About this file

This document contains Questions for Contractors regarding a federal contract opportunity for the Safety of Dams Modification at Heart Butte Dam. The Bureau of Reclamation is soliciting feedback from industry on various aspects of the project, including the feasibility of using jet grouting to create a cutoff wall beneath the outlet works conduit, construction scheduling, contractor interest and logistics.

The key details include:

  • The jet grouting cutoff wall is intended to provide a seepage cutoff near conduit station 12+00. The Bureau requires a minimum unconfined compressive strength of 300 psi for the jet grouting.
  • The Bureau is considering two potential construction schedules, one for two seasons and one for three seasons. They are seeking feedback on the reasonableness of the two-season schedule.
  • The Bureau is interested in feedback on contractual mechanisms and shift schedules that may increase contractor interest in this remote project.
  • Contractors are asked to provide written responses to the 11 detailed questions by November 7, 2024.

The related federal contract opportunity, DK-AO Heart Butte Safety of Dams Modification, is estimated to be between $35,000,000 and $55,000,000 in magnitude. The Bureau of Reclamation is the contracting agency.

Questions for Contractors at the Industry Day:

The Bureau of Reclamation desires to discuss, at a minimum, the following materials on October

23rd, 2024, during one-on-one breakout sessions. Contractors are also encouraged to provide written responses to these questions by November 7th, 2024 at 1700MS. Written responses may be emailed to Mr. Mitchell Frost at mfrost@usbr.gov.

A. Installation of Jet Grouting Treatment Block Underneath the Conduit:

The purpose of installing the jet grout treatment block underneath the conduit is to provide a seepage cut off near the conduit station 12+00. As shown on attached drawings 203-D-60019 through 60021, the dimension of the jet grout treatment block is approximately 7-feet long, 20-feet wide and 23-feet deep from the bottom of the conduit.

As discussed in the Geology Report, the foundation of the conduit consists of fine-grained silty sand (uncemented sandstone or severely weathered sandstone, weakly cemented sandstone lenses may be present in isolated locations.)

Reclamation will require all the uncemented and severely weathered sandstone within the footprint of the treatment block be treated with jet grouting to achieve a minimum unconfined compression strength (UCS) of 300 psi. Weakly cemented sandstone lenses may be encountered during jet grouting operation. If cementitious grout can’t penetrate the weakly cemented sandstone lenses, it is acceptable to encapsulate the lenses in the jet grout material. Reclamation will specify the use of a jet grout test section. Lastly, the use of air during jet grout injection will not be allowed.

1. In your experience, is it possible to effectively use jet grouting to create a continuous cutoff wall beneath the outlet works conduit by drilling holes within the outlet works conduit?

2. In your experience, is it possible to effectively use jet grouting to create a continuous cutoff wall beneath the outlet works conduit from the outside without drilling holes through the outlet works conduit?

mailto:mfrost@usbr.gov

3. Aside from the two alternative methods outlined in the draft design drawings, can you propose an alternative approach to build a cut off underneath the conduit without drilling through the conduit floor?

4. What is the maximum angle to install a jet grout column that can be achieved using a drill rig from the exterior or the interior of the conduit?

5. Does the proposed CLSM work platform, as shown on the drawing 203-D-60021, allow sufficient space within conduit to complete jet grouting?

6. Please comment on the feasibility of the following locations (see Figure 1) to set up a jet grout plant?

o Original river channel area on the left side of the spillway. This area is currently wet due to backflow from the spillway release.

o On top of the right abutment.

o Staging and stockpile area on the left side of the spillway.

7. If a jet grouting test section will be performed outside the conduit at the beginning of the construction as part of the specification, can this test section verify contractor’s means and method of installing the jet grouting block from inside the conduit? If the results of test section indicates that some changes of the means and methods are necessary, how quickly can you implement those changes?

8. What hole spacing and what size of the hole would you expect to drill inside the conduit to ensure all the uncemented or severely weathered sandstone are treated?

9. How would you verify all the uncemented or severely weathered sandstone are treated to achieve an UCS of 300 psi within the footprint of the treatment block?

10. Would you propose using electrically driven or internal combustion equipment within the outlet works conduit?

11. How close can you jet grout next to a dewatering well without impacting the well performance?

B. Construction Schedule:

Reclamation assumes that a typical construction season starts in early April and ends in late

October at Heart Butte Dam. Reclamation has estimated that the project may require up to three construction seasons depending on the project phasing and weather conditions. Reclamation is preparing two construction schedules including one for two construction seasons and the other for three construction seasons. Those schedules will be posted to SAM.gov at a later date.

1. Is the two construction season schedule developed by Reclamation reasonable? Please provide your comments.

2. Based on the scope of construction, it is possible to complete the work in two construction seasons with reservoir restriction for only one construction season?

3. Is it feasible to work inside the conduit to perform foundation void filling and/or conduit joint repair work in the winter?

4. Due to the limited space inside the conduit, is there a conflict to perform jet grouting work inside the conduit simultaneously with other construction activities such foundation void filling and/or conduit joint repair?

5. How would you propose to address any safety risks with performing concurrent activities at the site?

C. Contractor’s Interest:

1. Given the remoteness of the work, would 2-shift or 24-hour work increase your interest in the job? Or, is there another shift schedule that would be beneficial?

2. Is there a contract type other than Firm Fixe Price that would be beneficial for this scope of work? If so, what is it and why would it be beneficial?

3. Are there any other permissible contractual mechanisms known to the Contractor that are permissible for government contracting and would increase your interest in the scope of work? If so, what are they?

D. Construction Logistics:

1. If on-site lodging is necessary for the construction personnel given the remote location of the construction site, please comment on the lodging requirements.
