Removal and Disposal of Materials Containing Heavy Metals

B. In the event that a portion of the waste stream is verified as hazardous waste, the contractor and Reclamation are jointly and severally liable in accordance with 40 CFR
Part 260. The contractor is responsible for the release of any hazardous waste that is directly created or aggravated by the specific negligent actions of the contractor in the performance of this work.
C. The facility owner EPA Identification Number will be provided to the successful bidder after award.
1.09 CONTRACTOR’S RESPONSIBILITIES
A. Removal:
1. Do not allow coatings to become airborne when removing or relocating equipment or miscellaneous metalwork with coatings containing heavy metals.
2. Do not allow debris from equipment removal to fall directly on the ground.
3. Clean up areas where debris from equipment removal occurs on a minimum daily basis.
4. Characterize waste debris generated from the removal of coatings in accordance with 40 CFR 261, to determine if hazardous waste is present.
5. Characterize waste debris generated from the removal of equipment in accordance with 40 CFR 261, to determine if hazardous waste is present.
B. Recycle or Disposal of equipment with coatings containing heavy metals.
1. Recycle equipment with coatings containing heavy metals whenever possible.
a. Verify recycling facility acceptance of equipment.
b. Obtain certification of equipment acceptance from recycling facility.
2. Dispose of equipment with coatings containing heavy metals if recycling is not possible.
a. Conduct a hazardous waste determination by collecting a representative sample of the equipment with coatings containing heavy metals to be disposed.
b. Dispose of equipment with coatings containing heavy metals either as hazardous waste or solid waste in accordance with applicable Federal, State, and local regulations.
c. Obtain certificate of disposal from disposal facility when hazardous waste or solid waste has been treated.
C. Hazardous Waste
1. Obtain EPA Identification number from Reclamation, in accordance with 40 CFR
262.12 before treating, storing, or transporting hazardous waste (if applicable).

2. Prepare manifest, in accordance with 40 CFR 262 Subpart B, before transporting hazardous waste for offsite treatment, storage, or disposal (if applicable).
3. Before transporting hazardous waste, obtain written notice from owner or operator of hazardous waste facility, including documentation that facility has required permits and that facility will accept waste to be shipped under this contract, in accordance with 40 CFR 264.12 (if applicable).
4. Obtain required transportation permits.

PART 3 EXECUTION
3.01 CONTAINMENT SYSTEM
A. Design and construct containment system to control emissions to the environment in conformance with Federal, State, and local regulations and the following criteria:
1. Contain all releases during coating removal and equipment removal, relocation, modification, and installation.
2. Do not exceed ambient air quality standards.
3. Prevent contamination of any reservoir, watercourse, or water system.
4. Prevent contamination of sediment in any reservoir or watercourse.
5. Prevent contamination of soil.
B. Provide signs and barriers at each point of entry to containment area to prevent unauthorized personnel access.
3.02 WASTE CHARACTERIZATION, HANDLING, AND DISPOSAL
A. Characterize waste debris during removal or modification of equipment in accordance with 40 CFR 261 to determine if hazardous waste is present.
B. RCRA defined Hazardous Waste:
1. Comply with 40 CFR 262 and 40 CFR 268.
2. Do not co-mix different types of hazardous and non-hazardous waste materials.
3. Store coating debris in EPA approved weatherproof and watertight steel containers.
4. Seal, label, and store in accordance with 49 CFR 178.
5. Dispose of waste at EPA permitted RCRA Subtitle C disposal facility.

