. Floor R-30
b. Walls R-21
c. Ceiling R-38
2. Insulation shall be an even blanket of blown in cellulose in ceilings and floors. It shall be fire retardant, made from recycled material, and pest deterrent. A vapor seal shall separate all insulation from the outside, on walls and ceilings.
3. Provide submittals in accordance with Section 01 30 00 of the Specifications.
B. 07 25 00 – Weather Barriers
1. The crawlspace under the new construction shall be covered with a ground vapor barrier and have a minimum head room clearance of 18 inches.
2. Provide foundation drainage.
C. 07 31 00 – Shingles and Shakes

1. No less than a 4/12 roof pitch.
2. Roof sheathing shall be 7/16” Oriented Strand Board (OSB) sheets.
3. 30 pound felt underlayment.
4. Roofing shall be Owen-Corning brand fiberglass, composition, architectural shingles or approved equivalent product carrying a 35-year warranty. Shingles shall be secured with coated roofing nails.
5. Install per manufacturer’s recommendations and/or industry standards, whichever is more stringent.
6. Provide submittals in accordance with Section 01 30 00 of the Specifications.
D. 07 46 00 – Siding
1. For exterior siding, use fiber cement lap siding - Cemboard by James Hardie or approved equivalent product.
2. Siding shall be composed of autoclaved, non asbestos fiber cement complying with the provisions of ASTM C1186.
3. Siding shall be 5/16” thick with a modulus of rupture greater than 1450 psi (ASTM C1185), density of 80 pcf (ASTM C1185), flame spread/smoke development of 0/5 (ASTM E84), and noncombustible (ASTM E136).
4. Shall include a 25-year comprehensive warranty.
5. Install per manufacturer’s recommendations and/or industry standards, whichever is more stringent.
6. Provide submittals in accordance with Section 01 30 00 of the Specifications.
4.07 DIVISION 08 – OPENINGS (DOORS & WINDOWS)
A. 08 10 00 – Doors & Frames
1. All interior doors are keyed lockable (with master key) and must have three full sets of keys provided.
2. All interior doors shall be solid core; full length; 36” wide except as otherwise noted on the Plans; installed square and plumb.
3. Provide insulated metal exterior doors with welded metal frame and dead bolt locks operable from the inside without key.
4. Exterior doors shall have a U-Rating of no greater than 0.27 and a SHGC of no greater than 0.06.
5. Provide sliding glass door leading from the dining area to the outside.
6. Provide screen doors on all exterior doors.
7. Ensure ADA accessible thresholds on exterior doors.
8. Provide Jeldwen or approved equivalent manufacturer.
9. Provide submittals in accordance with Section 01 30 00 of the Specifications.
B. 08 50 00 – Windows
1. All windows shall be casement type with screens and fully meet egress codes.
2. All windows in the toilet and laundry rooms shall have obscure glass.
3. Windows shall be dual pane, with vinyl or fiberglass clad wood frames; low-E; argon-filled; and Energy Star certified.

a. U-Rating: < or =0.35
b. SHGC: < or =0.40

C. 08 90 00 – Louvers and Vents
1. Provide adequate ventilation of the building.

A. 09 20 00 – Plaster and Gypsum Board
1. ½” durable drywall shall be used – urethane glued and screwed (no nails) to studs.
2. Drywall shall be taped and textured with light orange peel texture finish on interior walls and ceilings.
3. Water resistant drywall shall be used in bathrooms and behind sink in kitchen.
4. ½” high density drywall ceiling panels shall be used and foam bonded to roof trusses.
B. 09 60 00 – Flooring
1. Provide commercial grade loop carpeting in all sleeping rooms and the living room and commercial grade linoleum in all other areas of the building.
2. Specific product, colors, texture, etc. for all floor coverings shall be submitted by the Contractor via samples for approval of the Contracting Officer, in addition to product literature required by Section 01 30 00 of the Specifications.
3. Base boards shall be the type recommended by the manufacturer of the floor coverings, or industry standard.
4. Install flooring per manufacturer’s recommendations and/or industry standards, whichever is more stringent.
C. 09 90 00 – Painting and Coating
1. Interior
a. High quality, durable, long lasting, semi-gloss latex paint. One prime coat, two top coats for interior walls.
b. High Quality, durable, long lasting off white, satin finish, latex paint. One prime coat, two top coats for ceilings.
c. Specific product, colors, application, and finish shall be submitted by the Contractor via samples for approval of the Contracting Officer, in addition to product literature required by Section 01 30 00 of the Specifications.
2. Exterior
a. For the exterior of the buildings, use high quality, durable, long lasting satin or semi-gloss latex paint – one prime coat, two top coats.

