About this file
This document is a presentation slide deck for a virtual industry day hosted by the General Services Administration (GSA) Public Buildings Service (PBS) Region 10 regarding low embodied carbon (LEC) construction materials funded by the Inflation Reduction Act (IRA).
The key details are:
- The IRA provided $2.15 billion for GSA to install LEC materials, defined as materials with substantially lower embodied carbon than industry averages as determined by the EPA. The focus is on asphalt, concrete, glass, and steel.
- GSA will use Environmental Product Declarations (EPDs) to establish GWP limits for the top 20%, top 40%, and "better than average" performing LEC materials in each subcategory.
- Region 10 is hosting a virtual industry day on October 1, 2024 to provide an overview of the IRA programs, LEC material requirements, embodied carbon considerations in procurement, and a list of projected Region 10 LEC projects. Attendees must register by September 24, 2024.
- The attached project list contains anticipated Region 10 projects using IRA-funded LEC materials and sustainable technologies, though the information is subject to change.

LEC Materials
To install low embodied carbon materials in the construction and alteration of GSA buildings
Purpose Must be obligated by 9/30/2026
$2.15 Billion Inflation Reduction Act § 60503
“Use of Low Embodied Carbon Materials”
Must have substantially lower embodied carbon than industry averages as determined by the U.S. Environmental Protection Agency (EPA)
● U.S. DOT’s Federal Highway Administration received $2B for Low-Carbon Transportation Materials Grants
● U.S. EPA received $350M for EPD assistance and to develop a new low-carbon construction material labeling program.
● The U.S. Dept. of Energy received $6B (with BIL funds) to provide industrial grants for deep decarbonization investments https://www.fhwa.dot.gov/inflation-reduction-act/ https://www.fhwa.dot.gov/lowcarbon/outreach.cfm https://www.epa.gov/greenerproducts/label-program-low-embodied-carbon-construction-materials
Embodied carbon refers to the greenhouse gas (GHG) emissions associated with the manufacturing, transportation, installation, maintenance, and disposal of construction materials.
Current focus is “cradle to [factory] gate” because the Product Stage entails most of the emissions, and has data available.
How is Embodied Carbon Measured?
● An Environmental Product Declaration (EPD) is an independently-verified summary, created by a manufacturer, of how a product impacts the environment during its life cycle
● EPDs disclose environmental impacts and inform purchasing choices
● The GHG emissions associated with a product are called global warming potential (GWP)
● GWP is expressed in carbon dioxide equivalent (CO2e) per unit of material
Through the Federal Buy Clean Initiative, the Federal government is, for the first time, prioritizing the use of American-made, lower-carbon construction materials in Federal procurement and Federally-funded projects.

EPA Interim Determination
Additionally, Report ENERGY STAR Energy Performance Score for all plants in the supply chain.
The U.S. Environmental Protection Agency (EPA) issued an Interim Determination in December 2022 to guide GSA and the Federal Highway Administration on selecting IRA-qualifying materials and products.
For each material subcategory, GSA established GWP limits for:
● the best-performing [“top”] 20% of in terms of embodied carbon,
● the best-performing [“top”] 40% in terms of embodied carbon, and
● Better Than Average.
Approved LEC Materials Asphalt | Concrete | Glass | Steel https://www.epa.gov/inflation-reduction-act/inflation-reduction-act-programs-fight-climate-change-reducing-embodied#federal
Pursuant to EPA’s Interim Determination, GSA determined GWP thresholds “using data from a verified source (e.g., an open source EPD database, industrywide EPDs or a 3rd party-verified LCA developed using the relevant PCR).”
● GSA’s limits are based on actual products’ publicly-available EPD data, filtered by material type, North American geographical scope, and current validity.
To generate a product-specific EPD, manufacturers and fabricators gather life cycle assessment (LCA) data, then use a software tool or EPD service provider to create documentation that a Program Operator verifies and publishes.
How GSA Set GWP Limits
LEC Materials: GSA IRA Requirements
• GSA IRA LEC Material Requirements
GSA IRA Limits for Low Embodied Carbon Concrete
(EPD-Reported GWPs, in kilograms of carbon dioxide equivalent per cubic meter - kgCO2e/ m3)
Specified concrete strength class (compressive strength [fc) in pounds per square inch [PSI))
Better Than Average Limit Top 20% Limit Top 40% Limit
S2499 228 261 277
3000 257 291 318
4000 284 326 352
5000 305 357 382
6000 319 374 407
<!7200 321 362 402
Add 30% to these numbers for GWP limits where high early strength 1 concrete mixes are required for technical reasons.
• Compliance Documentation o A product-specific Type Ill (third-party verified) Environmental Product Declaration (EPD) that:
(i) is based on the PCR used to develop these limits: NSF lnternational's Product Category Rule for Concrete (8/2021, version 2.1 ); and (ii) conforms with ISO 14025 and ISO 21930.
https://www.gsa.gov/real-estate/gsa-properties/inflation-reduction-act/lec-program-details/material-requirements
● Piloted the IRA-specific requirements in a large glazing retrofit project, over a six-month period.
○ Selected projects based on their ability to immediately benefit from concrete, asphalt, steel, and glass
○ We continue gathering LEC material availability data and coordinating with industry and other agencies (especially EPA and DOT’s Federal Highway Administration - FHWA) on Federal Buy Clean policies.
○ GSA announced LEC material opportunities, e.g. in Missouri and Nebraska
● Started applying our updated low-carbon material requirements at 150 additional projects in 39 states totaling $2B of LEC materials in December 2023
● EPA LEC Construction Material labeling program will establish one or more GWP thresholds starting as early as ~February 2025. May eventually apply to GSA post-IRA projects.

