About this file

This document contains Questions and Answers #1 related to a Request for Proposals (RFP) issued by the Florida Department of Transportation (FDOT) District Five for cafeteria services at the District Office located in DeLand, Florida. The RFP seeks qualified vendors to provide breakfast and lunch services from 7:00 AM to 2:00 PM, Monday through Friday. A mandatory pre-proposal conference and site visit will be held on November 20, 2024, and technical proposals are due by December 17, 2024. The selected vendor will be expected to operate the cafeteria services under a contract with FDOT.

The document addresses vendor inquiries regarding the service hours and flexibility of the schedule. FDOT indicates that the 7:00 AM to 2:00 PM service hours are preferred to accommodate the schedules of FDOT personnel, but the contract manager may consider modifications if determined to be beneficial to both the vendor and FDOT. The RFP is subject to applicable state and federal laws, including Title VI of the Civil Rights Act of 1964 and the Americans with Disabilities Act.

Questions and Answers #1

ADVERTISEMENT NUMBER: DOT-RFP-25-5004-CAFE

DESCRIPTION: District Five DeLand Cafeteria Services

DATE: 11/19/2024

1. I would like to propose a lunch service in your cafeteria. My operating Hours would Be 11-3. Would that be considered?

Answer: Vendor will need to operate breakfast and lunch hours listed in scope. Extended hours and schedule modifications will be possible if determined by Contract Manager to be beneficial to Vendor and FDOT.

2. It clearly states that all proposals, not including 7 AM to 2 PM service, will be rejected. Is there any way to confirm that the time of food service is negotiable?

Answer: FDOT personnel begin arriving as early as 530am and lunch breaks usually begin at 11-12pm through 1-2pm. The 7AM-2PM schedule works best for FDOT personnel and can be modified if determined by Contract Manager to be beneficial to Vendor and FDOT.
