About this file

This document is a Piggyback Purchase Request Form for the State of Illinois Chief Procurement Office. The form outlines the details of a piggyback purchase from the Sourcewell cooperative contract #081419-CDW for personal computing hardware and related peripherals and accessories. The Illinois Department of Innovation and Technology (DoIT) intends to establish a Joint Purchase Master Contract (JPMC) that may be used by all governmental units and qualified not-for-profit agencies in the state. The contract term is 12 months from the date of execution, with the potential for a one-year extension.

The pricing for this contract is based on a percentage off MSRP, which represents the minimum discount. DoIT reviewed other contract options, such as NASPO and GSA contracts, and determined that the Sourcewell contract provides the most robust hardware offerings and favorable terms for the state. This contract will allow DoIT to aggregate orders from multiple agencies, resulting in better discounts for the state. The agency attempted to set a BEP goal but was unable to do so due to the nature of the IT hardware products.

Explainwhyorwhynot: A competitive solicitation was posted in May on B-36832, but was pulled back due to vendors submitting questions about the pricing rubric and the agency decided to update the BEP goal and language. Due to the agency having over 100+ actions to complete by the end of the Fiscal Year the IFB has not been re-posted yet, but will be reposted by early July 2023. However, even if the original solicitation proceeded as planned, due to the complexity, it's unlikely it would have been executed in time to make FY 23 purchases from and this Piggyback would have still been needed. This piggyback purchase is to provide a bridge until the new master contract is solicited, evaluated, awarded, negotiated, and executed. We have multiple requests currently in queue to use FY23 funds and must have a contract vehicle in place as quickly as possible.

Actualdescription: DolT Intends to establish a statewide master contract via piggyback for the purchase of personal computing hardware and related peripherals and accessories on an as needed basis. This contract is needed to supply the State of Illinois with personal computing hardware until the statewide master contract is in place. DolT Intends to establish a Joint Purchase Master Contract (JPMC) that may be used by all governmental units and qualified not-for-profit agencies authorized to use statewide contracts in the State of Illinois.

TextField11: This Sourcewell contract was competitively bid and additional discussion with end user has shown that this is equal or better pricing than prior state of IL IT hardware contracts, as well as equal or better than current market pricing and better than any other known contracting vehicle and likely better than the state would receive on its own from a competitive solicitation. It's worth noting, the discounts provided are only minimum % off discounts. This contract will allow the state to take advantage of economies of scale available from the Sourcewell cooperative, but also aggregate all IL orders through one contract. There are currently a 1/2 dozen or more orders working their way through BidBuy from numerous agencies, we can get better discounts if we can capture those orders plus all future orders instead of bidding each order as a small purchase.

Due to the nature of percentage off MSRP contracts with multiple manufactures it's nearly impossible to determine the best pricing from contract to contract because you rarely know the manufacturer's MSRP at any point in time or manufacturer specials or bulk discounts - however the agency reviewed both GSA and NASPO contracts and believes this SourceWell contract is the best for the following reasons: The NASPO contract expires 7/31/2023 and does not have any renewals. GSA has numerous contracts, but SourceWell was chosen over the GSA due to having a more robust hardware offerings than the GSA contracts reviewed and CDW having previously agreed T&C's the agency was able to reuse for expedited Participating Agreement processing. The percent off MSRP pricing in this SourceWell contract represents the minimum discount.

answer: This is the most viable cooperative IT hardware contract available to Illinois and CDW-G was one of three vendors awarded to the Sourcewell contract. There is a multiple award (24 vendors) NASPO contract, but it expires 7/31/2023 with no extensions available. GSA has numerous multiple award contracts, but SourceWell was chosen over the GSA due to having a more robust offering than the GSA contracts and CDW having previously agreed T&C's the agency was able to reuse for expedited processing. CDW-G was chosen of the 3 because their offerings most closely matched those needed to fill the state's IT hardware contract void and the agency has preexisting terms we're able to reuse with this vendor to expedite Participating Agreement negotiations.

This contract and procurement method is in the state's best interest because there are currently no contract vehicles in place for IT hardware and agencies are ordering their hardware via numerous small purchases. We need to aggregate those orders and future orders to get the best discount for taxpayers. If this request is denied agencies will continue placing more orders until the new competitive solicitation is executed, which could be several months or more depending numerous factors outside the agency's control. IL Secretary of State used this contract in December 2022 to place a large order of desk tops and monitors valued at over $500K. Also, a couple agencies need to expend funds prior to the end of the FY or they will lose them, which has an opportunity cost of not using.

actualgoal: 0
actualreason: Because this Participating Agreement is limited exclusively to IT hardware products, subcontractors are unable to be utilized without artificially including them without providing a commercially useful function. Cooperative contracts do not carry a BEP mandate and are optional. The Agency requested BEP participation, but in discussions with the vendor was ultimately unable to identify scope a BEP subcontractor could perform.

Followingreasons: Based upon the justification provided by the agency and the discounts offered and negotiated under the Sourcewell contract.
Followingreasons: the cooperative contract offers products that meet the needs of the State of Illinois at a competitive price point.
Followingreasons: The agency seeks to allow use of the contract for multiple agencies without each agency having to perform its own procurement, which the agency represents is being done by small purchase. A joint purchase saves agency staff time and allows for competitive pricing from a contract procured via a more robust competitive method than a small purchase. The agency also represents that aggregation the need from the agencies will result in better pricing.
