About this file

This is a Questions and Answers document (#1) from the Florida Department of Transportation (FDOT) regarding RFP #DOT-RFP-25-5004-CAFE for District Five DeLand Cafeteria Services. The document addresses vendor inquiries about operating hours for the cafeteria service, specifically clarifying that vendors must operate during both breakfast and lunch hours from 7AM to 2PM as specified in the scope. FDOT notes that personnel begin arriving as early as 5:30AM, with lunch breaks occurring between 11AM-2PM.

The document indicates that while the base operating hours of 7AM-2PM are required in initial proposals, there is potential flexibility for schedule modifications if deemed beneficial to both the vendor and FDOT by the Contract Manager. Any proposals not including the basic 7AM-2PM service requirement will be rejected, though extensions beyond these hours may be considered after contract award.

Questions and Answers #1

ADVERTISEMENT NUMBER: DOT-RFP-25-5004-CAFE

DESCRIPTION: District Five DeLand Cafeteria Services

DATE: 11/19/2024

1. I would like to propose a lunch service in your cafeteria. My operating Hours would Be 11-3. Would that be considered?

Answer: Vendor will need to operate breakfast and lunch hours listed in scope. Extended hours and schedule modifications will be possible if determined by Contract Manager to be beneficial to Vendor and FDOT.

2. It clearly states that all proposals, not including 7 AM to 2 PM service, will be rejected. Is there any way to confirm that the time of food service is negotiable?

Answer: FDOT personnel begin arriving as early as 530am and lunch breaks usually begin at 11-12pm through 1-2pm. The 7AM-2PM schedule works best for FDOT personnel and can be modified if determined by Contract Manager to be beneficial to Vendor and FDOT.
