Riverton Unit, Wyoming Pick-Sloan Missouri Basin Program

FOREWORD

Work is for modifying Bull Lake Dam Spillway. Work is located approximately 40 miles northwest of Riverton, Wyoming, in Fremont County.

Principal Components of work:

A. Constructing and improving temporary access roads to dam site.

B. Designing, installing, and operating dewatering and unwatering systems.

C. Clearing, grubbing, and stripping.

D. Constructing temporary earthfill cofferdam upstream of dam across new spillway alignment.

E. Constructing temporary creek crossing downstream of existing spillway stilling basin.

F. Excavating for construction of new spillway.

G. Placing and compacting zoned fill in spillway footprint.

H. Constructing spillway underdrain system.

I. Installing secant pile cutoff wall.

J. Constructing spillway crest structure including labyrinth weir.

K. Constructing reinforced concrete spillway stilling basin and chute.

L. Constructing embankment sections and backfill around new spillway.

M. Placing riprap downstream and upstream of new spillway.

N. Excavating discharge channel from new spillway stilling basin to river channel.

O. Removing temporary earthfill cofferdam upstream at the new spillway alignment and placing new sections of parapet wall and curb.

P. Constructing new sediment traps and weirs at the existing toe drain outfall.

Q. Temporarily relocating truss bridge southward onto the dam crest near the new spillway.

Refurbish and repair damage to the bridge after relocation.

R. Move and install the refurbished truss bridge to the new location and cast new concrete deck.

S. Removing portions of the existing spillway walls and parapet wall upstream of dam crest and installing soil nail walls to maintain stability.

T. Constructing zoned embankment cofferdam upstream of the dam at the existing spillway alignment.

U. After new spillway is complete and operational, and cofferdam is constructed; remove and dispose of existing radial gates.

V. Saw cutting full width of existing spillway chute, removing concrete in upper chute and crest structure, and excavating embankment adjacent to the existing spillway crest.

W. Excavating foundation below existing spillway crest and preparing as new embankment foundation.

X. Constructing new zoned embankment, incorporating the cofferdam, at the location of the existing spillway crest structure including HDPE toe drain and parapet wall section.

Y. Backfilling downstream portions of chute and stilling basin with waste concrete and excavated material.

Z. Remove temporary creek crossing.

AA. Restore access roads to their original condition and reclaim construction areas and stockpile areas.

THE GOVERNMENT WILL ALLOW AT LEAST 3 WEEKS FROM THE DATE OF THE SITE VISIT

SUMMARY OF WORK

PART 1 GENERAL

1.01 LOCATION

A. Work is located at Bull Lake Dam, approximately 40 miles northwest of Riverton, Wyoming, in Fremont County.

1.02 PRINCIPAL COMPONENTS OF WORK

A. Constructing and improving temporary access roads to dam site.

B. Designing, installing, and operating dewatering and unwatering systems.

C. Clearing, grubbing, and stripping.

D. Constructing temporary earthfill cofferdam upstream of dam across new spillway alignment.

E. Constructing temporary creek crossing downstream of existing spillway stilling basin.

F. Excavating for construction of new spillway.

G. Placing and compacting zoned fill in spillway footprint.

H. Constructing spillway underdrain system.

I. Installing secant pile cutoff wall.

J. Constructing spillway crest structure including labyrinth weir.

K. Constructing reinforced concrete spillway stilling basin and chute.

L. Constructing embankment sections and backfill around new spillway.

M. Placing riprap downstream and upstream of new spillway.

N. Excavating discharge channel from new spillway stilling basin to river channel.

O. Removing temporary earthfill cofferdam upstream at the new spillway alignment and placing new sections of parapet wall and curb.

P. Constructing new sediment traps and weirs at the existing toe drain outfall.

Q. Temporarily relocating truss bridge southward onto the dam crest near the new spillway.

Refurbish and repair damage to the bridge after relocation.

Summary of Work

R. Move and install the refurbished truss bridge to the new location and cast new concrete deck.

S. Removing portions of the existing spillway walls and parapet wall upstream of dam crest and installing soil nail walls to maintain stability.

T. Constructing zoned embankment cofferdam upstream of the dam at the existing spillway alignment.

U. After new spillway is complete and operational, and cofferdam is constructed; remove and dispose of existing radial gates.

V. Saw cutting full width of existing spillway chute, removing concrete in upper chute and crest structure, and excavating embankment adjacent to the existing spillway crest.

W. Excavating foundation below existing spillway crest and preparing as new embankment foundation.

X. Constructing new zoned embankment, incorporating the cofferdam, at the location of the existing spillway crest structure including HDPE toe drain and parapet wall section.