Making low-carbon glass in USA -- the type used at GSA’s first IRA projects
● Glass and steel firms have fast-tracked environmental product declarations in response to the interagency Buy Clean initiative.
○ Executive Order 14057 “Catalyzing Clean Energy Industries and Jobs through Federal Sustainability” directs Federal Buy Clean action. Sections 102(v) and 301
● Over 17,000 additional North American EPDs were published in the first year.
○ Quadruple the number of asphalt EPDs from when GSA’s program started in May 2023
○ Two steel companies published their first-ever EPDs in response to Federal Buy Clean
○ Triple the number of glass makers that meet GSA’s most-stringent thresholds
● Manufacturers have recognized the scale of the opportunity and issued their first EPDs in regions where none previously existed, such as remote border areas of West Texas and upstate New York

GSA's P100 Facilities Standards require concrete and asphalt EPDs for ALL GSA projects that use at least 10 cubic yards of a mix type.
● Sections 4.8.5 "Low Embodied Carbon Concrete" and
4.8.6 “Environmentally Preferable Asphalt”.
● These requirements are also in GSA's contract templates.
● NOTE: IRA requires EPDs on all four LEC materials for funding.
The Business Case for EPDs https://www.gsa.gov/system/files/P100%202022%20Addendum%20Final_.pdf#page=159 https://www.gsa.gov/system/files/P100%202022%20Addendum%20Final_.pdf#page=160
● EPDs are at the heart of all state and Federal Buy Clean Initiatives, and are the key to receiving any low-carbon material appropriations.
○ For example, the Inflation Reduction Act of 2022 (IRA) allocates $2.15 billion to GSA and $2 billion to the U.S. DOT’s Federal Highway Administration (FHWA) alone, exclusively for low-carbon concrete, steel, glass, and asphalt with qualified EPDs.
● GSA considers offerors’ embodied carbon reduction plans during its source selection process to choose a winning bidder.
● Other public agencies also consider whether materials have EPDs and low carbon.
○ TxDOT participates in FHWA’s Climate Challenge
○ The New York Low Embodied Carbon Concrete Act and New Jersey’s low embodied carbon concrete requirements offer bid discounts and tax credits to compliant offerors.
The Business Case for EPDs https://www.sustainability.gov/buyclean/ http://gsa.gov/ira https://www.fhwa.dot.gov/inflation-reduction-act/ https://highways.dot.gov/newsroom/fhwa-steps-efforts-tackle-greenhouse-gas-emissions-highway-construction-71-million-climate
● Market demand for EPDs continues to increase. For example, projects pursuing LEED certification often target “Environmental Product Declarations” points.
○ EPDs are also key for calculating a building’s whole-building "embodied carbon" footprint associated with material selections
○ GSA’s new construction and major modernizations target a 20% whole-building embodied carbon reduction. (P100 section 1.9.2.9 “Decarbonization”)
● The business decision to develop an EPD may yield a competitive advantage.
○ It distinguishes your company's offerings, shows market leadership, can get your products listed in popular EPD databases, and can help increase efficiency.
● All IRA low-carbon funding received by GSA ($2.15B) and FHWA ($2B) requires an EPD. There is no waiver process for IRA-funded materials.
● Direct EPD and embodied carbon questions to embodiedcarbon@gsa.gov.

