About this file
This is a Change Order Request for Participation or Piggyback Contract submitted by the Illinois Department of Natural Resources (IDNR) Office of Law Enforcement (OLE) to the State of Illinois Chief Procurement Office, involving a contract extension with Getac through the Sourcewell cooperative procurement consortium for body-worn camera and in-car video camera systems. The change order requests a one-year contract extension to continue providing body-worn camera systems, in-car video camera systems, miscellaneous mounting and operating hardware, cloud-based digital video storage plans, factory and extended warranty plans, year 2 or 3 body camera system refresh provisions, on-site and remote training and setup sessions, and customer service agreements. The original contract was set to expire on November 7, 2026, and the extension would establish a new completion date of November 7, 2027. The request references the "ILDNR Quote Getac Video 3-26-24" for itemized products, services, quantities, and costs.
The original contract value was $2,599,945.00, with the one-year extension adding $2,836,995.00 in additional costs. IDNR OLE justified the extension based on approximately two years of existing investment in the Getac platform, established operational procedures, evidence management systems, trained personnel including Legal Counsel, and state law requirements mandating body-worn camera usage. The agency determined that transitioning to another vendor would incur significant costs including equipment replacement, evidence migration, retraining, and potential disruption to law enforcement operations and public safety compliance. Sourcewell's renewal of its contract with Getac provided the opportunity to exercise a contemplated one-year extension option already included in the original cooperative agreement, approved by the Agency Purchasing Officer, State Purchasing Officer, and Chief Procurement Officer on dates ranging from November 4-5, 2026.

| TextField8: To complete the Body Worn Camera Systems, supplies includes complete In-car Video Camera Systems, Miscellaneous mounting, and operating hardware components necessary to operate both the Body Worn and in-car Camera Systems, Cloud-based digital video storage plans, factory and extended warranty plans, year 2 or 3 body camera system refresh provisions, both on-site and remote training/ set up sessions and customer service agreements. Specifically refer to the Getac Quote titled, "ILDNR Quote Getac Video 3-26-24" for an itemized list of products, services, quantities, and associated costs for each. |
| TextField9: IDNR OLE has invested approximately two years implementing Getac body-worn cameras and in-car camera systems statewide. Our existing equipment, evidence management, cloud storage, retention processes, and officer training are all established around the Getac |
platform. Additionally, our Legal Counsel has been trained on the Getac system and utilizes its redaction software to process FOIA and subpoena requests. Sourcewell recently renewed it's contract with Getac for an additional one-year term to provide existing vendors the opportunity to continue their services without disruption. Considering our existing investment, operational needs, and statutory obligations, I believe we have a strong justification for requesting a contract extension with Getac via Sourcewell.
Transitioning to another vendor would involve significant additional costs, including replacing existing equipment, migrating stored evidence, retraining officers and Legal Counsel, and potentially disrupting our established evidence management processes. IDNR OLE is also mandated by state law to utilize body-worn cameras. Given the time required to procure, implement, and train personnel on an entirely new system, transitioning vendors could create significant disruptions to law enforcement operations, negatively impact public safety, and potentially jeopardize our ability to maintain compliance with state requirements.