C. Non-hazardous Waste:
1. Store in closed containers separate from hazardous waste storage areas.
2. Comply with Section 01 74 00 - Cleaning and Waste Management.
D. Transport hazardous waste materials in accordance with 40 CFR 263, 49 CFR 107, and applicable regulations contained in 49 CFR Chapter I.
3.03 REPORTABLE RELEASES
A. Notify applicable agencies and COR.
3.04 CLEARANCE TESTING
A. Non-porous surfaces:
1. Wipe samples: Take wipe samples to collect surface dust at 3 locations in work areas. Follow ASTM E1728 wipe sample collection and analysis criteria.
2. Analyze samples for total lead and other heavy metal content.
3. Acceptance criteria: Not to exceed 500 micrograms per square foot.
B. Porous surfaces:
1. Visual methods: Visually inspect work areas for visible paint chips, abrasives, and dust.
3.05 DECONTAMINATION OF CONTAMINATED AREAS
A. Decontaminate areas and surfaces contaminated with lead and other heavy metals in accordance with regulatory requirements and detailed in the Emission and Release
Monitoring Plan.

1. Registered Professional Engineer.

1. Proficient in conducting coal tar analysis and accredited under a national accredited organization (EPA, AIHA, etc.).
E. Disposal Facility Qualifications for Hazardous Waste:
1. Approved for hazardous waste disposal as appropriate by the EPA, state, and local regulatory agencies.
1.06 REGULATORY REQUIREMENTS
1. Solid and hazardous waste debris is subject to all applicable Federal, State, and local requirements including State of Wyoming Occupational Health and Safety and Environmental Quality Acts. The most stringent regulation shall apply.
Listing and interpretations of regulations contained in this section do not relieve the Contractor from compliance with regulations.
1.07 SAFETY AND HEALTH REGULATIONS
A. Comply with RSHS.
B. Comply with the Occupational Safety and Health Administration (OSHA) standards found in 29 CFR 1926.
C. Comply with State of Wyoming Department of Employment OSHA Standards.
D. Limit employee exposure to coal tar components and other airborne containments in accordance with ACGIH TLVs.
1.08 PROJECT CONDITIONS
A. Coal tar coatings are strongly believed to be present on radial gates slated for removal and disposal. The Government has not tested these coatings for coal tar products.
B. Other hazardous material may also be present at these locations.
C. The facility owners EPA Identification Number will be provided to the successful bidder after award.

1.09 CONTRACTOR RESPONSIBILITIES
A. Obtain EPA Identification number from facility owner before treating, storing, or transporting hazardous waste.
B. Prepare manifest, in accordance with 40 CFR 262 Subpart B, before transporting hazardous waste for offsite treatment, storage, or disposal.
C. Before transporting hazardous waste, obtain written notice from owner or operator of hazardous waste facility, including documentation that facility has required permits and that facility will accept waste to be shipped under this Contract, in accordance with
40 CFR 264.12.
D. Determine proper disposal method for project solid waste or hazardous waste in accordance with EPA and Wyoming regulations.
E. Obtain certificate of disposal from disposal facility when hazardous waste has been treated or disposed.
F. Obtain required transportation permits.

3.02 WASTE CHARACTERIZATION, HANDLING, AND DISPOSAL
A. Characterize solid waste debris generated from removal operations, in accordance with 40 CFR 261, TCLP Method 1311. Presume waste is hazardous until characterized.
B. Comply with approved written Plan for Waste Characterization, Handling, and Disposal.
C. RCRA-defined Hazardous Waste:
1. Comply with 40 CFR 262 and 40 CFR 268 (RCRA).
2. Comply with 40 CFR 700 - 766 (TSCA).
3. Comply with Wyoming Department of Environmental Quality Solid and Hazardous Waste Division - Hazardous Waste Rules.
4. Do not co-mix different types of hazardous and non-hazardous waste materials.
5. Store coating debris in EPA approved weatherproof and watertight steel containers.
6. Seal, label, and store in accordance with 49 CFR 178.

3.03 EMISSIONS MONITORING, GENERAL
A. Sampling Protocol: In accordance with EPA, NIOSH, or OSHA sampling criteria.
B. Monitor for Components of Coal Tar Organics:
1. Air monitoring of emissions using high volume area sampling monitors.
2. Wipe sampling of surfaces in regulated areas.
C. Conduct visual inspections for visible emissions, spills, or deposits of contaminated materials (i.e., coating debris, dusts, stripping or blasting abrasives, etc.) into the water or onto the ground, ground cover, asphalt pavement, concrete pavement, soil, or slope protection. Include verification that proper cleanup is undertaken and that the cause(s) of unacceptable releases is corrected prior to resuming work.

