About this file
This document is a Change Order Notice issued by the Illinois State Police (ISP) related to their annual maintenance and support contract for Levi, Ray, & Shoup (LRS) VTAM Printer Support (VPS) mainframe software products. The VPS software is embedded in and critical to several of ISP's mission-critical mainframe applications including Criminal History, Payroll, Fiscal, and Timekeeping. Due to delays in decommissioning the mainframe, ISP requires an extension of the existing contract from July 1, 2022 through June 30, 2023, which will increase the total cost for FY23 by $31,183.07 from $30,774.87 to $61,957.94. LRS is the sole provider of the VPS software, which they own and hold the copyright for. This is an annual procurement that ISP has made in the past, with FY21 and FY22 purchase order numbers of 20-493ISP-ADMIN-P-18653 and 20-493ISP-ADMIN-P-26677 respectively.
The relevant original contract sections are 2.4, 2.5, and 3.1. This change order is required due to the delay in decommissioning the mainframe which was the original basis for discontinuing the VPS software maintenance and support. The change order is considered germane to the original contract as signed and the circumstances necessitating it were not reasonably foreseeable at the time the contract was signed.

Change Order Notice Chief Procurement Office General Services v.21.1
44 Ill. Adm. Code 1.1525(h) requires notice of renegotiated contracts and change orders that increase the cost of a contract by more than $10,000 or the time of completion by a total of 30 days or more to be posted on the Bulletin/BidBuy for 14 days.
This Change Order Notice provides detail as to why the change order is needed and, pursuant to Section 33E-9 of the Criminal Code, that the circumstances said to necessitate the change in performance were not reasonably foreseeable at the time the contract was signed or the change is germane to the original contract as signed. Change orders are defined by Section 1-15.12 of the Procurement Code and Section 1.2067 of the CPO-GS' Administrative Rules.

| thedetails: The Illinois State Police (ISP) intends to procure annual maintenance and support for Levi, Ray, & Shoup (LRS) VTAM Printer Support (VPS) mainframe software products. These products impact the ability of ISP’s mainframe computer staff to maintain printing functions in applications housed on the mainframe. LRS is the sole provider of VPS, which is wrote, owns, and holds the copyright. There are similar products available, but LRS's VPS is embedded and coded in no less than four mission-critical mainframe applications. These include Criminal History, Payroll, Fiscal, and Timekeeping. There are dozens of ancillary applications that utilize VPS as well. Specific program code and printer drive files have been developed, tested, and implemented to manage both application requirements and their unique effects on the attributes of specific printers. |
This is a continued need which has been procured every year. FY21 and FY22 purchase order numbers were 20-493ISP-ADMIN-P-18653 and 20-493ISP-ADMIN-P-26677, respectively. The FY23 procurement for 07/01/22 - 12/31/22 is 22-493ISP-ADMIN-P-35907. This procurement is for 6 months. It was anticipated that the mainframe would be decommissioned by the end of calendar year 2022, thereby eliminating the need for any further procurements; however, due to delays in parallel testing, this decommission date has been pushed back, requiring another procurement for maintenance and support for the remainder of FY23.
This change will extend the support and maintenance needed to June 30, 2023 and increase the cost for FY23 by $31,183.07 from $30,774.87 to $61,957.94. The relevant original contract sections are 2.4, 2.5, and 3.1.
