About this file

This is a Questions and Answers document for Solicitation BPM058358 issued by Maryland Public Television (MPT) for landscaping services at its Annapolis Tower site in Crownsville, Maryland. The procurement covers lawn and grounds maintenance services across approximately 5 to 7 acres, including turf cutting at 2.5 inches height every 7 to 14 days, string trimming, spring and fall general cleanups, herbicide applications, guy wire path maintenance, and woody vegetation removal. The contract is structured as a firm fixed-price, indefinite-quantity agreement with an initial three-year term and one optional two-year renewal period. Quotations were due September 8, 2026 at 12:00 p.m., with a non-mandatory pre-bid conference and site visit scheduled for August 28, 2026 at 11:00 a.m. The scope includes three alternates for initial guy wire path remediation at the northeastern, northwestern, and southern paths. Questions deadline was August 31, 2026 at 12:00 p.m., and award will be made to the lowest responsible and responsive bidder.

This is a Small Business Reserve Procurement limited to vendors certified as small businesses by the Governor's Office of Small, Minority & Women Business Affairs (GOSBA). Bidders must hold a Maryland contractor license, possess a minimum of three years' experience in grounds keeping services, provide three references, and maintain comprehensive insurance including worker's compensation, employer's liability of $2,000,000 per occurrence, comprehensive general liability of $10,000,000 per occurrence, and comprehensive automobile liability of $1,000,000 per occurrence. The questions and answers document clarifies that subcontractors must be licensed and named in bid submissions with their licenses included, that all woody vegetation clearing must be ground to 3 inches below grade with biomass chipped and hauled off-site, that site visits may be scheduled in advance with the Procurement Officer, and that the ISA-certified Arborist or any proposed subcontractors must be identified at the time of bid submission rather than after contract award.

SOLICITATION BPM058358 - Landscaping at the Annapolis Tower site for MPT

5 Our company could not attend the site visit. Is there a way we could still see the site?

Yes. Please notify the Procurement Officer, via email, of your intended date to visit the site in advance. Upon your arrival, please park outside the gate and walk through to conduct the site visit.

6 The specifications reference the mowed zone as approximately 5 to 7 acres (Section 2.1-A). I want to confirm that figure is correct before finalizing our pricing.

That is correct.

7 For the guy wire path remediation (Add Alternates 1-3), does the ISA-certified Arborist/Maryland-licensed tree expert need to be named in our bid submission, or can that subcontractor be arranged after contract award, prior to scheduling that specific work?

Yes. The Arborist/any proposed subcontractors must be named in your bid, and the bids must include their license.
