About this file
This is a Change Order Request for a Participation/Piggyback Contract filed by the State of Illinois Department of Innovation and Technology (DoIT) through the Unified Procurement Program, extending a Joint Purchase Master Contract (JPMC) with Xerox, Inc. for multi-functional devices (MFD), maintenance services, and related supplies. The original contract, established through NAPSO (National Association of State Procurement Officials), was effective from October 22, 2024, through July 31, 2026, and is being extended for an additional one-year term ending July 30, 2027. The contract covers the purchase and lease of digital photocopy, fax, scanner, and printer equipment, along with accessories and supplies on an as-needed basis for the State of Illinois and other authorized governmental units and qualified not-for-profit agencies. Over the past three years, more than 225 orders have been placed under this contract, demonstrating significant utilization across state agencies. Xerox is identified as the primary supplier of high-volume printers for the State's print shops and the only manufacturer capable of supplying large multi-functional copiers with corresponding repair services.
The original contract value was set at $30,000,000, with no maximum aggregate value limit as this is an indefinite quantity contract. Approximately $17,129,562.97 has been spent against the contract over the previous 18 months, with an estimated extension value of $11,419,708.65 for the one-year renewal period; however, this estimated value is not guaranteed or representative of minimum spending requirements. The State of Illinois has maintained a relationship with Xerox since 2016, and continuation of this contract avoids service disruptions while allowing ongoing monthly invoicing for existing multi-year lease agreements at competitive pricing. Xerox maintains a strong working relationship with their Business Equipment Provider (BEP) vendor, Revere Consulting Group. The change order was approved by Agency Purchasing Officer Chris Brinkmeyer on June 11, 2026, State Purchasing Officer Joshua Sergent on June 12, 2026, Unified Procurement Program Representative Andrew Hennig on June 12, 2026, and Chief Procurement Officer Ellen H. Daley on June 15, 2026.

1. Provide the original contract description:
The original contract description is as follows, "DolT Intends to establish a statewide master contract via the Cooperative Purchase for State Participant for the purchase or lease of Digital Photocopy/Fax/Scanner/Printer (To be referred to as MFD Equipment), accessories, and supplies on an as needed basis. This contract is needed to supply the State of Illinois with MFD Equipment. DolT Intends to establish a Joint Purchase Master Contract (JPMC) that may be used by all governmental units and qualified not-forprofit agencies authorized to use statewide contracts In the State of Illinois."
2. Provide a detailed description and explanation for the change required:
This is to update the Illinois price work book for Xerox and extend the contract by 1 year. The original contract off the NASPO is expiring on 07/31/2026. NASPO has done a one year renewal on the original contract and The State of Illinois is following suit, by entering into an extension.
Xerox is a main manufacturer that can supply large multi-functional copiers to the State of Illinois (SOI) as well as repair them as needed.
The State of Illinois has a large footprint with Xerox and in the past three years over 225 orders have been placed off the JPMC contract.
Additionally, they are the only manufacturer of high volume printers for the SOI's print shops. There are still multi-year lease agreements with Xerox in place. Xerox also has a good working relationship with their BEP vendor, Revere Consulting Group. The SOI has been using Xerox, according to Bidbuy, since 2016 and continuing to utilize Xerox would provide the least amount of disruption to the state agencies and its citizens.
This is a JPMC with no maximum value, but there has been approximately $17,129,562.97 amount spent against the contract over the last 18 months, so the agency would estimate the aggregate value of orders over this one year extension period to be $11,419,708.65.
This estimated value of the extension term is purely for public transparency and does not represent a guaranteed or minimum spend throughout the extension term.
3. The completion date will be extended, shortened or remain the same.
3.1 Revised Completion Date 07/30/2027
4. The Cost will be increased, decreased or remain the same.
