Bull Lake Dam Spillway Modifications
Riverton Unit, Wyoming Pick-Sloan Missouri Basin Program
FOREWORD
Work is for modifying Bull Lake Dam Spillway. Work is located approximately 40 miles northwest of Riverton, Wyoming, in Fremont County.
Principal Components of work:
A. Constructing and improving temporary access roads to dam site.
B. Designing, installing, and operating dewatering and unwatering systems.
C. Clearing, grubbing, and stripping.
D. Constructing temporary earthfill cofferdam upstream of dam across new spillway alignment.
E. Constructing temporary creek crossing downstream of existing spillway stilling basin.
F. Excavating for construction of new spillway.
G. Placing and compacting zoned fill in spillway footprint.
H. Constructing spillway underdrain system.
I. Installing secant pile cutoff wall.
J. Constructing spillway crest structure including labyrinth weir.
K. Constructing reinforced concrete spillway stilling basin and chute.
L. Constructing embankment sections and backfill around new spillway.
M. Placing riprap downstream and upstream of new spillway.
N. Excavating discharge channel from new spillway stilling basin to river channel.
O. Removing temporary earthfill cofferdam upstream at the new spillway alignment and placing new sections of parapet wall and curb.
P. Constructing new sediment traps and weirs at the existing toe drain outfall.
Q. Temporarily relocating truss bridge southward onto the dam crest near the new spillway.
Refurbish and repair damage to the bridge after relocation.

R. Move and install the refurbished truss bridge to the new location and cast new concrete deck.
S. Removing portions of the existing spillway walls and parapet wall upstream of dam crest and installing soil nail walls to maintain stability.
T. Constructing zoned embankment cofferdam upstream of the dam at the existing spillway alignment.
U. After new spillway is complete and operational, and cofferdam is constructed; remove and dispose of existing radial gates.
V. Saw cutting full width of existing spillway chute, removing concrete in upper chute and crest structure, and excavating embankment adjacent to the existing spillway crest.
W. Excavating foundation below existing spillway crest and preparing as new embankment foundation.
X. Constructing new zoned embankment, incorporating the cofferdam, at the location of the existing spillway crest structure including HDPE toe drain and parapet wall section.
Y. Backfilling downstream portions of chute and stilling basin with waste concrete and excavated material.
Z. Remove temporary creek crossing.
AA. Restore access roads to their original condition and reclaim construction areas and stockpile areas.

1.04 REGULATORY REQUIREMENTS
A. Meet requirements established by jurisdictional authority for use of existing roadways and haul routes; including seasonal or other limitations or restrictions, payment of excess size and weight fees, and posting of bonds conditioned upon repair of damage.
B. Comply with applicable regulations for haul routes over public highways, roads, and bridges.
C. All plans shall be prepared by a licensed engineer in the state of Wyoming.
1.05 SITE CONDITIONS
A. Tribal License Agreement and The Nature Conservancy Temporary Construction and Right of Entry Permit for access to work from existing roads will be established by the Government.
1. In accordance with the clause at FAR 52.236-10, Operations and Storage Areas, use only established roadways, parking areas, and haul routes; or temporary roadways, parking areas, or haul routes constructed by the Contractor when and as authorized by the CO.
2. Subject to the clause at FAR 52.249-10, Default (Fixed-Price Construction), unavailability of transportation facilities or limitations thereon shall not become a basis for claims for damages or extension of time for completion of work.

B. Tribal License Agreement and The Nature Conservancy Temporary Construction and Right of Entry Permit for access to work are located in areas that have known and unknown cultural resources. Refer to Section 01 57 90 – Preservation of Historical and Archeological Resources for requirements.

D. Design access road shall meet RSHS.

2.01 MATERIALS

PART 3 EXECUTION
3.01 EXAMINATION
A. Investigate condition of available public or private roads for clearances, restrictions, bridge-load limits, bond requirements, and other limitations that affect or may affect access and transportation operations to and from the jobsite.
3.02 RECORDS
A. Make pre-construction video of roadway surface conditions of temporary access roads beginning at Highway 287 and surfaces of construction areas the Contractor will be using during construction.
B. Make post-construction video of roadway surface conditions of temporary access roads beginning at Highway 287 and surfaces of construction areas the Contractor has used during construction.

