About this file

This is a Statement of Requirement (SOR) for specialized rescue equipment for the USS Theodore Roosevelt (CVN-71).

The USS Theodore Roosevelt Ship requires a complete all-electric, nonhydraulic rescue tool system designed for cutting and spreading operations in emergency services. The procurement includes three main items: one rescue tool system, one rescue tool, and one controller unit. The rescue tool system must be environmentally sound with no hydraulic or gasoline fluids, lightweight and portable, suitable for both outdoor and indoor use, and powered by 12 Volts DC. All system components must be color-coded for enhanced safety and ease of operation. The rescue tools must be certified by a recognized third-party testing organization as compliant with NFPA-1936, Standard on Powered Rescue Tool Systems, 2010 Edition, and must provide interchangeable application attachments with quick-change capability using ball-detent pins. The tools must provide both spreading and cutting capability. The controller unit must control 12 Volts DC electrical power to the rescue tool for opening and closing attachments and automatically shut off power when maximum tool output force is achieved to prevent motor and mechanical damage while conserving battery energy. Additional specifications include a power cable, battery pack, battery charger, Sawzall kit, and jumper cables. Delivery is required to USS Theodore Roosevelt (CVN-71), Building No. 1 Quay Road, San Diego, CA 92135, Attention: LS1 (SW) Robinson, Malcolm.
