About this file

This document contains the State of Illinois's responses to vendor questions regarding an Invitation for Bid (IFB) for Cable TV Services at the Jacksonville Correctional Center. The contract includes providing cable TV services, including Spanish language channels and local programming, to up to 1,000 inmates. The contract term is 5 years, with no renewal option. The facility currently uses DirecTV for these services, paying for 800 drops monthly but only using 500 due to low inmate population. The facility is open to alternatives to DirecTV that can provide the required channels, including Univision, as long as the cost is reasonable. The response due date has been extended to 11/19/2024 to allow for site visits by non-incumbent bidders.

Regarding pricing, the facility is open to state-of-the-art over-the-air (OTA) solutions for local programming and Sirius XM music channels, in addition to the cable TV services. The contract will be rebid after the initial 5-year term per the state's procurement guidelines. The facility currently has no OTA antenna or climate-controlled space for the required equipment, which bidders should consider in their proposals.

Jacksonville Correctional Center Bid #25-426DOC-JACKS-B-44839 Amendment #2 Response to Vendor’s Questions to Invitation For Bid (IFB)

Below are the responses to the questions that JCC has received regarding the above IFB:

1.In regards to your lineup, is the facility paying DirecTV directly for theSpanish Channel or whodo you pay that to?
Answer: Flagstaff Satellite (DirecTV) provides our Spanish Channels.
2.How many drops is DirecTV charging you?
Answer: We pay for 800 drops monthly. However, presently we only have500 drops beingused due to our low inmate population. We can accommodate up to 1,000 inmates. The billis the same each month.
3.Who is your DirecTV dealer for the Spanish Channel?
Answer: Flagstaff Satellite
4.Are you also getting local programming through DirecTV or any otherprogramming package?
Answer: Our local channels are through DirecTV.
5.Is there a working OTA antenna? If so this would save a lot of money for the quote.Answer: No, we do not have and OTA antennas.
6.Can exceptions be made for channels that are not available? Or is there a strict adherence to thechannel guide provided?Answer: Yes, as long as we have certain channels, including Univision, other channels can beadded or taken away.
7.Since not enough time for a site visit, is there room to set 5 C-band dishes within 100-150’ of thedistribution input point?Answer: No
8.Inside the building, is there a climate-controlled room near the distribution insertion point for 3-4 seven foot tall (7’ racks) for the required interior electrical equipment (receivers, modulators, combiner, chassis, etc.)?Answer: No
9.Would JCC still keep the existing DirecTV account for provision of Spanish programming andlocals if a new provider was selected? (noticing no Spanish channels on the requested lineup)Answer: Yes, if the new cable provider can provide the Spanish channels, we would no longerneed the DirecTV account. The only channel we need to make sure is on the channel listing isUnivision since our population want it.
10.Would the facility accept a state-of-the-art OTA system for local programming available fordelivery of 10-15 local affiliates and their sub-channels?Answer: Maybe, depending on the cost.
11.Would JCC be interested in a Sirius XM Music system: 10 channels recommended? Can havemore but limiting to 5-10 is typically better in a correctional environment.Answer: Yes, we could have music channels, but his would be a decision of our Warden.
12.Is this contract limited to only 5 years? There is language indicating that it cannot exceed 10years. BUT, is this only a 5-year contract or is there also an option to renew an additional 5 yearsto keep a total term that does not exceed 10 years?Answer: Only a five-year contract is available. This contract will be bid out again after five years. This is a per our procurement guidelines.
13.Is it possible to extend the response due date/time at least 2 weeks to allow for a site visit bynon-incumbent bidders?Answer: We can extend the bid to 11/19/2024.