3.03 ESTABLISHED ROADWAYS AND PARKING AREAS
A. Established roadways and parking areas are available for the Contractor's use subject to Tribal License Agreement and The Nature Conservancy Temporary Construction and Right of Entry Permit with Government, and existing restrictions.
B. Designated existing onsite access roads within the Contractor Use Area may be used for construction traffic as shown on the drawings. Tracked vehicles are not allowed.
C. Do not allow large construction vehicles or construction equipment in established parking areas. There shall be a six ton maximum weight limit.
3.04 TEMPORARY ROADWAYS AND PARKING AREAS
A. Temporary access roadways:
1. Construct temporary all-weather surfaced roadways for access from public thoroughfares to serve construction area, of a width and load-bearing capacity to provide safe travel for construction purposes and subject to the Tribal License Agreement and The Nature Conservancy Temporary Construction and Right of Entry Permit with Government.
2. Construct temporary bridges or culverts at stream crossings, cross-drainage channels, or existing spillway discharge channel, to allow for unimpeded surface drainage.
3. Install cattle guards at two locations along access road. One at the entrance off Hwy 287 and a second at the southern-most boundary between The Nature Conservancy Land and Tribal Land.
4. Prior to any construction activates, install a lockable gate at the entrance off Hwy 287 at beginning of construction to prevent unauthorized access. This gate must remain locked from 9pm to 5am. Provide 6 sets of keys to the COR.
5. All work shall remain within the permitted width of the Tribal License Agreement and The Nature Conservancy Temporary Construction and Right of Entry Permit

6. Gravel used to construct the access roads must be certified weed free gravel.
B. Parking Areas:
1. Construct temporary parking areas to accommodate use of construction personnel.
2. Provide additional offsite parking when site space is not adequate.
3. Locate as indicated on the drawings.
C. Parking Area Modifications:
1. Show any parking lot modifications as part of Land Use and Landscape Rehabilitation Plan in Section 01 14 10 - Use of Site.
3.05 TEMPORARY HAUL ROUTES
A. Perform work entirely within the Tribal License Agreement and The Nature Conservancy Temporary Construction and Right of Entry Permit areas as established by the Government as necessary to construct and maintain any roads, bridges, or drainage structures required for establishment and use of haul routes for construction operations.
B. Use existing designated available public highways, roads, or bridges as haul routes subject to applicable local regulations and as designated on the drawings.
C. Minimize interference with or congestion of local traffic.
D. Provide barricades, signage, flaggers, and other necessary precautions for safety of the public where haul routes cross public highways or roads.
E. No construction or haul roads will be permitted outside the Contractor Use Areas designated on the drawings. Temporary roadways may be constructed, as approved by the COR, on the downstream dam embankment slope provided these roadways are removed prior to completion of work and dam slopes are returned to prescribed lines and original appearance as approved by the COR.
3.06 MAINTENANCE
A. Maintain roadways, parking areas, and haul routes in a compacted, smooth condition.
B. Maintain roadbed, side slopes, structures, and surfacing of roads and parking areas until completion and acceptance of all work under this contract. As approved by the COR, defer until latest practicable date within specified completion period, placement of surfacing on roads or parking areas subject to heavy and deteriorating use by the Contractor's construction operations or equipment.
C. Maintain surfacing of gravel-surfaced roads and parking areas in a smooth condition until completion and acceptance of all work under this contract.

D. Snow removal for convenience of the Contractor or to facilitate work operations of the Contractor is considered to be normal required maintenance.
3.07 REPAIR
A. Promptly repair ruts, broken pavement, potholes, low areas with standing water, and other deficiencies to maintain road surfacing and drainage in original or specified condition.
3.08 REMOVAL AND RESTORATION
A. Remove materials used to construct temporary roadways, parking areas, and haul routes prior to contract completion. Recycle salvageable materials as approved by the COR.
B. Remove temporary underground work, culverts, and compacted materials to a depth of 2 feet, fill and regrade site as specified.
C. Restore to pre-construction condition including seeding in accordance with Section 32 92 20 - Seeding prior to contract completion.
D. Restore temporary access roadway per Tribal License Agreement and The Nature Conservancy Temporary Construction and Right of Entry Permit with Government.

