About this file

This document is a Questions and Answers record from a mandatory pre-bid walk-through meeting held on August 17, 2016, for DQ DOR17004 UPS-Distribution System project. The walk-through addressed technical specifications and project requirements for the installation of new UPS and PDU equipment to replace existing systems. Current equipment includes deep cell 12V batteries (BAT L-A 12V 284 w/cell Plyprop), with 36 units currently in use and replaced every 4 to 5 years. The new equipment may be installed in an alternative location within the room without requiring demolition work. Vendors are permitted to use elevators for equipment movement, with batteries transported separately. The existing UPS and Liebert units will be removed, while the panel will remain in place. Photography was permitted during the walk-through except for computer equipment. An error in the original document regarding electrical specifications (page 6, section 3g) was corrected to specify 208 - 4 wire plugs, with the updated version posted to VSS.

Bidders should note that background checks are required for both prime contractors and subcontractors, with costs not to exceed the amounts listed in the DQ except in special circumstances. The government does not possess wiring diagrams for the bypass system and is uncertain about specific bypass connections, indicating bidders should conduct thorough site assessments. Old equipment may remain in place until new equipment becomes operational. The government does not have a fixed budget for the FY16 TFAA 7000 UPS and PDU bid and will be responsible for replacement of floor tiles following equipment removal. No specific contract term, renewal options, award date, or response deadline is documented in this Q&A record.