What Are Examples of The Expenses Necessary to Accomplish the IRA Work?
Amounts for each IRA CLIN should reflect all expenses necessary to accomplish acquisition and installation of IRA work elements.
A list of possible Necessary Expenses follows below; this list is not exhaustive.
● Expenses of acquiring and transporting products and materials required for IRA-funded work to the construction site;
● Labor, general and administrative expenses, and overhead and profit reasonably attributable to installation of IRA-funded work;
● Expenses for materials, tools, riggings and equipment (including safety equipment) required to install IRA-funded work;
● Design, submittal and documentation expenses reasonably attributable to IRA-funded work;
● Demolition and disposal expenses reasonably necessary for and attributable to IRA-funded work;
● Expenses necessary to return space to its condition preceding IRA-funded work;
● Environmental remediation expenses required in execution of IRA-funded work; and
● Phasing and commissioning expenses reasonably attributable to IRA-funded work.
Competitive Proposal Evaluation Requirements - Sustainability Evaluation Factor
● A source selection evaluation factor will be included that favors the provision of IRA-Eligible Materials with the lowest possible GWP
● Offerors will propose materials that meet Top 20% Limits, Top 40% Limits, or Better Than Average Limits and will be scored accordingly
○ Materials meeting the Top 20% limit are scored higher
● EPDs to support the proposed materials will be required as reflected in the solicitation for each project.
● Project teams will identify the IRA-Eligible Materials that are included in the project scope
● Project teams will apply a weight to each individual material o Total weight for all material adds up to 100%
● Offerors submit proposal, identify materials, and IRA Limit Commitment for each material based on GWP values o Environmental Product Declarations (EPDs) must also be submitted to submit scoring o Supplier names and GWP values will be shared with the awardee
● Spreadsheet will calculate weighted score for each material and Total Weighted Score
● GSA will verify scoring
● Weighted score is assigned an adjectival rating
(2) Offeror completes IRA Level Commitment with proposal
(1) Project team provides this weight in the RFP (MUST
EQUAL 100%)
(3) Raw Score, Weighted Score, and Total Weighted Score formulas are automatically calculated
Scoring Example
Weighted Score
Adjectival Rating
100 points Exceptional
90-99 points Very Good
20-89 points Acceptable
Unacceptable Unacceptable
This equates to an ACCEPTABLE ratingThese scoring definitions will be tailored to align with the source selection plan
How Can an Offeror Receive Exceptional Under this Factor?
Any proposal that furnishes all required IRA-Eligible Material with a GWP better (lower) than GSA’s Top 20% Limit will receive a weighted score of 100 points (Exceptional).
What Happens if a Proposal Cannot Provide at Least “Better than Average”?
Any proposal that does not furnish all required IRA-Eligible Materials with a GWP better (lower) than each IRA-Eligible Material’s Better Than Average Limit will be rated as “Unacceptable” under this factor and will be ineligible for award.
[In other words, if any material is proposed with a GWP worse (equal to or higher than) GSA's "Better Than Average" numeric limit, that proposal is Unacceptable.]
What Happens if EPDs are not available?
Based on specific project and market circumstances, a project might deviate from the sustainability factor submission requirements, such as requiring the EPD after award, and prior to the start of construction.
Offerors will be required to still commit to an IRA Level Commitment with its proposal, but the EPD would be submitted prior to Notice to Proceed with Construction.
This is project-specific - please refer to future solicitations for exact requirements and reach out to the Contracting Officer.
Requirements for Noncompetitive Awards-LEC Commitment Proposal
• Project team identifies IRA-Eligible Materials that are anticipated in the project
• COs will request that the offer provide a proposal that favors provision of IRA-Eligible Materials with the lowest possible GWP (i.e.
Top 20%)
• Offeror completes IRA Limit Commitment table and submits compliant EPDs with proposal
• IRA Limit commitments proposed by the Offeror will be incorporated into the resultant contract
Post Award Requirements
All awarded contractors must submit a Market Report on IRA-Eligible Materials
● Due 10 calendar days after award, with an updated report 90 days after submission of initial report
● Details contractor’s process for seeking these materials
● Evaluates materials available in quantities and timeframes required by the contract
If a contractor proposed materials that did not meet the Top 20% Limits, they will only be issued a Limited Notice to Proceed (NTP) until a “Post-award Low Embodied Carbon Materials Research Report” is submitted
● Due 5 calendar days after Limited NTP is issued
● Explain why could not meet Top 20% limits
● Details contractor’s process for seeking these materials
