About this file
This is a Change Order Request approval document for Henderson Trucks related to a consortium contract for NVP Truck Bodies Seasonal Maintenance managed by the Illinois Department of Transportation (IDOT). The change order authorizes the procurement of 24 additional truck body units through the existing consortium contract. The document confirms full approval status for the requested additional units, indicating that IDOT has exercised its option to expand the original contract scope to meet increased operational needs for seasonal maintenance equipment.
The change order represents an expansion of the existing contract terms without requiring a new competitive solicitation process, leveraging the established consortium pricing and delivery framework. The approval demonstrates IDOT's utilization of contract flexibility provisions that allow for quantity adjustments beyond the initial award. Specific pricing details, delivery timelines for the 24 additional units, and funding source allocations are contained within the change order documentation. This modification maintains the continuity of the vendor relationship while accommodating the state's increased requirement for truck body equipment needed for maintenance operations.

Section II - Change Order Information
1. Provide the original contract description:
NVP Truck Bodies Seasonal Maintenance Purchase of 20 Dump Trucks that are either single axle or tandem axle with snow and ice equipment attachments.
Henderson is an established vendor that provides trucks equipped with advanced technology, durability, and the necessary features for highway snow plowing and other heavy-duty tasks.
In February 2026 IDOT issued a change order to add additional 60 trucks to the order.
2. Provide a detailed description and explanation for the change required:
IDOT is requesting to issue a change order to order twenty-four (24) snow plow dump trucks off of this participation contract with Henderson, this will increase the number of dump trucks from 80 to a total of 104 trucks from this contract. The agency placed orders from the CMS JPMC and recently learned that the up fitter has received all of the chassis's from the prime vendor but will not be able to start delivering these trucks to IDOT for another 1 1/2 years. In addition to being able to order these trucks immediately from this NASPO contract, IDOT will also receive these trucks by the 4Q of 2026. Due to delay from the CMS JPMC contract vendor we need to utilize the agency's participation contract in order to get trucks ordered immediately from Henderson and have a significantly shorter delivery time, which will allow us to replace trucks that are in constant need of repair. It is our understanding that if we wait to order the next model year there will be a $30K-$40K price increase, which means ordering now will save the tax payers some money vs waiting for the CMS JPMC vendor to be current in their production schedules. When IDOT dump trucks are out of service it puts the public safety at risk, especially during inclement weather.
IDOT is still working on replacing a majority of the aging fleet due to not having a contract in place to do so. IDOT continues to work with CMS on options to get additional contract, currently we are working with CMS on a request for information to gather latest trends and what is currently in the market.
