About this file

This document is a Request for Proposal (RFP) issued by the Colorado Department of Public Safety (DHSEM) for the disposal of expiring personal protective equipment (PPE) located at a state warehouse. The RFP outlines the need for a vendor to dispose of various PPE items, including hand sanitizer and disinfecting wipes, on an as-needed basis. The quantity of pallets to be disposed will vary depending on expiration dates, and the selected vendor will be expected to provide a flat, per-pallet price for the service. Vendors are permitted to submit bids with multiple disposal and recycling options. The RFP specifies that the hand sanitizer and disinfecting wipes must be destroyed or recycled in a manner consistent with industry standards and in compliance with hazardous waste disposal regulations. The deadline for submissions is Tuesday, March 26th, 2024 at 2:00 PM MT.

This is the first solicitation for a long-term disposal contract of this type, as there is no incumbent. The DHSEM will be responsible for loading the pallets onto the vendor's trucks or trailers using state-owned forklifts and pallet jacks, and the vendor will not be permitted to use any state-owned equipment. The DHSEM has provided Safety Data Sheets (SDS) for the hand sanitizer and disinfecting wipes for vendor reference.

Request for Proposal (RFP) #: RFAA 2024-0208 Project Title: Warehouse PPE Destruction

Date Due: Tuesday, March 26th, 2024 at 2:00 PM MT

Questions and Answers

Q1: Can you provide the quantity of each PPE for disposal?

A1: No we cannot. It was stated in the RFP that the number of pallets would vary depending on need (expiration of products). We cannot control when a product expires, thus we cannot reliably determine how many pallets will need to be disposed of. This is why a flat, per pallet price is preferable and DHSEM can be billed based upon how many pallets are actually removed.

Q2: The cost to dispose of hand sanitizer and wipes is much higher than other PPE. Is it possible to get a total potential pallets of hand sanitizer and wipes so we can quote accurately?

A2: No we cannot.

Q3. Is it possible to get specification sheets on all the PPE to determine if recycling is an option?

A3: The only items listed for possible disposal that would require special disposal or recycling methods are Disinfecting wipes and bulk hand sanitizer. Every other item is non-hazardous and can be donated or disposed of as refuse without issue. The MSDS sheets are attached for reference.

Q4: Can we provide a bid with multiple options such as disposal and recycling so you can compare?

A4: Yes

Q5. How is the hand sanitizer packaged?

A5: There are 12 bottles of 32 oz. gel per case with 60 cases per pallet. 10 pallets in stock

Q6: What type of hand sanitizer is the waste (gel, liquid, wall cabinet refill, aerosol, etc.)?

A6: Flotek Hand Sanitizer, 70% Isopropyl Alcohol Gel w/Lavender Scent. Contains Aloe and Vitamin E.

Q7: Is there an incumbent for this contract? If so, who?

A7: There is no incumbent for this contract. This is the first solicitation for a long term disposal contract of this type.

Q8: What forms of PPE destruction are permitted/required for the hand sanitizer and the disinfecting wipes?

A8: The hand sanitizer and disinfecting wipes should be destroyed or recycled in a manner consistent with industry standards for this type of product. Vendors must also comply with all hazardous waste disposal regulations of the federal government and state where the product is located.

Q9: Can you provide the quantity of pallets for each product? so we can plan the capacity needed to move these products.

A9: We cannot provide exact numbers of pallets to dispose of due to: Varying expiration dates of products and fluctuating inventory due to current DHSEM efforts to auction excess

PPE.

Q10: What is the expiration date for each product?

A10: Expiration dates of products are tracked by DHSEM. The contracted vendor would be notified in advance of the expiring product and the need to schedule pick up for disposal.

Q11: When we move these products to dispose, can we combine these products in one truckload or we have to load one product at a time?

A11: Multiple products can be moved in the same truckload. Vendors should be aware of product weights and adhere to legal load limits.

Q12: Are the disinfecting wipes alcohol based? Or other chemical based? Can you provide SDS?

A12: An SDS has been provided for review and is attached to this solicitation

Q13: Offeror is responsible for only vendor-owned or rented equipment is referring to trucks & trailers, this is not referrring to forklifts, pallet jacks used to load trailers as this activity is completed by the State?

A13: DHSEM is responsible only for the state owned forklifts and pallet jacks used to load trailers at the warehouse. DHSEM staff will perform the task of loading pallets onto trucks on site with state owned equipment. Vendor staff will not be allowed to use any state owned equipment.

Q14: Please confirm that vendor will not be responsible for the physical loading of transport vehicles from the origin sites

A14: DHSEM warehouse staff will be responsible for the physical loading of trucks or trailers that can be loaded via forklift and pallet jacks. DHSEM staff will not handload or break down pallets for hand loading into any type of vehicle. Any loading method other than forklift or pallet jack loading will be the responsibility of the vendor. The vendor selected will be expected to have vehicles and/or trailers appropriate for loading via forklifts and pallet jacks.

Q15: Can the CDPS provide the SDS for the hazardous materials including the strength and percentage of active ingredients (hand sanitizer and disinfecting wipes)?

A15: An SDS has been provided for review and is attached to this solicitation

Q16: Does the CDPS have a preferred method of disposal and or disposition

A16: The hand sanitizer and disinfecting wipes should be destroyed or recycled in a manner consistent with industry standards for this type of product. Vendors must also comply with all hazardous waste disposal regulations of the federal government and state where the product is located.