3. General
a. Provide one gallon of all colors and finishes of paint at the conclusion of the Contract for future touch-ups.
b. Ensure adequate, even coverage over all painted surfaces and clean application with no overspray, drips, blotchy areas, etc.
4.09 DIVISION 10 – SPECIALTIES
A. 10 20 00 – Interior Specialties
1. Shower stall shall be composed of high-strength fiberglass. Contractor shall ensure that the shower stall in the ADA-compliant bathroom meets ADA accessibility requirements.
2. Provide and install toilet and bath accessories including towel bars, grab bars, toilet paper dispenser, mirror, and clothing hooks.
3. Install per manufacturer’s recommendations and/or industry standards, whichever is more stringent.
4. Provide submittals in accordance with Section 01 30 00 of the Specifications.
4.10 DIVISION 12 – FURNISHINGS
A. 12 20 00 – Window Treatments
1. All windows, except those in the toilet and laundry rooms, shall have window blinds.

Contractor via samples for approval of the Contracting Officer, in addition to product literature required by Section 01 30 00 of the Specifications..

4.11 DIVISION 22 – PLUMBING

All piping and appurtenances used on potable water lines shall be certified to National Sanitation Foundation (NSF) Standards 14 and 61. Shall include a 10 year leak-proof warranty on the fittings and 25 year warranty on the pipe.
2. ABS Schedule 40 drain lines.
3. Easy fixture maintenance with threaded connections and unions on all shut-off valves and devices – no sweat connections and easily accessible.
4. All water lines shall slope to drain for winterization.

4.12 DIVISION 23 – HEATING, VENTILATING AND AIR CONDITIONING

1. Provide water, drainage, waste, and vent piping plans. Specify waste and vent piping plans to include their corresponding riser (isometric) diagrams to a point five feet beyond the building foundation or connection point, whichever is less. Do not require plumber in the field to size any pipes or size/locate cleanouts, etc.
2. Provide graduated fiberglass insulated heat duct system for balanced air flow with 6% maximum leakage.
3. Exhaust fan and wall vent for dryer in the laundry room.
4. Fan above stove in kitchen, ducted to building exterior.
5. Ceiling mounted exhaust fan (on same switch as light) in bathrooms.
6. Install per manufacturer’s recommendations and/or industry standards, whichever is more stringent.

B. 23 50 00 – Central Heating Equipment
1. Provide high quality, Energy-Star rated electric furnace sized properly for the building size and occupancy.

4.13 DIVISION 26 – ELECTRICAL
A. General
1. Refer to Section 26 00 00 – Basic Electrical Materials and Methods of the Project Specifications.
B. 26 20 00 – Low Voltage Electrical Distribution
1. Underground utilities shall be buried to meet the requirements of the local P.U.D.
and shall have marking tape and tracer wire over each conduit.
2. Provide dedicated circuit and outlet to all permanently mounted equipment
(refrigerator, laundry machine, coffee maker, microwave oven, etc.); equipment over 120 VAC or requires other than a 120VAC duplex receptacle; and any equipment over 10 amp load.
3. Panel boards shall be Class I. Provide feeders sized at 100% of panel size, after de-rating.
4. Size panels to accommodate the required power loads with a minimum of 25% spare capacity.
5. There shall be a minimum of 6 spare spaces on the completed panel.
6. All wiring and service entrances shall be copper. No aluminum will be allowed except for primary owned by serving utility and for conductors between meter base and panel boards.
7. Provide a distribution system using steel flexible cable, conduits, ducts, and/or raceways, selecting the most economical mix of code allowed components. The use of non-metallic cables (Romex) will not be permitted.
8. Electrical outlets shall be spaced to code and GFCI in damp locations.
9. Switchgear, fuses and circuit breakers shall be plainly marked or labeled to identify circuits or equipment supplied through them.
10. Provide a low resistance ground, per code.
11. Provide two exterior electrical outlets (GFCI and waterproof) - one on the front side and one on the back side of each bunkhouse as shown on the Plans.
12. Provide submittals in accordance with Section 01 30 00 of the Specifications.
C. 26 50 00 – Lighting
1. Comply with all state energy budget requirements for lighting and switching.
Provide an energy efficient lighting system with controls to allow for maximum energy conservation.
2. Design lighting maximum levels in accordance with Illuminating Engineering Society (IES) Lighting Interior Design procedures.
3. Sleeping rooms shall include an overhead light for general use.
4. Kitchens, laundry rooms, and dining areas shall include fluorescent lighting.
5. Bathrooms and living rooms shall include overhead lighting.