3.04 AIR QUALITY MONITORING BY AREA AND EMPLOYEE EXPOSURE
PERSONNEL MONITORS
A. Perform employee exposure monitoring to determine exposure to coal tar coating components in accordance with EPA, NIOSH, or OSHA analytical sampling methods.
B. Do not exceed emissions limit standards in the ACGIH TLVs, 29 CFR 1910.1000 and
29 CFR 1926.55.
C. At the same time that employee exposure monitoring is done, monitor airborne contaminants at boundary of regulated area.
D. If emissions exceed specified maximum allowable concentrations, stop work until the containment system is corrected to meet required standards.
3.05 REPORTABLE RELEASES
A. Notify applicable agencies and COR.
3.06 CLEARANCE TESTING
A. Non-porous Surfaces:
1. Take wipe samples to collect surface dust at locations in accordance with approved Emissions Monitoring Plan.
2. Analyze samples for coal tar components.
3. Acceptance Criteria: Not to exceed background levels.
B. Porous Surfaces:
1. Visual Methods:
a. Visible paint chips and dust.
b. Visible abrasives.
3.07 DECONTAMINATION OF CONTAMINATED AREAS
A. Clean and decontaminate areas, surfaces, or soils contaminated with coal tar components or dusts from work activities to restore to background pre-construction levels.

D. Contractor shall control seepage from excavated surfaces and existing toe drains.
E. Design and install facilities to collect discharge water from dewatering and unwatering systems, and existing toe drains, and convey water to designated discharge areas.
F. Provide sequence of dewatering and unwatering system(s) installation, operation, maintenance, and removal.
G. Provide power exclusively for operation of dewatering and unwatering systems on a 24-hour, 7-day week timeframe.
H. Primary power source can be supplied by service power or generators. Refer to Section 01 51 00 – Temporary Utilities. If generators are used, the noise level shall not exceed 70 dB at 75 feet from generators.
I. Provide dedicated backup (standby) power system sufficient to power entire dewatering and unwatering facilities. The backup power system shall be tested upon installation and provide automatic switch over to the backup system in the event of a primary power system failure.
J. Provide required equipment for dewatering system(s), piezometers, unwatering facilities, and monitoring programs.
K. Existing observation wells may be used by the Contractor to monitor water levels.
L. Provide standby equipment including a minimum of two replacement pumps onsite at all times that the dewatering and unwatering systems are operational.
M. Dewater and unwater during construction to meet water control requirements and to maintain the required excavation conditions and allow construction ‘in the dry’ to proceed as intended.
N. Monitor and evaluate effectiveness of dewatering and unwatering systems on a continuous basis while systems are in operation. Make necessary changes to maintain required dewatered/unwatered conditions in open excavations.
O. Select sedimentation tanks or design, construct, and maintain a sedimentation basin or basins to allow sediment to settle out sufficiently as required by state regulations and applicable permit(s) before being discharged to the approved discharge point.
P. The dewatering specialist’s and the dewatering specialist assistant(s)’ only responsibility shall be the installation, operation, maintenance, repair, and monitoring of the dewatering and unwatering systems.
Q. Minimum Required Personnel:
1. Dewatering Specialist:

