About this file
This is a Statement of Requirement (SOR) for specialized rescue equipment to be delivered to USS Theodore Roosevelt (CVN-71) in San Diego, California.
The USS Theodore Roosevelt requires an all-electric, nonhydraulic rescue tool system designed for cutting and spreading operations in emergency services. The requirement includes three primary items: one rescue tool system, one rescue tool, and one controller unit. The rescue tool system must be environmentally sound with no hydraulic or gasoline fluids, lightweight and portable, suitable for both outdoor and indoor use, and powered by 12 Volts DC. Rescue tool system components shall be color-coded for safety and operational ease, including cables and connectors. The rescue tools must provide interchangeable application attachments such as spreaders and cutters with quick-change capability using ball-detent pins and must offer both spreading and cutting functionality. The controller unit shall manage 12 Volts DC electrical power to operate the rescue tool's opening and closing mechanisms and shall automatically shut off power when maximum tool output force is achieved to prevent motor and mechanical system damage while conserving battery energy. Additional specifications include a power cable, battery pack, battery charger, Sawzall kit, and jumper cables. Delivery shall be made to LS1 (SW) Robinson, Malcolm, USS Theodore Roosevelt (CVN-71), Building No. 1 Quay Road, San Diego, CA 92135.