Y. Backfilling downstream portions of chute and stilling basin with waste concrete and excavated material.

Z. Remove temporary creek crossing.

AA. Restore access roads to their original condition and reclaim construction areas and stockpile areas.

1.03 SPECIFICATIONS REQUIREMENTS

USE OF SITE

PART 1 GENERAL

1.01 MEASUREMENT AND PAYMENT

A. Cost:

1.03 SUBMITTALS

A. Submit the following in accordance with Section 01 33 00 - Submittals.

B. RSN 01 14 10-1, Land Use and Landscape Rehabilitation Plan:

1. For each Contractor use site.

a. Show use location and extent of impact. Potential uses may include but are not limited to the following:

1) Buildings and service areas including offices, shops, warehouses, storage areas, fuel and oil storage areas, and fabrication yards.

2) Parking areas, temporary access roads, and on site haul routes.

3) Utilities, power, and water lines.

4) Concrete and aggregate plants. Show sizes, rated capacities, and general features of aggregate processing plant including transporting, storing, screening, and washing facilities; concrete batching and mixing plant; and concrete conveying, placing, and cooling plants. Areas for processing, storing, and disposing of waste materials from construction operations.

5) Areas for stockpiling topsoil, riprap, aggregates, and soils.

6) Temporary fences.

b. Describe methods to preserve, protect, and repair if damaged; vegetation (such as trees, shrubs, and grass) and other landscape features on or adjacent to the jobsite, which are not to be removed and which do not interfere with the work required under this contract. Include methods to mark work area limits, protect disturbed areas, and prevent erosion.

c. Describe methods to protect, and repair if damaged, existing improvements and utilities at or near the jobsite.

d. Describe methods for removing temporary structures and facilities, cleanup, and rehabilitating site after completion of construction activities.

2. Submit revised drawings of changes in use of Government land made during design and erection stages and after use of Government land is in operation.

1.04 PROJECT CONDITIONS

A. Project is located on Tribal land.

1. Use construction easements and access agreements for construction access and temporary facilities. Comply with Section 01 55 00 - Vehicular Access and Parking.

B. Tribal and permitted public use of Bull Lake Road shall be maintained throughout construction.

1. Existing access roads along the east and west sides of the reservoir, outside of the construction site, shall remain open for use of the Tribes and permitted public at all times.

a. Short traffic delays, less than 15 minutes are allowed.

2. Access to the dam crest area may be closed one time for up to 45 days during the bridge removal and relocation and cofferdam completion at existing spillway with written notice to the COR given no later than 60 days in advance. Also, alternate controlled vehicular access for the Tribal Permitted Public to the east reservoir access road shall be provided during this time.

a. No dam crest closure allowed the first Saturday of April, and the preceding Friday and subsequent Sunday, for fishing access on the dam crest each year.

3. Secure site to eliminate Tribal and public access to Contractor facilities or construction site.

C. When private land is used for construction facilities, or other construction purposes, make necessary arrangements associated with use of private land.

D. Do not interfere with work of other contractors, the Government, or the Tribes.

E. Restrict construction traffic to the approved access roads and confine activities to authorized use areas as identified on drawings.

F. Do not disturb the native channel of Bull Lake Creek except as shown on drawings.

G. Campground areas and parking areas outside of construction area boundary are not available for Contractor use.

H. Housing for construction personnel will not be permitted on Government land, except housing for guards or watchmen as may be approved by the COR.

I. Housing in campground areas by Contractor employees is not allowed.

J. Fishing in Bull Lake Reservoir or Bull Lake Creek is restricted by the Tribes and requires a Tribal fishing permit.

K. The access road alignment and construction site is located in areas with significant known and unknown cultural resources. Comply with Section 01 57 90 - Preservation of Historical and Archaeological Data.

PART 3 EXECUTION

3.01 CLEANING

A. Construction Equipment:

1. Before bringing on site, clean construction equipment to remove dirt, vegetation, and other organic material to prevent introduction of noxious weeds, and invasive plant and animal species.

2. Contractor cleaning procedures shall result in equipment being cleaned as well or better than the procedures described in USBR Cleaning Manual.

3. The COR will inspect construction equipment following procedures described in USBR Cleaning Manual before allowing the equipment onsite.

3.02 RESTORATION

A. Upon completion of the project, work areas shall be left in a condition to provide proper drainage, protection from erosion, and facilitate revegetation. Any removed topsoil shall be replaced in the best location to facilitate revegetation. Impacts to land within the project area shall be reduced through implementation of site erosion control.