R. The Contractor shall notify the COR within 8 hours if a pump failure occurs.
S. Remove pumps, equipment and materials associated with the dewatering and unwatering systems from the site at the end of the project, including related power systems.
Removed pumps, equipment and materials shall remain the property of the Contractor.
T. Abandon dewatering system upon completion of the work.
U. Damaged or destroyed dewatering and/or unwatering systems, or any component of those systems, resulting from construction activities and/or human error shall be repaired or replaced by the Contractor at the Contractor’s expense.
1.09 QUALIFICATIONS
A. Dewatering Specialist:
1. Professional Engineer (P.E.), Certified Engineering Geologist (C.E.G.), or Certified Professional Hydrogeologist (P.H.G.).
2. Experience:
a. Minimum of 15 years of recent experience in the design of dewatering systems similar in nature to that required by this contract.
b. Responsible for the design, installation, and operation of a minimum of 5 successfully executed dewatering systems similar in nature to that required by this contract.
3. Education:
a. A minimum of a Bachelor’s degree in the fields of engineering, engineering geology, or hydrogeology.

PART 3 EXECUTION
3.01 REMOVAL OF WATER
A. Design, furnish, install, maintain, and operate necessary facilities for removal of water from various parts of the work and for maintaining foundations and other parts of the work free from water as required for constructing each part.
B. Accomplish water control and removal by use of approved Contractor-designed systems.
C. The dewatering and unwatering operations shall be carried out in such a manner that no piping of fine soils (finer than No. 200 sieve) develops, nor disturbance to the bearing soils occurs as a result of the operations.
D. Prior to initiating excavation for the new spillway stilling basin, groundwater levels beneath the entire stilling basin excavation footprint shall be at or below elevation 5706.5, as confirmed by piezometers and in accordance with drawings 1236-D-23 and 1236-D-24. Contractor shall maintain groundwater levels at or below elevation 5706.5 to prevent groundwater pressures from exceeding overlying pressures and keep the excavation side slopes free of flowing water until the stilling basin is backfilled to elevation 5750.

E. Discharged water shall be transported via pipe or hose to sedimentation tanks or a settling pond or approved discharge location(s). If a settling pond is required, it shall be constructed at a location approved by the COR. Excavated materials shall be stockpiled for use in backfilling the settling pond upon completion of dewatering and unwatering operations.
F. The dewatering and unwatering systems shall be operated continuously to prevent possible “flotation” of partially completed structures, saturation of bedding or foundation materials, or other work.
G. Maintain groundwater levels and associated water pressures below the excavated soil surface during excavation, foundation inspection and acceptance, stilling basin construction, and stilling basin backfill operations. Flowing groundwater from the foundation soils into the excavation shall not be permitted and will be evidence that these pressures have not been controlled.
H. Control flows from existing toe drains such that discharges are not directed toward the stilling basing and discharge channel excavations, or otherwise negatively impact construction.
3.02 UNWATERING
A. Install unwatering sumps as needed. The number of sumps and locations shall be changed to adjust for field conditions and water levels monitored from piezometers, as determined by the COR.
B. Locate all unwatering facilities to maximize water removal and control, and to minimize construction interference.
C. Install temporary ditches and sumps required to collect and control ponded water and runoff in open excavation and on cut or excavated slopes. All ditches or sumps for removal of water excavated below the final lines and grades shown on the drawings shall be backfilled with materials conforming to the gradation and compaction requirements specified for adjacent materials.
D. Operate and maintain the unwatering systems during entire period of unwatering operations, including implementation of the winterization and winter operation plans as and when necessary.
3.03 DEWATERING
A. Accomplish dewatering by use of sufficient number of properly screened eductor wells, or other equivalent methods.
B. Dewater to prevent loss of fines from the foundation, maintain stability of excavated slopes and bottoms of excavations, and to allow construction operations to be performed “in the dry”.

