About this file
This document is a Fact Sheet from the General Services Administration (GSA) outlining the Inflation Reduction Act (IRA) requirements for low embodied carbon construction materials including concrete, asphalt, steel, and glass.
The key details are:
- GSA contractors must furnish materials that meet the project's needs and have a product-specific, third-party verified environmental product declaration (EPD) that reports a global warming potential (GWP) meeting GSA's IRA GWP limits.
- For each applicable material type, GSA offerers must commit to furnishing materials with the lowest available GWP values (Top 20% where available, otherwise Top 40%, otherwise Better Than Average).
- The document provides GWP limits for concrete by compressive strength class.
- The related federal contract opportunity is a Virtual Industry Day hosted by GSA's Public Buildings Service (PBS) Region 10 to provide an overview of the IRA program and gather feedback on GSA's LEC material requirements, market conditions, and industry trends. The event is open to Region 10 IDV contract holders and all interested small and large businesses.

Text version
GSA Inflation Reduction Act Of 2022 (IRA) Requirements For Concrete, Asphalt, Steel, and Glass GSA’s general contractors must furnish materials that meet the project’s needs. All IRA-funded materials must also have a product-specific, third-party verified environmental product declaration (EPD) that:
■ (a) reports a global warming potential that meets one or more of GSA’s IRA global warming potential (GWP) limits; and
■ (b) is based on the industry-standard North American product category rules specified in GSA’s requirements.
GSA’s IRA project offerers must commit to furnishing materials with the lowest available GWP values for each applicable material type (Top 20% where available, otherwise Top 40%, otherwise Better Than Average).
■ Low-carbon material commitments are used during source selection and are incorporated into awarded contracts.
■ Concrete limits below. Scan the QR code to see full requirements including for asphalt, steel, and glass.
Environmental Product Declarations Are Necessary For All IRA Low Embodied Carbon Funding Appropriated To GSA ($2.15B) And The Federal Highway Administration ($2B) An environmental product declaration (EPD) is an independently-verified summary, created by a manufacturer, of how a product impacts the environment.
EPDs disclose environmental impacts associated with a product’s raw materials, transport, and manufacturing, and can inform purchasing choices.
■ The greenhouse gas emissions associated with a product are called global warming potential (GWP).
■ GWP is expressed in carbon dioxide equivalent (CO2e) per unit of material.
Product category rules (PCRs) provide EPD content and development standards. Tools from trade associations and companies can ease EPD development.