B. Restore temporary construction roads to original contours and make impassable to vehicular traffic when no longer required.

C. After completion of work, scarify and regrade land used for construction purposes and not required for completed installation so that surfaces blend with natural terrain and are in a condition that will facilitate natural revegetation, provide proper drainage, and prevent erosion.

D. Seed disturbed areas of land used for construction purposes and not required for completed installation, in accordance with Section 32 92 20 - Seeding.

RESERVOIR OPERATIONS

PART 1 GENERAL

1.01 MEASUREMENT AND PAYMENT

A. Cost:

1. Include in prices offered in the Price Schedule for other items of work.

1.02 RESERVOIR OPERATIONS DURING CONSTRUCTION

A. Bull Lake Dam and Bull Lake Reservoir are operated by Bureau of Reclamation and Midvale Irrigation District (MID).

B. Government will draw down reservoir to elevation 5777 after the irrigation season, on or before September 30, 2019 and keep the water elevation at or below 5777 until April 1, 2020 to facilitate construction of Phase III cofferdam upstream of the existing spillway. However, the Government reserves the right to change the operations of the reservoir during construction for floods or other conditions. After April 1, 2020 the Government will resume normal operations.

C. Bull Lake Reservoir historical end-of-month reservoir elevation data are shown in Section 51 00 20 - Reservoir Water Surface Elevation Data.

D. Existing spillway must remain operational until construction of new spillway is completed and operational, as determined by CO. One spillway must be in operation at all times.

E. The existing spillway gates shall not be removed until cofferdam is in place.

PART 1 GENERAL

1.01 MEASUREMENT AND PAYMENT

1.03 DEFINITIONS

A. Schedule: The Critical Path Method, (CPM), of planning and scheduling a construction project where activities are arranged based on activity relationships and network calculations determine when activities can be performed and the critical path of the project.

B. Project Calendar(s): Cross reference of numerical work days with calendar days. Project calendars serve as the basis for day/date conversion and assign work days and non-workdays.

C. Resources: Equipment, labor or crews, materials, subcontractors, fabricators, manufacturers, and consultants.

D. Out of Sequence Work: An activity that starts before its’ predecessor activities are completed.

1.04 SUBMITTALS

A. Submit the following in accordance with Section 01 33 00 - Submittals.

1. Furnish database files in format compatible with Oracle Primavera P6 Professional Project Management.

2. Furnish schedule and analysis data on CD-ROM or DVD disc.

3. Upon request, provide information and data used to develop and maintain the Construction Program to the CO.

1. This submittal is required for a proper invoice for progress payments in accordance with the clauses at FAR 52.232-27 - Prompt Payment for Construction Contracts and WBR 1452.232-82 - Other Invoice Requirements. In accordance with subparagraph (a)(i)(A) of the clause at FAR 52.232-27 - Prompt Payment for Construction Contracts, Government disapproval of this submittal will be considered failure of the Contractor to comply with contract requirements and payment due date will be delayed until 14 days after submittal contents are approved.

2. Include:

a. Construction Program database with updated activity and milestone data.

b. Definition of project calendars if revised from baseline calendars.

c. Primavera layout files (.plf).

d. Gantt chart for project on 11 by 17 inch print(s) and in portable document format (.pdf).

e. Narrative report specifically stating status of project.

1) When negative float exists, cite specific actions and conditions which caused "behind schedule" condition and provide proposed course of action to complete the project within the specified delivery time. When float changed from previous month’s updated schedule, explain reason for change.

2) List of Contractor-initiated changes to current schedule stating reason for action taken and unresolved issues relating to the Construction Program. Government reserves the right to reject Contractor-initiated changes to current schedule which negatively impact Government action which was initiated on the basis of current schedule.

1) List submittals as listed in Table 01 33 00A - List of Submittals.

2) Update Submittal Register monthly to include submittals and revised submittals with dates and status.

3) This register document is separate from scheduling database.

1.05 QUALIFICATIONS

A. Representative: Experienced in developing and maintaining construction schedules and knowledgeable of activities and progress on-site to develop and maintain accurate and reliable schedules.

1.06 GENERAL

A. Develop, maintain, and use Construction Program to plan, monitor, evaluate, and report accomplishment of work.

1.07 SCHEDULES

A. Prepare construction schedules using Critical Path Method, under concepts and methods outlined in AGC Manual. Use a computer software program to perform mathematical analysis of scheduling data.

1. Prepare schedule based on required sequence and interdependence of activities.