1.04 PRIMARY CONTROL
A. The Government has established primary control to be used for establishing work lines and grades.
B. Primary control consists of bench marks and horizontal control points in work vicinity as shown on the drawings.
C. Survey data are based on the following datums:
1. Horizontal: Project Coordinates are grid (State Plane), in U.S. Survey Feet, referenced to Wyoming West Central Zone 1983 North American Datum (NAD 83 (CORS 2011), (EPOCH:2010.0000). See drawing 1236-D-15 for details.
2. Vertical: Bull Lake Dam (Local) vertical datum based on U.S.R.S. Benchmark, Elev. 5,869.19 feet. Local datum is based off of NAVD88, Geoid 2012A minus
17.129 U.S. Survey Feet.
3. Datums to be verified by Contractor.
D. Check and verify primary control and resolve discrepancies with Government before beginning work.

E. Preserve and maintain primary control points until otherwise authorized. Government may reestablish damaged or destroyed primary control points and back charge reestablishment cost to the Contractor.
1.05 QUALIFICATIONS
A. Responsible Surveyor:
1. Professional Land Surveyor or Professional Engineer.
2. Registered in State of Wyoming.
3. When GPS is utilized, shall have working knowledge of geodesy.
B. Construction Surveyors:
1. Under supervision and direction of Professional Land Surveyor or Professional Engineer.
2. Demonstrated experience in execution of construction surveys for construction similar in nature to that required by this contract.
PART 2 PRODUCTS
2.01 SURVEYING MATERIALS AND EQUIPMENT
A. Provide materials required for surveying work, including, but not limited to, stakes, spikes, steel pins, templates, platforms, and tools.
1. Except as required to be incorporated in work or left in place, surveying materials remain property of Contractor.
B. Instruments:
1. GPS: Dual frequency survey grade receivers using accepted standards of practice.
2. TPS: Check total station vertical index and horizontal collimation each day, as recommended by instrument manufacturer. Include daily pre-measurement checks in surveyor reports.
3. On daily basis, check and adjust optical plummets, tribrachs, tripods, and leveling bubbles. For barometers and thermometers, check regularly for accuracy.
PART 3 EXECUTION
3.01 LAYOUT OF WORK SURVEYS
A. Establish lines and grades for work layout from Government-established primary control points.

B. Establish measurements required for work execution to specified tolerances.
C. Provide stakes, markers, and other survey controls necessary to control, check, and guide construction.
3.02 QUANTITY SURVEYS
A. Perform surveys and computations to determine quantities of work performed or placed during each progress payment period.
B. Perform surveys necessary for the Government to determine final quantities of work in place. Final payment quantities will be based on the Contractor’s original terrain data and submitted survey notes and computations.
C. Perform quantity surveys in presence of an authorized Government representative, unless specifically waived. Notify the Government at least 24 hours before performing a quantity survey.
D. Use Government provided AutoCAD Civil 3D 2015 drawing template (DWT), Figure Prefix Database, Linework Code Set to import survey points file and to import survey data and generate 3D surfaces. Naming utilities for original ground and final ground surfaces include project year, project I.D., abbreviated project name, OG (Original Ground), FG (Final Ground) (e.g., xx-xxx BLD OG_01 or xx-xxx BLD FG_01).
1. Use Government provided codes and special codes from Figure Prefix Database Manager and Linework Code Set when collecting topographic data points and importing survey data into drawing file. Refer to Government provided Linework Code Set for Special Codes, Line Segment Codes and Curve Segment Codes.
2. Survey data points (Point, Northing, Easting, Elevation, and Description) shall be provided to the Government as a comma delimited ASCII text format only. When importing survey point data into AutoCAD Survey Data Base (SDB), the point file format shall be PNEZD (comma delimited).
3. Import survey data points (local project coordinates only) into drawing file using AutoCAD Civil 3D 2015 Survey Data Base (SDB). See surveyor’s report as shown in drawings 1236-D-15 and 1236-D-16 for geodesy details.
4. Geo-reference drawing file in accordance with Government furnished geodesy.
5. Include in each drawing all metadata (i.e., surveyors report) including but not limited to, control points table associated with specific surveying event, survey methodology, equipment, datums, units, control points used, check shot triplet deltas, geodesy, and post processing survey software and version.
6. Control point table in AutoCAD Civil 3D 2015 survey drawing shall display point number, local coordinates, orthometric heights, and description or point name.
Northings, Eastings and Orthometric heights shall be shown to the nearest 0.001
ft. Use point table style “Survey Control Points” provided by Government when inserting survey control table in survey drawing files.

