About this file
This document contains questions and answers from a pre-bid meeting for Invitation to Bid #25-CD-080, a pressure cleaning services contract issued by the School Board of Pinellas County, Florida. The procurement solicits bids for comprehensive pressure cleaning services at district educational facilities to remove mildew, algae, dirt, rust, stains, efflorescence, and debris from various surfaces including coated metal roofs, vertical surfaces, sidewalks, driveways, and corrugated aluminum walkways. The pre-bid conference was held on January 19, 2026, at the Walter Pownall Service Center in Largo, Florida. Questions and clarification requests were due by January 28, 2026, at 2:00 p.m., with electronic bids to be submitted through the OpenGov Procurement portal by February 4, 2026, at 2:00 p.m. The contract period runs from March 22, 2026, to March 21, 2027, with potential renewals for two additional one-year periods. The School Board does not provide predefined square footage quantities or facility addresses prior to bid submission; instead, contractors will measure areas at the time of service and provide square footage numbers to the School Board representative for verification. Historical data on the number of annual work orders under the previous contract was not disclosed, and work can be performed at any facility throughout the county.
Pricing for the contract is based on unit costs for six line items plus cost-plus pricing for miscellaneous materials with a maximum 10 percent markup and rental equipment with a maximum 5 percent markup. The estimated annual contract value is approximately $75,000. Contractors must be Florida-licensed painting and/or pressure-washing contractors with an office located within a 50-mile radius of Pinellas County, five years of continuous business operation, and experience with five comparable pressure-cleaning projects within the last five years. All contractors must obtain Level 2 background screening clearance, E-Verify registration, and maintain comprehensive insurance coverage including general liability insurance with minimums of $1,000,000 per occurrence and $2,000,000 general aggregate. Price escalation is permitted at renewal periods, not exceeding the prior year's Consumer Price Index for All Urban Consumers, and the District reserves the right to terminate the award with 10 days' notice for cause or 90 days' notice without cause.
