Pojoaque Basin Regional Water System R16PS00829-Step 1 Amendment 2 Questions and Answers

1. Document reference: L.12 WBR 1452.215-81 General Proposal Instructions Bureau of Reclamation, Step One – Request for Qualifications, Volume II, Qualification Proposal, Step 1-Factor 2: Project Team Organization and Key Personnel, p. 60 of 75 Question: Per the RFP, resumes of Key Personnel are to be included in Volume II. Please provide a list of key personnel for whom resumes will be required.

Answer: A solicitation replacement page has been attached.

2. Question - Would it be possible to obtain GIS data (preferably shapefiles) of both the minimum construction and the desired construction pipeline features for the project? This will greatly assist us in developing our technical approach (Factor 3).

Answer: This information will be made available to the three most highly qualified offerors to assist in preparation of the Step 2 RFP proposal.

3. Question: Pages 60 & 61 – Step 1 Factor 2 Project Team Organization and Key Personnel requests an Organization Chart that indicates “which firm each key position works for and who they report to”.

Under “Evaluation Factors” for Step 1 Factor 2 (page 72, last paragraph, 4th sentence) “an organizational chart for each firm that is part of the offeror’s project team” is requested. Please clarify if only one (1) Team Organizational Chart is required that shows which firm each key position works for and who they report to within the project team, or if you also require “an organizational chart for each firm”. If an organizational chart for each firm is required, what level of information is desired, i.e., Executive Management, Business Group, Operating Unit, etc.?

Answer: Either one Project Team organization chart that shows which firm each key position works for and who they report to within the project team, or separate organizational charts for each firm that highlights the key personnel on the project team and their supervisor/manager, is acceptable.

4. Question: Under Section L.12 General Proposal Instructions, key personnel resumes and example project descriptions are required to be submitted in the SF330 format (page 60). SF330 Sections E and F are referenced under Section J as Attachment #3. Please clarify that resumes of key personnel (Section E) and example projects (Section F) are the “only” SF 330 requirements for this submittal.

Answer: Offerors shall use the attached SF330 for Step 1 factor 1 and Step 1 factor 2.

5. Question: Please clarify that Volume 1, Business Proposal is not included in the scoring of offerors Step 1 submittal.

Answer: Only step one (RFQ)’s proposals will be evaluated under step one of this solicitation.

6. Question: We recently (in the past few months) requested Project Performance Questionnaires for the USBR’s Cutter Lateral WTP pursuit that we are also referencing in this RFQ. May we re-submit the questionnaires already completed for Cutter or can the contracting officer for this project request them from the Cutter Lateral WTP contracting officer?

Answer: In accordance with the solicitation. Past Performance Questionnaires shall be submitted on the form included in the solicitation (attachment #4 entitled past performance questionnaire).

7. Question: Section 01 11 00 Summary of Work Water Treatment Plant Pilot Study, page 7. When do you anticipate the study will be completed?

Answer: The “POJOAQUE BASIN REGIONAL WATER SYSTEM WATER TREATMENT PLANT PILOT STUDY, PILOT STUDY RESULTS REPORT” was submitted to Reclamation on July 30, 2016. This report will be added to the list of citations in the final PWS and will be made available to the three most highly qualified offerors to assist in preparation of the Step 2 RFP proposal.

8. Question: Section 01 11 00 Summary of Work 1.02 Definitions – can you provide a copy of the “Pojoaque Basin Regional Water System Feasibility Design Report” dated November 2015. We could not find it on the USBR project website. This report is not referenced in Section 51 00 00 Information Available to Offerors.

Answer: The citation for this report will be added to the final PWS. Reclamation 2015. Bureau of Reclamation, “Feasibility Design Report, Pojoaque Basin Regional Water System Feasibility Design Report, Albuquerque Area Office, Upper Colorado Region”, Denver, Colorado, October 2015. This report has been classified “For Official Use Only” and will only be made available to the three most highly qualified offerors to assist in preparation of the Step 2 RFP proposal.

9. Question: Page 64 of 1017 requests the Step 1- Factor 2: Project Team Organization and Key Personnel.

Please confirm the list of Key Personnel.

Answer: A corrected solicitation replacement page has been attached.

10. Question: Page 65 of 1017 states that The offerors are required to submit a fully completed “Resumes of Key Personnel Proposed for This Contract” document to address the education and experience of the proposed personnel. Please provide the educational and minimum experience for the key personnel.