3.03 SURVEY REQUIREMENTS
A. Alignment Staking:
1. Each 50 feet on tangent.
2. Each 25 feet on curves, plus the following cardinal points:
a. Points of curvature (PC)
b. Points of tangency (PT)
c. Tangent to spiral (TS)
d. Spiral to curve (SC)
e. Curve to spiral (CS)
f. Spiral to tangent (ST)
B. Slope Staking: Each 50 feet on tangent and each 25 feet on curves, restake every 10 feet in elevation.
C. Structures: Stake out of structures and checkouts before and during construction.
D. Roads: Blue tops each 50 feet on tangent and each 25 feet on curves.
1. When using GPS /Real Time Kinematics (RTK) or TPS, input roadway design templates, horizontal and vertical alignments, and superelevation rate data or a Digital Terrain Model (DTM) surface in Data Controller before proceeding with construction staking work.
E. Quantity surveys: Original, final, and intermediate Digital Terrain Models (DTMs) for structure sites and other locations as required for quantity surveys. Volumetric quantities shall be determined by preliminary (before) and final (as-constructed) DTM.
1. Borrow areas: Before and after removal of materials, but before final shaping.
F. As-builts: As required for structures and other features of work.
1. DTMs: Collect data points at all significant changes in slope and data spacing not exceeding 25 feet. Water surface elevations shall be collected at current edge of water at 25-foot intervals. Note each date the water surface elevations are collected.
2. Set up a new Topo job in the data collector with a note that includes the area description, date, job name, and the names of crew members.
3. Map the ground prior to removal of any material taking care to pick up any terrain changes from the original ground (first DTM). The original ground will be compared with a survey of the excavation area (second DTM) taken after the work is completed.

4. Download, edit, backup, and create DTM. For remeasures, create a new job in the data collector and follow the aforementioned procedures taking care to pick up any terrain changes from the original ground (first DTM).
G. Waste Disposal Area (Project Site Only): Use Government established primary control.
Set additional control points, as necessary, to be able to provide topography of the entire waste disposal. When setting additional control, use Government provided geodesy in Article 1.04 PRIMARY CONTROL.
H. Embankment Measurement: An original ground measurement will be taken using digital terrain modeling survey techniques. Quantities will be determined based on a comparison of the original ground measurement with the finished embankment section as staked. No allowance will be made for material that settles. No deduction will be taken for other items constructed within the embankment (bridge abutments, piers, columns, backfill, pipes, etc.).
3.04 ACCURACY
A. Degree of Accuracy:
1. Alignment of Tangents and Curves: Within 0.1 foot.
2. Structure Points: Within 0.01 foot, except where installation or operation considerations require tighter tolerances.
3. Blue Tops:
a. Subgrades and gravel surfaced roads: Within 0.1 foot.
b. Pavements: Within 0.01 foot.
4. DTMs and Slope Stakes: Within 0.10 foot, horizontally and vertically.
5. Horizontal Control Surveys: Precision shall be dictated by expected use of control point utilizing accepted standards of practice.
6. Vertical Control Surveys: Use closed loop differential leveling from local Government established primary survey control. Leveling loops shall close within 0.02 foot, and shall be appropriately adjusted to distribute random errors.
B. Beginning and ending of each survey shall include check measurement on known survey point(s).
3.05 FIELD RECORDS
A. Record field notes, computations, and other surveying data on electronic data collection devices or in field books. Field records shall be complete and accurate record of survey.
B. Record survey data in accordance with recognized professional surveying standards.
1. Notes or data not in accordance with standard formats will be rejected.
2. Field books:

a. Illegible notes or data or erasures in a field book will be sufficient cause for rejection of part or all of field book.
b. Corrections by ruling or lining out errors will be permitted.
c. Transcribing of paper field notes or data to other media is not permitted.

