About this file
This document is a Questions & Answers file issued by the Maryland Department of Natural Resources (DNR) for the Somers Cove Marina - Marine Fuel Pumps Replacement project (BPM#050622). The document addresses seven specific contractor inquiries about technical specifications for marine fuel pump replacement, including questions about dispenser characteristics, hose reels, sump sensors, project completion timeline, and equipment substitutions. Key clarifications include acceptance of PMC HR8 hose reel, permission to use Omntec sensors, confirmation of 120-day project completion timeline, and allowance for Bennett dispenser substitutions, provided they meet the original specifications and can operate with existing 'SCRIBBLE' software.
The questions and answers reveal that the project involves replacing four dispensers - two diesel and two gasoline - without changing the existing layout. Contractors are permitted to submit equipment substitutions, with the primary requirements being marine-grade equipment that matches the original specifications and compatibility with the site's current software. The document demonstrates the DNR's flexibility in accommodating potential contractor modifications while maintaining core technical and operational requirements for the marine fuel pump replacement project.

PROJECT TITLE:
Somers Cove Marina - Marine Fuel Pumps Replacement
BPM#050622
1. I believe the dispensers should be replaced for gasoline. The Commander dispenser that is listed utilizes a high flow meter on one side with 1" hose. Gasoline is not permitted to be pumped at over 10 gallons per minute and the specified OPW 7H nozzle is not approved for gasoline. You would need a dispenser with standard flow meters on both sides and 3/4" hose assemblies.
o We can change the pumps to be 3/4" nozzles on both sides, instead of 3/4" on one side and
1" on the other.
2. Are we permitted to use the PMC HR8 hose reel with enclosure? I cannot find any details about the specified Fuel System Solutions reel enclosures. The PMC HR8 is a Hannay 800 series stainless reel with a stainless-steel enclosure.
o The PMC HR8 hose reel and enclosure is acceptable.
3. The specifications say to install Veeder Root non-discriminating sumps sensors. There is currently an Omntec system installed with sump sensors under each dispenser. Is there a reason to replace the existing sensors, and if so, they would need to be replaced with Omntec sensors, or would a completely new system need to be installed.
o Omntec sensors can be used.
4. Is the time to complete the project 120 days or 60 days? The solicitation fact sheets state 120 days, but the detailed specifications state 60 days.
o The solicitation states 120 days’ completion time, so we will go with that.
5. Can you verify my substitution request for Bennett dispensers in lieu of the PMC Commander?
o Bennett dispensers are acceptable, if the specs are exactly in line with the Commander.
6. Is there an option to submit equipment substitutions on the bid?
o Yes, substitution is allowed. The only requirement in substituting the dispenser is- they must be marine grade, same specs as called for, and must be able to operate with
'SCRIBBLE' software that is currently on site
7. "I am reaching out in regards to the specs for the dispensers at Somers Cove Marina. I wanted to verify the change in the existing layout that the dispensers listed in the spec would cause. The current set up going from the bulkhead to the end of pier is a single hose diesel, duel hose gas, single hose gas and a duel hose diesel. The specs call for the Commander CMDR2600 which is a duel hose duel product dispenser. If we were to install 4 of those the new orientation would be a split gas/diesel dispensers in each lane. This would require the existing fuel lines to be reoriented so each fuel line goes through each dispenser sump allowing all 4 new dispensers to provide both gas and diesel. I wanted to confirm that this is indeed the plan for this scope of work. Let me know when you have a moment".
o Of the 4 dispensers in this project, 2 of the dispensers are diesel and 2 are gas dispensers.
They will not be reoriented in a different layout.