11. Question: If a Reclamation PPQ was submitted within the last 3 months to Reclamation in Salt Lake City, may we reference that PPQ rather than request a duplicate this quickly of our clients?

Answer: In accordance with the solicitation. Past Performance Questionnaires shall be submitted on the form included in the solicitation (attachment #4 entitled past performance questionnaire).

12. Question: How long do you anticipate the solicitation period will be for Step 2. In other words, how many days from official posting of solicitation to when it is due?

Answer: We anticipate the solicitation period for step 2 will be 45 days.

13. Document reference: Solicitation R16PS00829 PBRWS, Section L.12, Page 60 of 75, Step 1-Factor 1 Design Builder Profile/ Experience. For each of the three experience requirements, the requirements state, “for New Construction and/or Construction Projects with features similar to the intake structure, water treatment plant, and/or ancillary facilities required for this project.”

Question: Does this mean that every project submitted under Factor 1 must contain all of these features or can a proposer submit projects that have some of the features, such as a water treatment plant without a pipeline or a pipeline project without a water treatment plant, as long as all features are included within the five (5) submitted projects?

Answer: Projects can be submitted that have some or all of the features to be included in the PBRWS. The offeror must decide what experience to provide which will meet the minimum requirement for this factor. An offeror providing experience which exceeds the minimum acceptable level may achieve a higher rating. Conversely, if an offeror provides less than the minimum acceptable level may achieve a lower than acceptable rating.

Project History

Aamodt Litigation Settlement Act

• The Act authorizes Reclamation to plan, design, construct and obtain environmental compliance for the Pojoaque Basin Regional Water System

(PBRWS)

• The PBRWS is to be built in “substantial compliance” with the September 2008 Engineering Report prepared by HKM Engineering

• The Act establishes several deadlines, including completion of all “conditions precedent” by September 15, 2017 and completion of the PBRWS by June 30, 2024

Aamodt Litigation Settlement Act

“The Secretary shall issue a 100% project design within 90 days of completion of the environmental compliances described in section 616 for the Regional Water System that -- (1) is consistent with the Engineering Report; and (2) includes a description of any Pueblo Water Facilities.”

PBRWS Project Purpose & Need

• The purpose is to reliably provide a firm, safe supply of treated drinking water for distribution in the Pojoaque Basin in compliance with the Settlement Act.

• The need is to reduce reliance on groundwater in the Pojoaque Basin and to allow the Settlement Pueblos to receive a portion of the water provided under the Settlement Act.

• Capable of delivering up to 4,000 acre-feet (af) per year of consumptive use water to:

–Nambé, Pojoaque, San Ildefonso, & Tesuque Pueblos (2,500 af)

–Non-Pueblo residents of the Pojoaque Basin (up to 1,500 af)

• Provide fire protection flows where feasible

• Construction begins after conditions precedent have been met and Record of Decision is signed (2018)

Design-Build Performance Work Statement (PWS) Scope of Design-Build Contract – Design Stage:

• All features hydraulically dependent up to, and including, the forebay tank for Nambé Pumping Plant and up to, and including, the forebay tank for South Pojoaque Pumping Plant.

• The design of these two forebay tanks shall be coordinated with the TSC DBB design team.

• Any necessary design data collection (e.g. additional geotechnical investigations, water compatibility)

• One raw water pipeline,

• Distribution lines that can be installed in same trench as the transmission lines and some key distribution lines for the Pueblo de San Ildefonso and northern portions of Pojoaque Pueblo

• Install SCADA components and communications equipment needed to operate the DB portion of the PBRWS, including the master control station

• Contractor shall be the Public Water System certified operator of record for the WTP and conveyance system during this time period.

• Includes training of RWA and Tribal operations and maintenance personnel and technical support

This contract DOES NOT include:

• Hook up of meters or service lines to individual water customers

• Long-term operations and maintenance of the

PBRWS

• Cultural Resources monitoring, treatment or mitigation

Performance Requirements:

• Divert, treat, and deliver from 99.5 acre-feet up to

4,000 acre-feet of drinking water annually

• Maintain water quality that meets safe drinking water act standards

• Ensure finished water produced by the WTP is compatible with the groundwater supply produced by all existing wells selected for use as emergency/supplemental water supply

–Existing well water quality data available in October 2016

Performance Requirements (continued):

• Contractor must follow all identified best management practices and environmental commitments, including incorporating cultural resource protection measures in their work plans and notifying Reclamation of any unexpected discoveries or damage to cultural resources or historic properties.