d. Rejection of part or all of a field book may necessitate resurveying.
C. Field notes shall include as a minimum:
1. Daily title page.
2. Index.
3. Date of survey.
4. Names and duties of each survey crew member.
5. Pertinent atmospheric conditions, such as temperature, pressure and ppm settings.
6. Explanatory notes about condition(s) that might affect accuracy or result of survey.
7. Instrument data:
a. Instrument model(s) and serial numbers, including GPS antenna type(s), offsets, ARP (Antenna Reference Point), atmospheric conditions entered, refraction constant, curvature and correction, sea level correction, prism model and offset.
b. Care and adjustment of instruments including pegging the leveling instrument, level rod length checks, use of rod levels, collimation of total stations, prism model, prism offsets, and other pertinent information.
8. Survey location.
9. Diagrams or sketches.
10. Pertinent record information and references.
11. Original “raw” data values (without any mathematical manipulations and without any corrections for errors) of distance, angle, and elevations.
12. Monuments found or set, and complete descriptions (e.g., found 5/8 inch rebar with 1-1/2 inch plastic yellow cap), and include a description of any stampings.

3.01 CLEARING
A. Clear rights-of-way to be occupied by permanent construction and surfaces of Contractor use areas, stockpile sites, and waste areas.
B. Clear adjacent to cut or fill sections to a minimum distance of 3 feet outside of slope lines.
1. Except Temporary Access Roadway across Tribal Lands and The Nature Conservancy Lands. Clearing and grubbing shall not extend beyond the width the Government access easements.
C. Remove vegetation, rubbish, and objectionable material as determined by COR.
D. Preserve and protect vegetation designated for preservation within clearing limits and vegetation outside clearing limits in accordance with Section 01 57 50 - Tree and Plant Protection.
3.02 GRUBBING

STRIPPING
PART 1 GENERAL
1.01 MEASUREMENT AND PAYMENT
A. Stripping:
1. Measurement: Surface areas stripped to dimensions as specified and depth as specified.
2. Payment: Unit price offered in the Price Schedule.

PART 3 EXECUTION
3.01 STRIPPING
A. Strip boulders and cobbles separately from topsoil.
B. Strip topsoil and wetland sod from the existing toe drain discharge channel separately to a minimum depth of 6 inches and as directed by COR.
C. Strip topsoil to a depth of 4 inches from the following:
1. Areas to be excavated.
2. Areas to be under embankments.
3. Stockpile areas for embankment, filter, and miscellaneous fill materials.
4. Contractor use areas as identified on the drawings.
5. Government Office location as identified on the drawings.
6. Waste disposal area as identified on the drawings.
3.02 USE OF BOULDERS AND COBBLES
A. Boulders and cobbles removed during stripping can be used for rockfill.
B. Boulders and cobbles removed by stripping shall not be used as Riprap.

3.03 USE OF TOPSOIL
A. Do not use topsoil removed by stripping for fill material or constructing embankments, except as required below.
B. Transport and place wetland topsoil and sod stripped from the existing toe drain discharge channel in the wetland mitigation channel shown on the drawings.
C. Transport and place topsoil as specified in Section 32 91 19 - Placing Topsoil.
D. Spread remaining topsoil over disposal areas and disturbed construction areas as determined by COR.
E. Waste excess topsoil in accordance with Section 31 23 90 - Disposal of Excavated Materials.
3.04 STOCKPILE
A. Transport and stockpile boulders and cobbles as necessary prior to final hauling and placing.
B. Transport and stockpile wetland topsoil and sod from the existing toe drain discharge channel as necessary prior to final hauling and placing.
C. Transport and stockpile topsoil as necessary, and separately from boulders and cobbles, and separately from the existing toe drain discharge channel wetland topsoil and sod, prior to final hauling and placing.
D. Maximum Height of Topsoil Stockpile: 8 feet.
E. Do not compact topsoil in stockpile.
F. Protect stockpiles from contamination and erosion.
