About this file
This is a Quote Submission Template for a federal contract opportunity to provide full food service support at the Vermont Army National Guard's Army Mountain Warfare School from April to November 2025. The solicitation (W912LN-25-Q-A-0015) requires catering services for breakfast, lunch, and dinner meals, with light cleaning services in the food service area. The total performance period is 19 April 2025 through 14 November 2025, divided into a base period (April-September) and an option period (October-November).
The template guides offerors in submitting comprehensive quotes, covering experience, past performance, and pricing information. Specific requirements include providing meals for different categories of personnel (student, IDT, and AT), with quantities ranging from 451 to 4,184 meals depending on the meal type and period. The document emphasizes that while submission of experience and past performance information is not mandatory, omitting these details may put an offeror at a competitive disadvantage. The pricing volume requires detailed breakdown by meal type, period, and personnel category, with careful calculation of quantities and unit prices.

QUOTE SUBMISSION TEMPLATE
You are strongly encouraged to submit quotes using this template. It is not mandatory, but tracking everything the Government has asked for can be challenging, and an otherwise-attractive, competitively priced offer may be at a disadvantage if you fail to include all requested information. You may submit the form as a Word document or print it, fill it out by hand, and submit a PDF or photo. Most cell phones have a document scanning app included.

VOLUME 1: EXPERIENCE
Submission of Experience information is not mandatory. However, because Experience is one of the evaluation factors, failure to include Experience information may put your quote at a competitive disadvantage relative to another vendor that does include relevant experience. You would receive a neutral rating for Experience, while the other vendor would receive a positive rating for this factor.
Note: “Experience” is what work the offeror has done in the past. “Past Performance” is how well they did it. For Volume 1, just identify relevant contracts (contracts that are similar in scope, magnitude of effort, and complexity to the work in this solicitation). Performance evaluation is not part of this volume.
You may list up to five (5) contracts performed within the last five (5) years. If you list fewer than
5, you may delete, cross out, or discard tables you do not use. The question about Factors 1 through 4 refers to the work described in the referenced Performance Work Statement (PWS) paragraphs:
Factor 1: Food Preparation & Quality. PWS paragraph(s) 5.1 thru 5.1.2.
Factor 2: Menu Standards. PWS paragraph(s) 5.2 thru 5.2.3.
Factor 3: Meal Service. PWS paragraphs 5.3 thru 5.3.5.
Factor 4: Food Safety, Sanitation & Cleaning. PWS paragraphs 5.4 through 5.4.4, and 5.5.3.
Do not include descriptions of work not relevant to catering, food service or management of catering/food service contracts. If you include information regarding more than five (5) contracts, the Government will consider only the first five contracts listed.

VOLUME 2: PAST PERFORMANCE
Submission of Past Performance information is not mandatory. However, Past Performance is one of the evaluation factors. Again, if you do not submit Past Performance information your quote may be at a competitive disadvantage relative to another quote that contains favorable past performance information.
If the offeror wishes to have any of the contracts listed in Volume 2 considered for purposes of
Past Performance evaluation (how well the work was performed, not just that it was undertaken), the offeror may submit the following additional information regarding up to three (3) of the contracts identified in Volume 2 that occurred within three (3) calendar years prior to this solicitation. Delete, cross out or discard any tables you do not use.