• Minimize drinking water supply outages to homes, public facilities and businesses

• Minimize length of time that people are unable to access their homes, public facilities and businesses

• Each project feature and each segment of transmission and distribution pipeline must have an associated and tracked cost and “final ownership” identifier to facilitate transfer of the PBRWS upon declaration by the Secretary that the PBRWS is substantially complete (both DB and DBB portions)

Document Title Pojoaque Basin Regional Water System

The tabs shall conform to the Table of Contents to the terms of the proposal and indicate how the proposal conforms to the evaluation factors as shown above. Tabs do not count toward page limits.

(3) Enclosures The enclosures shall include a list of any tables, drawings, charts, and any other enclosures which summarize data or information. The enclosures must be included in the appropriate section and listed in the Table of Contents. The list of enclosures does not count toward page limits.

(4) Executive Summary The Executive Summary shall include a brief discussion of how the required work will be performed and important highlights of the proposal. There is a 10 page limit for the executive summary.

E. TECHNICAL EVALUATION FACTORS

The following information should be provided in the Qualification Proposal to address each factor and subfactor. Factors are listed in descending order of importance. All subfactors are of equal importance.

The Page limit for Volume II is 100 pages.

Step 1-Factor 1: Design Builder Profile/Experience The Offeror shall demonstrate experience by providing evidence of up to five (5) projects completed within the last eight (8) years similar to the scope, complexity, and magnitude of the requirements under this solicitation by completing the Project Information Worksheet for each identified project. These projects are not required to have been completed in New Mexico. The SF-330 is included in Section J, Attachment No. 3: The experience listed shall include:

a. Experience of Designer:

In completing water infrastructure projects of similar size, scope and duration to this project. Experience in Federal, Local Government or Tribal Performance and Private Sector for New Construction and/or Construction Projects with features similar to the intake structure, water treatment plant, and/or ancillary facilities required for this project.

b. Experience of Builder:

In completing water infrastructure projects of similar size, scope and duration to this project. Experience in Federal, Local Government or Tribal Performance and Private Sector for New Construction and/or Construction Projects with features similar to the intake structure, water treatment plant, and/or ancillary facilities required for this project.

c. Experience of Design-Build Team:

In completing water infrastructure projects of similar size, scope and duration to this project. Experience in Federal, Local Government or Tribal Performance and Private Sector for New Construction and/or Construction Projects with features similar to the intake structure, water treatment plant, and/or ancillary facilities required for this project.

Step 1-Factor 2: Project Team Organization and Key Personnel Offerors are required to complete the document “Resumes of Key Personnel Proposed for this Contract” which addresses the education, qualifications, certifications, and relevant experience for each Key Personnel. The document is included in Section J, Attachment No. 3:

(SF-330) Each Resume document shall not exceed 4 pages.

a. Resumes of Key Personnel The offerors are required to submit a fully completed “Resumes of Key Personnel Proposed for This Contract” document to address the education and experience of the proposed personnel. One worksheet shall be completed for each key personnel. Failure to include a fully completed worksheet for each of the positions below shall affect the overall rating of the Offeror’s proposal. Additional key personnel may be proposed by the Offeror.

I. Responsibility Matrix to clearly identify roles and responsibilities between the key positions

II. Personnel Management Plan to show how the positions will be managed throughout all project phases III. Organization Chart(s) indicating which firm each key position works for and who they report to

Failure to include a fully completed SF-330 shall affect the overall rating of the Offeror’s proposal.

Step 1-Factor 3: General Technical Approach Based on the information presented in Section C, the offerors shall submit the following:

a) Narrative description of the overall work plan. The narrative description shall be concise and complete, addressing the design, construction, and post-construction phases of this project.

b) Milestone schedule for the design, construction, and post-construction phases of this project.

c) General means and methods for executing work, addressing the principal components of the performance work statement.

d) Means and methods for quality control for design.

e) Means and methods for quality control for construction.

f) List of projected risks and mitigation measures for the work required by this project.

Step 1-Factor 4: Past Performance The offeror shall provide past performance questionnaires (PPQs) on all projects identified under Factor 1: Experience and Subfactor 1a, 1b, and 1c. The offeror shall submit the PPQs to their references and have the references complete and return the questionnaires via email to wbennett@usbr.gov by the date and time indicated on the form. The PPQ is included in Section J, Attachment No. 5: Past Performance Questionnaire.

The Government shall consider the information provided by the references, and may also consider information obtained from other sources when evaluating an offerors past performance.