C. Monitor groundwater levels to evaluate rates of drawdown and compare with minimum target elevations submitted for dewatering and construction schedule submittals.
3.04 DRILLING REQUIREMENTS FOR DEWATERING
A. Water drilling methods must be accompanied with a casing advancer.
B. All drilling fluids must be circulated to the surface within the casing.
3.05 REPAIR
A. Repair damage to work caused by inadequate performance of facilities, mechanical or electrical failure of equipment, or inadequate monitoring or maintenance of facilities.
Obtain approval of repair or replacement work from COR.
3.06 DISPOSAL OF WATER
A. Dispose of removed water in accordance with Section 01 57 30 – Water Pollution Control.
3.07 OPERATION AND MAINTENANCE OF DEWATERING SYSTEM
A. Maintain continuous operation of the dewatering system including monitoring and maintenance as required, in a manner to achieve and maintain the specified water levels below any excavation, including implementation of the winterization and winter operation plans as and when necessary.
B. Comply with water removal requirements in these specifications during production operation of the dewatering system.
C. Pumps and power units shall remain in operable condition at all times. Take immediate action to repair or replace any pump or power unit with backup equipment. Any pump or power unit that cannot be repaired within 2 hours shall be replaced with a similar standby unit and the standby unit shall be replaced within 1week.
D. Maintenance program shall conform to equipment manufacturer’s recommendations and instructions, and shall include not only production equipment, but standby and spare equipment and materials. Damaged, defective, or deficient equipment shall be repaired or replaced as expeditiously as practicable.
3.08 MONITORING OF DEWATERING SYSTEM
A. Contractor may use existing piezometers for monitoring groundwater levels during primary drawdown period. Existing piezometers shall be abandoned prior to initiating excavation. Refer to the drawings for piezometers to be protected or abandoned.
B. Provide the required equipment to monitor the performance of the dewatering system.
1. By measuring and recording water levels to within plus or minus 0.1-foot.

2. By measuring rates of discharge from representative individual wells and the combined system.
C. Evaluate effectiveness of dewatering system at a minimum of weekly, and modify the system as needed. Inform the COR of any changes and reasons for the changes prior to performing the changes.
D. Perform monitoring during entire period of system operation. Visual observations of the excavation surfaces shall be used to monitor performance once the new spillway stilling basin foundation excavation is initiated.
3.09 STANDBY UNWATERING SYSTEM COMPONENTS
A. Uncontrolled surface water in and adjacent to the excavations may cause instability in cut slopes, reduce suitable working conditions in the excavation, and delays in construction activities.
B. Standby unwatering equipment and systems suitable for anticipated site conditions shall be maintained on-site and ready to install on an as needed basis.
3.10 CONTROL OF WATER AFTER CONSTRUCTION
A. After the structures have been completed and backfilled, allow water to rise uniformly around structures in a controlled manner.
3.11 WELL REMOVAL AND ABANDONMENT
A. Following receipt of written directive from the COR to cease dewatering, remove dewatering equipment and abandon all wells.
B. Remove equipment from the site, including standby and spare equipment and temporary electrical sources.
C. Dewatering wells, piezometers, and observation wells shall be abandoned, filled, and sealed in accordance with the following minimum requirements:
1. The wells shall be filled with cement grout tremied through a pipe from the bottom upwards.
2. Any casing remaining in the hole shall be removed or cut off not less than 3 feet below ground surface, and the resulting hole backfilled and compacted with sand material after the well is backfilled with cement grout.
3.12 REMOVING UNWATERING SYSTEMS
A. Following receipt of written directive from the COR to cease unwatering, remove unwatering equipment, and fill sump pits and trenches.

1.05 PROJECT CONDITIONS

B. Zone 1 fill materials and naturally deposited Quaternary Glacial Till soils are anticipated in the cutoff wall alignment. Refer to Section 31 24 11 - Zone 1, Impervious Fill. The naturally deposited soils are estimated to consist of approximately 70 percent to 90 percent fines, (passing #200 sieve), and approximately 0 percent to 5 percent angular to sub-rounded gravel with liquid limits ranging from approximately 20 percent to 30 percent and plasticity indexes ranging from approximately 0 percent to 15 percent.
Cobbles and boulders were not found during the field exploration, but may be present in the naturally deposited soils. Strength characteristics and additional information regarding the naturally deposited soils are reported in Section 53 20 00 - Geologic Investigations.
PART 2 PRODUCTS
2.01 MATERIALS
