Pojoaque Basin Regional Water System R16PS00829‐Step 1 Amendment 3 Questions and Answers
1. Question: At the site visit on 8/23/16, it became apparent that several of the interested
Offerors in attendance had also been involved with pilot studies and preliminary engineering for the project. Will these Engineers be conflicted out from proposing on this project? Since some of the design data to be used in the EIS is confidential, doesn't an Engineer’s early involvement in the project give them an unfair advantage?
Answer: In accordance with FAR 9.505, any organizational conflict of interest will be addressed prior to award. A conflict of interest may exist if the Government creates an unfair competitive advantage by ‐an offeror possesses proprietary information that was obtained from a Government official without proper authorization or possesses source selection information that is relevant to the contract but is not available to all competitors, and such information would assist that contract in obtaining the contract. Additionally the information that was obtained under previous contracts will not be used for any evaluation purpose in
Phase 1 of the evaluation. In Phase 2 of the evaluation, the remaining firms will be provided the technical information/data.
2. Question: Page 64 of 1017 requests the Step 1‐ Factor 2: Project Team Organization and Key Personnel. Please confirm the list of Key Personnel.
Answer: This information was provided in amendment 2
3. Question: Page 65 of 1017 states that The offerors are required to submit a fully completed “Resumes of Key Personnel Proposed for This Contract” document to address the education and experience of the proposed personnel. Please provide the educational and minimum experience for the key personnel.
Answer: This information was provided in amendment 2
4. Question: Page 77 of 1017 states “Offerors are required to submit the proposed identified project roles and responsibilities for each proposed position.” Please provide a list of proposed positions desired by Reclamation.
Answer: This information was provided in amendment 2
5. Question: The solicitation states that the offeror should provide evidence of 5 similar projects spanning three categories. Does Reclamation expect a total of 5 projects, or 5 projects for each category?
Answer: 5 projects total.
6. Question: Will Reclamation allow/evaluate appendices that contain information such as copies of our team's professional registrations?
Answer: Appendices will be evaluated but count towards the overall page limitation.
7. Question: Can Reclamation provide additional detail regarding the breakdown of scope for the design‐builder, vs. the design‐bid‐builder, TSC, etc. as it relates to length of pipe, size of pipe, storage tank capacity, etc.?
Answer: This additional information will be provided to the three most highly qualified proposers at the beginning of Step Two of the source selection process. Information provided will only be estimates. The final pipe lengths, pipe sizes and storage tank volumes will be determined in consultation with the project stakeholders as the designs progress from 30% to 90%
8. Question: Amendment 1, Question # 12 and the replacement page both state that a “fully completed SF330” is required. However, the Format and Content outline on page 59, Section D.1 of the RFP does not match the outline of an SF330. SF330 Section F projects
(which would match Factor 1) and SF330 Section E resumes (which would match Factor 2a) are the only SF330 sections identified in Section D.1. Please clarify which format is required for Volume II – the SF330 format in its entirety (Part I Sections A through I, and Part II) or the format outlined in Section D.1?
Answer: A SF‐330 chart has been added to section L.
9. Question: Regarding the question above, if you would like us to use the format outlined in
Section D.1, where should the remaining sections of the SF330 (Part I Section A‐D, G, H and
I, and Part II) be placed?
Answer: A SF‐330 chart has been added to section L.
10. Question: Please provide a list of the “Key Positions” required for Step 1, Factor 2.
Answer: The minimum Key Positions were provided in amendment 2
11. Question: What is the target completion date for the Construction Phase?
Answer: No later than 6/30/2021.
12. Question: What is the target completion date for the Post‐Construction Phase?
Answer: No later than 12/31/2021.
13. Question: Please provide a list of pipeline lengths and diameters that will be included in the
Design‐Build portion of the project.
Answer: The contractor is expected to design a transmission and distribution system that will meet the performance requirements, industry standards, and design criteria listed in the
Performance Work Statement. Commonly manufactured pipeline lengths, pipeline diameters, and pressure classes should be used wherever possible. Pipeline lengths should be determined by the contractor. Estimated pipeline diameters range from 4 inches to 18 inches. Contractors are not to rely on information contained in the feasibility design report for final design of the project.
14. Question: Can you confirm that Reclamation will be retaining a Cultural Resources consultant that will be made available to the Design‐Build Contractor throughout the duration of the project, i.e. – throughout both the Design and Construction Phases.
Answer: Reclamation is planning to contract for cultural resources (CR) services during the planning and construction phases of this project. The CR contractor will be responsible for developing treatment and mitigation plans, including protocols for discoveries during construction, and methods for protecting various classes of CR. The design‐build contractor will be responsible for complying with these protocols and protection measures in coordination with Reclamation. All contractors will be included in the partnering agreement and partnering meetings to coordinate work efforts and resolve any issues.
15. Question: Does Reclamation require a full SF330 submitted, or only Sections E and F?
Answer: Reclamation requires a full SF330 to be submitted.
16. Question: Are there specific roles that should be included on the team's organization chart?
Answer: Key Positions were provided in amendment 2.