4.17 DIVISION 33 – UTILITIES
A. General
1. As shown on the Plan Sheets, there are existing utilities within the general area of the construction site which includes water, septic, telecommunications, and electricity. It is the responsibility of the Contractor to locate and protect these utilities, and to coordinate with the appropriate utility authority for proper utility hook-ups.
B. 33 10 00 – Water Utilities
1. Refer to Section 33 10 00 of the Project Specifications.
C. 33 30 00 – Sanitary Sewerage Utilities
1. Refer to Section 33 30 00 of the Project Specifications.
D. 33 40 00 – Storm Drainage Utilities
1. Provide proper storm drainage for bunkhouses, walkways, parking areas, and other constructed features.
E. 33 70 00 – Electrical Utilities
1. The Contractor shall coordinate with the local Public Utilities Company (PUC) to provide and install any utility poles, transmission and distribution equipment, transformers, grounding, meters, etc. needed to yield complete, properly functioning electrical system for the new facilities that meets all applicable codes and standards.

5. 5 – PROJECT CLOSEOUT PROCEDURES/SUBMITTALS
5.01 PRIOR TO FINAL INSPECTION
A. Submit specific warranties, workmanship bonds, maintenance service agreements, final certifications and similar documents.
B. Submit a complete Operations and Maintenance Manual for all the building systems associated with this project and as described in Section 6.03.
C. Submit complete, detailed As-Built Drawings for the project, including but not limited to, the buildings and building systems and underground utilities installed.
D. Deliver tools, spare parts, extra materials, and similar items to location designated by the Contracting Officer. Label with manufacturer’s name and model number where applicable.
E. Make final changeover and permanent locks and deliver keys to Contracting Officer.
F. Complete startup testing of the building systems, including but not limited to plumbing components; electrical components; HVAC system; cabinets; windows;
doors; and appliances. The results shall be submitted to the Contracting Officer.
G. Terminate and remove temporary facilities from Project site, along with mockups, construction tools, and similar elements.
H. Submit changeover information related to Government occupancy, use, operation, and maintenance.
I. Complete final cleaning requirements, leaving the project site and all new components clean and ready for occupancy.
J. Touch up and otherwise repair and restore marred exposed finishes to eliminate visual defects.
5.02 PROJECT RECORD DOCUMENTS
A. Do not use Project Records Documents for construction purposes. Protect Project
Record Documents from deterioration and loss. Provide access to Project Record Documents for the Contracting Officer’s reference during normal; working hours.
B. Mark Record Prints to show the actual installation where installation varies from that shown originally. Require individual or entity who obtained record data, whether individual or entity is an installer, subcontractor, or similar entity, to prepare the marked-up Record Prints.
C. Identify and date each Record Drawing; include the designation “AS-BUILT DRAWING” in a prominent location. Organize into manageable sets; bind each set with durable paper cover sheets. Include identification on cover sheets.
D. Record Specifications: Submit one copy of Projects Specifications, including addenda and contract modifications. Mark copy to indicate the actual product installation where installation varies from that indicated in Prospectus, addenda, and contract modifications.
5.03 OPERATION AND MAINTENANCE MANUAL
A. Assemble two complete sets of operations and maintenance data for each project site
(four total) indicating the operation and maintenance of each system, subsystem, and piece of equipment not part of a system. Include operation and maintenance data required in individual Specification Sections and as follows:

1. Operation Data: Include emergency instructions and procedures, system and equipment descriptions, operating procedures, and sequence of operations.
2. Maintenance Data: Include manufacturer’s information, list of spare parts, maintenance procedures, maintenance and service schedules for preventive and routine maintenance, and copies of warranties and bonds.
B. Organize operation and maintenance manuals into suitable sets of manageable size.
Bind and index data in heavy-duty, three ring, vinyl-covered, loose-leaf binders, in thickness necessary to accommodate contents, with pocket inside covers to receive folded oversized sheets. Identify each binder on front and spine with the printed title “OPERATION AND MAINTENANCE MANUAL”, project name, and subject matter of contents.
C. Include copies of all warranties in the appropriate section of the operations and maintenance manual.
5.04 FINAL INSPECTION
A. The Forest Service will arrange a Final Inspection with the Contracting Officer’s
Representative and a Designated Engineer upon notification of project completion from the Contractor.
B. Results of completed inspection and correction of any deficiencies noted will form the basis of requirements for Final Acceptance and release of Final Payment.
