About this file
This is a questions and answers document for a City of Lafayette contract opportunity addressing clarifications on an RFQ (Request for Qualifications) for consulting services. The primary deliverable is a comprehensive plan with a draft due September 1, 2025, and a final plan due October 30, 2026, with bonus consideration for firms completing the project by May 1, 2026. The project scope includes Task 5, which requires a comprehensive safety action plan limited to areas within Lafayette city limits. Proposals are due November 3, 2025, at 3:00 p.m. Eastern Time. Consultants must submit three recently completed, relevant projects from the last five years with key client contact information and current daytime phone numbers.
Cost evaluation constitutes 20% of the selection criteria, with hourly rates and estimated costs required in submissions. The City will consider self-certification and multipliers under Cost-Plus-Fixed-Fee contracts; however, the selected firm must demonstrate compliance with FHWA Order 4470.1A, Federal Acquisition Regulations, and 48 CFR Part 31 using AASHTO Audit Guide principles, with the City reserving the right to require an independent audit prior to contract award. No page limits or specific formatting requirements are mandated beyond the enumerated content list.

Text version
1. Submission deadline & timezone Please confirm the proposal due date/time and timezone.
November 3, 2025 at 3:00 p.m. Eastern Time.
1. Page limits & formatting Are there page limits, font/size requirements, or a preferred tab/section order beyond the enumerated content list?
No
1. Evaluation method (price vs QBS) The RFQ weights Cost at 20% and requests an estimated cost. Please confirm whether the City intends to evaluate price as part of selection or follow qualifications-based selection with price negotiated after ranking.
As stated in the RFQ, cost will be evaluated at 20% while making the selection. Hourly rates and estimated cost should be included in the RFQ submission.
1. Indirect cost compliance Are self-certified rates acceptable? Also, are multipliers acceptable under the Cost-Plus-Fixed-Fee contract?
The city will consider submissions that include proposals for self-certification and/or multipliers. However, the selected firm must be willing and able to demonstrate compliance with FHWA order 4470.1A, Federal Acquisition Regulations, and 48 CFR part 31 using the AASHTO Audit Guide principles. The city reserves the right to require an independent audit prior to awarding a contract.
1. Schedule baseline & “final draft” terminology Please clarify the contractual completion requirement: The timeline shows Final in October 2026 and Draft in November 2026. Should these be reversed? Finally, the Deliverables section says “final draft” due October 30, 2026. Does that mean the Final Plan?
The draft is due by September 1, 2025 with a Final plan due by October 30th, 2026. Additional consideration will be given to firms that can complete the project/final draft prior to May 1, 2026.
1. Project geography Please confirm the study geography for Task 5’s safety analysis.
The comprehensive safety action plan applies only to areas within the Lafayette city limits.
1. Can the City confirm that consultants should provide only a minimum of 3 project examples, and may include additional relevant projects within this section?
Provide three (3) recently completed (related & relevant) projects within the last five (5) years that demonstrate the abilities and skills of the team members to carry out the tasks identified in the scope of work. Be sure to include a key client contact with their current daytime phone number.
