Attachment 7 Questions and Answers

Marble Bluff Dam and Fish Passage Facility Radial Gate Rehabilitation

1. Please describe how access is obtained to Gate 10. We assume it is through the approx. 3’x5’ grating in the concrete to the northeast of the Gate 9 caged ladder. If that is correct is there a permanent ladder for access or does the Contractor need to provide access?

Gate 10 is located at the bottom of the fish lock behind diffuser grates. Access is obtained via the set of stairs that lead to the entrance channel. There is a permanent ladder that leads from the bottom of the stairs to the entrance channel catwalk. There is another permanent ladder that leads from the entrance channel catwalk to the entrance channel. Once in the entrance channel, access to the fish lock is achieved by walking through the opening of Gate 9 and down a short non-permanent ladder.

The entrance channel and fish lock will have to be dewatered to achieve this access. There are isolation gates upstream and downstream that can be used to dewater.

2. How does lockout/isolation work for Gate 10 access?

Lockout for access to Gate 10 will be performed by Reclamation personnel in accordance with RSHS section 15.6. Interruption of service will need to be coordinated per Section 01 14 30, Part 1.03. A typical Switching Program Form for access to Gate 10 is attached.

3. Does Gate 10 need to be removed from the slot for abrasive blasting and painting or can it be painted in place? The gate might not be 100% accessible if it is painted in place.

The fish lock drain gate 10 shall be removed for surface preparation and coating in accordance with Section 09 97 02, Part 1.07.

4. Please define the work limits for the fish lock false floor and associated frame. We assume the entire structure (top frame, bottom frame, false floor, etc) is to be blasted and painted but please confirm.

The work limits for the fish lock false floor and frame is defined by all items hanging on the hoist hook. This includes the top frame, bottom frame, false floor etc.

5. Does the fish lock false floor and frame need to be removed from the shaft or can it be blasted and painted in the shaft? It is unlikely that 100% of the surfaces will be accessible if the structure is blasted and painted in the shaft.

The fish lock false floor and frame shall be removed to ensure all of the fish lock false floor and frame surfaces are prepared and coated in accordance with section 09 97 02.

6. Is there enough head room on the fish lock false floor hoist to raise the frame completely out of the shaft for removal in one piece or does the frame need to be disassembled to remove it from the shaft?

Yes, the hoist and monorail system was designed so that the fish lock false floor and frame can be raised from the lock in one piece and trolleyed downstream and placed on the adjacent concrete pad.

The bolted on sections of catwalk guardrail will have to be removed during this process.

Solicitation No. R17PS00201 Amendment 01 Attachment 7

7. Does Reclamation have a drawing that shows the fish lock hoist monorail beam and the platform below so we can determine if the false floor structure can be lowered directly to grade without interference from the platform?

See previous response to question 6.

8. Is there any drawing or spec information available for the radial gate hoist motor brake lining that needs to be replaced in kind?

There is no drawing or spec available that details the motor brake lining.

9. What is the load capacity of the grating and concrete flume structures in the area approaching the radial gate hoist area? We may need to travel across the top of those structures with a crane in the area from the facility entrance to the north of the radial gate.

Those items have an HS20 rating.

10. Does Reclamation have data for normal operating water level at the radial gate? So far we have only located stream gage data from the Nixon monitoring station.

Reclamation has been manually collecting reservoir elevation readings approximately once per month since 1978. See the attached collected reservoir elevation data for Marble Bluff Dam. Due to historic precipitation and snow pack levels, we anticipate reservoir elevations for this year will exceed recorded reservoir elevations for previous years.

11. 09 96 20, D.2 – Will all paint applicators require the CAS certification or will the appropriate ratio of certified and non-certified be sufficient?

All coating applicators shall have CAS certification. Some exception may be given for sufficient comparable jobs using the same coating type. The CAS certification and comparable jobs using the V-766E and VZ-108D coatings in section 09 97 02 shall not receive exception.

12. Can Gate #10 be removed in order for rehabilitation of blasting + painting? If not – is there a means of access to this structure?

See previous response to question 3.

13. Since the false floor has small openings – this creates a problem for catching all spent abrasive media during blasting operations. Is there a way to isolate this structure or remove from service as to not contaminate the environment below the floor?

See previous responses to questions 5 and 6.

14. Abrasive blasting and coating of the hydraulic cabinet for Gate #9 will require access from all sides and collection of the spent media. What is the load rating of the Fish false floor? Can scaffold be erected? Is it rated for a 200lb worker + ladder?

The fish lock false floor is not intended to support personnel or scaffolding and as such supporting personnel or scaffolding with it is not acceptable.
