Downtown Mixed-Use Facility

RFQ 2023-05

As of December 2, 2022, the Perry Downtown Development Authority (DDA) received the following questions pertaining to RFQ 2023-05:

• Q: What lease rate(s) is the City willing to pay for its portion of the project, the dedicated office square footage?

A: The City expects a lease rate for its required square footage that is competitive in the prevailing commercial market, generally a range of $28 - $30 per square foot.

• Q: What type of structure is expected to be constructed?

A: The City will require the construction of a Type IIIB or Type IIB commercial structure.

Please find attached “Building Material Assessment” for additional information.

• Q: Is on-site parking required or allowable?

A: On-site parking is not required but is allowable as determined by the developer.

• Q: What is the anticipated rate for the ground lease?

A: Nominal, likely $1 per year.

• Q: Is parking allowed for on the parcel outlined in red, Exhibit A Item C?

A: Public uses, included parking, are allowed on the parcel. No commercial uses may take place on the ground level or subsequent floors over the parcel.

• Q: Is there a possibility of “upgrading” the City’s planned adjacent surface parking lot in the railroad right of way; possibly as a parking structure of some sort.

A: No, as stipulated in our agreement with the railroad, only a surface parking lot may be constructed in the right of way.

Additional Clarification(s):

• The proposed project is not required to be one building. Multiple buildings may be proposed.

Downtown Mixed-Use Building

Proposed Structure Assessment

Commercial construction is primarily dictated by the type of material the building is constructed of and the use of that building. According to the RFQ the admin building must absolutely accommodate Residential Occupancies, Business Occupancies, and possibly Assembly(restaurant) and Mercantile (shopping). We must develop the building to the most stringent occupancies which are the Residential and Assembly. No matter what the building must be sprinklered due to the residential portion, so all tables are with the consideration that it be sprinklered.

RFQ Proposed building Height 3 stories or 4 Stories, stories are between 10-15’ per story, for safety we need 40 for 3 stories 50’ for as minimums. Proposed sq footage is 20k per floor.

The following structure types are acceptable:

Type IIIB (noncombustible outside combustible inside)

Allowable Number of Stories Allowable Height above grade Allowable Area

4 55 38k

Type IIB (no wood no fire rating)

Allowable Number of Stories Allowable Height above grade Allowable Area

4 55 28.5k
