The Contractor awarded a contract shall provide all labor, equipment, tools, materials, supplies, insurance, etc., necessary to provide complete grounds keeping services. Methods will be according to the University of Maryland Baywise Yardstick (https://extension.umd.edu/sites/extension.umd.edu/files/2021- 03/Baywise_5pager_06_17_14_FINAL.pdf), the Chesapeake Conservation Landscaping Council (https://www.chesapeakelandscape.org/), and other best practices detailed below.
The proposed services/deliverables include, but are not limited to the following:
2.1 Scope of Services
The contractor shall provide all equipment, labor, and materials necessary to perform the following services:
A. Turf shall be cut at a height of 2.5 inches every 7 to 14 days or as requested by management.
This constitutes approximately 20 cuts during the April to October timeframe (40 cuts for the two-year base term and 40 cuts for the two-year option term). All trash and small debris shall be removed prior to each mowing. All grass debris shall be cleared from walkways, curbs, and hard surfaces using a blower, not a lawnmower. Grass clippings shall not be blown into fence mesh, onto guy anchor rods, or into building infrastructure. The Contractor shall maintain the full extent of the current mowed zone (approximately 5 to 7 acres) without allowing the perimeter to decrease or inch inward over time. Any tree saplings or woody "volunteers" emerging within the mowing zone or at the perimeter edge must be cut down during each mowing event to prevent the establishment of brush. Once the initial clearing of the 60 ft. guy wire paths is completed under Section 2.1-I Guy Path Remediation (Add Alternate #1, #2 and #3), these areas shall be incorporated into the regular mowing cycle for the remainder of the contract term. Contractor shall not "scalp" the turf or trim to bare soil near structural footings, guy anchors, or tower bases.
B. String trim around all poles, signs, fences, buildings and tower guy anchor fence areas, as mailto:accountspayable@mpt.org https://extension.umd.edu/sites/extension.umd.edu/files/2021-03/Baywise_5pager_06_17_14_FINAL.pdf https://extension.umd.edu/sites/extension.umd.edu/files/2021-03/Baywise_5pager_06_17_14_FINAL.pdf https://www.chesapeakelandscape.org/ well as other obstructions during each cutting. Contractor shall maintain all fence lines in a completely "weed-free" state. This includes the manual or chemical removal of all climbing vines, woody saplings, and weeds within a 12-inch vertical and horizontal buffer zone of the fence base and throughout the fabric/structure of the fence. Growth shall be removed upon emergence; at no time shall vines be permitted to intertwine with the fence mesh. If vines are killed via herbicide, the dead biomass must be manually unthreaded and removed from the fence.
C. During April and either October or November, one general landscape cleanup (spring and fall cleanup) shall occur to remove accumulated seasonal debris (leaves, tree branches, twigs, stones, litter). These clean ups shall take place prior to the first and after the last scheduled grounds keeping events.
D. Two applications of a non-selective and/or pre-emergent herbicide shall be applied once in
April and again in July to all walks, curbs, fenced in areas, tower guy anchor fenced in areas, and other hard-surfaced areas to eradicate weeds. All materials must conform to federal, state and local ordinances and regulations. Before any application, a Material Safety Data Sheet shall be provided to the Contract Manager, Facilities Manager or designee.
All applications must be performed by a State Licensed Pesticide Applicator.
E. Guy wire paths shall be cleared and mowed from the tower to the outer guy wire anchor fence, extending 10 ft. beyond the fence. The contractor shall maintain a straight path of 60
ft. wide, cleared of overhanging brush and providing 10 ft. vertical clearance from the ground. This shall be maintained upon completion of the Guy Path Remediation as defined in Section 2.1-I.
F. All woody saplings or trees removed within the project scope must be cut to ground level.
Stumps shall be ground down to a minimum of 3 inches below grade. The resulting hole must be backfilled with topsoil and leveled to maintain a safe, mow able surface.
G. The contractor will be provided with a code for site locks. All gates must be kept closed and locked immediately upon entry and exit. After locking, the contractor must scramble the tumblers on the padlock. Security codes are confidential and shall not be shared.
H. The Contractor is responsible for locating and protecting all underground utilities, including copper grounding grids, leads, and conduits, prior to any stump grinding or invasive weed removal. Any damage to sidewalks, curbs, grounding wires, or surrounding areas caused by the Contractor shall be repaired at the Contractor’s expense.
I. Guy Path Remediation
ADD ALTERNATE #1: Initial Northeastern Guy Path Remediation
ADD ALTERNATE #2: Initial Northwestern Guy Path Remediation
ADD ALTERNATE #3: Initial South Guy Path Remediation
1. The Contractor shall provide a separate, one-time fee for each alternate for the initial intensive clearing of the designated northeastern, northwestern, and southern guy wire path from the tower base to the guy anchor fences. This includes the removal of all standing trees, invasive brush, and overhanging limbs within a 60-foot-wide corridor (30 feet on either side of the guy wire) extending 10 ft. beyond the outer anchor fence and providing 10 feet of vertical clearance.
2. All woody vegetation within this 60-foot path must be ground to 3 inches below grade and leveled. All biomass and debris shall be chipped and hauled off-site. All wood that cannot be chipped shall be cut into 5’ logs and moved away from the path.
3. All work is to be performed by a Maryland-licensed tree expert. An ISA-certified Arborist must be on site when all work is being performed.
4. Upon completion, this area will be maintained under the regular mowing cycle as defined in Section 2.1-A & E.
5. Successful bidder shall provide and maintain insurance issued by an insurance company authorized to do business in the State of Maryland, whose contract shall pay, defend, indemnify and save harmless MPT and the State of Maryland, as their interests may appear, against all liability, claim, loss, costs, damages and expenses on account of any injury or death to any person (including property of either party) occurring in, arising out of, or in any way relating to the use of the premises, except that such injury or loss of life or loss of or damage to property due to the willful misconduct and negligent acts of MPT and this indemnification withhold-harmless provision shall be specifically covered by insurance. 3. SITE INSPECTION:

NOTE: It is the Contractor’s responsibility to check/confirm the conditions, area measurements, and material quantities to his/her satisfaction before bidding.
