1.3.3 Contractor Employees. Provide employees that are fully trained for this project.

1.3.3.1 Employee Training and Certification. The contractor is responsible for providing personnel of an adequate skill and education level. Personnel selected by the contractor must already have the necessary education, training and certifications required to perform the requirements of this contract prior to being assigned to work under this contract. Reclamation shall be advised in writing of the names of designated employees that will be performing services.

Reclamation shall also be informed in writing of any change in service personnel.

1.3.3.2 The contractor must not employ persons for work on this contract if such employee is considered by the contracting officer to be a potential threat to the health, safety, security, general well-being, or operational mission of the government and its employees and visitors.

1.3.3.3 Workforce Professional Qualifications

1.3.3.3.1 Electrical Engineers may be direct or sub-contract employees, but shall be (a) licensed in the State of Nevada as Electrical Engineers, and (b) qualified by additional training and experience to provide evaluation reports for components or conditions under evaluation including (but not limited to) power system studies that include: short-circuit studies; coordination studies; arc flash hazard analysis; load flow studies; stability studies; and harmonic analysis; transformer assessments, evaluation of service capacity and age of existing electrical system and components, infrastructure analysis and assessment, and other areas of engineering interest. Copy of current certifications/licenses shall be provided concurrently with cost/schedule/task proposals for Task Orders, when engineering analysis is required as part of the statement of work.

1.3.3.3.2 Electricians shall be licensed by the State of Nevada or appropriate subordinate jurisdiction to perform work as electricians. Facilities subject to this contract are located generally in Clark County, Nevada; skilled electrical trade work under this contract shall generally be performed by a Journeyman Electrician, and in some specific task orders may require services of a Master Electrician. Electricians appropriately certified under International Code Council standards as implemented by Clark County, NV, shall perform all work, at the level of certification/qualification specified in individual task orders. Current certification/license of leading electricians performing the work shall be included with other documentation in the technical portion of each task order proposal at the time of submittal.

1.3.3.3.3 Work is generally assumed to require services of electrical engineers and electricians; however, where other specialties and trades may become required on specific task orders, similar levels of qualification as craft journeyman or master worker shall be identified in the task orders, and documented by providing appropriate certificates/licenses at the time of proposing cost and technical performances of such task orders.

1.3.3.3.4 Safety Certifications. Effective January 1, 2010, construction workforce in Nevada is required to complete the Supervisor 30-hour Safety Training, and workers on-site must complete the Construction Worker 10-hour Safety Training. Each individual worker’s safety certificate must be provided prior to beginning work on site for the first time.

1.3.4 Security Requirements. Performance of this contract requires Contractor personnel to have a Federal Government issued Personal Identification Verification (PIV) Card before being allowed unsupervised access to a Federally-controlled facility or information system. Requirements are defined in the clause at WBR 1452.237-80, Security Requirements. Costs of compliance with this requirement shall be allocated within the Contractor’s cost of mobilization and preparation for sitework, consistently with the Contractor’s accounting practice for similar general jobsite/customer requirements compliance cost.

1.4 Physical Security

1.4.1 General. The contractor must be responsible for safeguarding government property in the Contractor’s possession off-site, and for safekeeping, protection, and compliance with access controls for all areas and equipment authorized when working on-site. Opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas is prohibited.

1.4.2 Sensitive Area Escort Requirements. All employees/representatives will be required to be escorted by a designated Reclamation employee when accessing certain sensitive areas, including but not limited to telecommunications and network service spaces. Routine non-emergency access to these areas will require notification no later than the duty day prior to the requested day of access so qualified escorts can be arranged. Advance notice will not be required for emergency access to sensitive areas; however, qualified escorts will still be assigned.

1.4.3 Access Device Controls. The contractor must establish and implement methods of making sure all access devices issued to the contractor by the government, if any, are not lost or misplaced and are not used by unauthorized persons, in accordance with requirements of WBR 1452.237-80, Security Requirements, and instructions/guidance provided by the Contracting Officer or designated representative. The contractor must not duplicate any access devices issued by the government. Lost or duplicated devices must be reported to the COR immediately. The contractor must prohibit the use of keys issued by the government by any persons other than the contractor’s employees.

1.5 Hours of Operation

1.5.1 Normal Hours of Operation. All of the buildings and facilities operate on a normal duty week of five eight-hour days, Monday through Friday. The contractor must perform any on-site services required under this contract in concert with this established duty day, between the hours of 6:00AM and 5:00PM local time. Exceptions for work on-site outside of these hours must be approved by both the CO and the facility manager to ensure coordinated access and escorts.

In addition, occupied buildings may not be de-energized during regular business hours, Monday through Friday, 6:00AM to 5:00PM; therefore, the Contractor shall plan scheduled power outages after 5:00PM on week days or during weekends. All power-outages shall be coordinated through the Government’s Management Services Office (MSO) to coordinate with the City of Boulder City and facilitate adequate oversight of the buildings involved. The Government will coordinate the power outage requests with the City of Boulder City. The City’s normal business hours are Monday through Thursday 7:00AM to 6:00PM and the point of contact is Rory Dwyer (702) 293- 9231. The Regional Data center located in the Administration building must remain operational 24 hours/7 days a week to ensure mission critical systems remain on-line, if the Contractor's planned power outage is for the Administration building and the outage will exceed a 3 hour window, the Government will coordinate emergency generator back-up power for the Regional Data Center.

The Government’s safety standards outlined in the Reclamation Safety and Health Standards manual (RSHS), do not allow for work on energized systems, therefore the electrical system shall be de-energized during the execution of the work and the Contractor shall plan on providing their own temporary power source for lighting, tools, etc.

1.5.3 Federal Holidays. Contractor services will not generally be required on the following federal holidays: New Year’s Day, Martin Luther King’s Birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving and Christmas Day.