The tabs shall conform to the Table of Contents to the terms of the proposal and indicate how the proposal conforms to the evaluation factors as shown above. Tabs do not count toward page limits.
(3) Enclosures The enclosures shall include a list of any tables, drawings, charts, and any other enclosures which summarize data or information. The enclosures must be included in the appropriate section and listed in the Table of Contents. The list of enclosures does not count toward page limits.
(4) Executive Summary The Executive Summary shall include a brief discussion of how the required work will be performed and important highlights of the proposal. There is a 10 page limit for the executive summary.
E. TECHNICAL EVALUATION FACTORS
The following information should be provided in the Qualification Proposal to address each factor and subfactor. Factors are listed in descending order of importance. All subfactors are of equal importance.
The Page limit for Volume II is 100 pages.
Offerors may use Section H of the SF-330 for any of the factors where additional information is needed.

Step 1-Factor 1: Design Builder Profile/Experience The Offeror shall demonstrate experience by providing evidence of up to five (5) projects completed within the last eight (8) years similar to the scope, complexity, and magnitude of the requirements under this solicitation by completing the SF-330 Project Information Worksheet for each identified project. These projects are not required to have been completed in New Mexico. The SF-330 is included in Section J, Attachment No. 3: The experience listed shall include:
a. Experience of Designer:
In completing water infrastructure projects of similar size, scope and duration to this project. Experience in Federal, Local Government or Tribal Performance and Private Sector for New Construction and/or Construction Projects with features similar to the intake structure, water treatment plant, and/or ancillary facilities required for this project.
b. Experience of Builder:
In completing water infrastructure projects of similar size, scope and duration to this project. Experience in Federal, Local Government or Tribal Performance and Private Sector for New Construction and/or Construction Projects with features similar to the intake structure, water treatment plant, and/or ancillary facilities required for this project.

Step 1-Factor 2: Project Team Organization and Key Personnel Offerors are required to complete the document “Resumes of Key Personnel Proposed for this Contract” which addresses the education, qualifications, certifications, and relevant experience for each Key Personnel. The document is included in Section J, Attachment No. 3:
(SF-330) Each Resume document shall not exceed 4 pages.
a. Resumes of Key Personnel The offerors are required to submit a fully completed “Resumes of Key Personnel Proposed for This Contract” document to address the education and experience of the proposed personnel in the SF-330. One worksheet shall be completed for each key personnel.
Failure to include a fully completed worksheet for each of the positions below shall affect the overall rating of the Offeror’s proposal.
Additional key personnel may be proposed by the Offeror.
(a) Design-Build Project Manager(s)/Director (Minimum level of experience--10 years’ experience, current PE license)
(b) Principal Designer (Minimum level of experience--7 years’ experience, current PE license)
(c) Construction Manager (Minimum level of experience--5 years’ experience)
(d) Water Treatment Process Engineer (Minimum level of experience--5 years’ experience, current PE license)
(e) Sub-surface Intake System Designer (Minimum level of experience--5 years’ experience, current PE license)
b. Key Position Roles and Responsibilities Offerors are required to submit the proposed identified project roles and responsibilities for each proposed position. Required Qualifications and Certifications shall be included in the description. (See SF-330 instructions) At a minimum, the Offerors are required to submit the identified project roles and responsibilities for each below listed position. Step 1-Factor 3: General Technical Approach Based on the information presented in Section C, the offerors shall submit the following:
a) Narrative description of the overall work plan. The narrative description shall be concise and complete, addressing the design, construction, and post-construction phases of this project.
b) Milestone schedule for the design, construction, and post-construction phases of this project.
