About this file

This is a Questions and Answers document from the Florida Department of Transportation (FDOT) regarding RFP #DOT-RFP-25-5004-CAFE for District Five DeLand Cafeteria Services, dated November 19, 2024. The document addresses vendor inquiries about operating hours for the cafeteria service, specifically clarifying that vendors must operate during both breakfast and lunch periods from 7 AM to 2 PM, as FDOT personnel begin arriving as early as 5:30 AM and take lunch breaks between 11 AM and 2 PM.

The document indicates some flexibility in scheduling, noting that extended hours and schedule modifications are possible if determined by the Contract Manager to be beneficial to both the Vendor and FDOT. However, proposals not including the core 7 AM to 2 PM service window will be rejected, as this timeframe has been established as optimal for serving FDOT personnel needs.

ADVERTISEMENT NUMBER: DOT-RFP-25-5004-CAFE

DESCRIPTION: District Five DeLand Cafeteria Services

DATE: 11/19/2024

1. I would like to propose a lunch service in your cafeteria. My operating Hours would Be 11-3. Would that be considered?

Answer: Vendor will need to operate breakfast and lunch hours listed in scope. Extended hours and schedule modifications will be possible if determined by Contract Manager to be beneficial to Vendor and FDOT.

2. It clearly states that all proposals, not including 7 AM to 2 PM service, will be rejected. Is there any way to confirm that the time of food service is negotiable?

Answer: FDOT personnel begin arriving as early as 530am and lunch breaks usually begin at 11-12pm through 1-2pm. The 7AM-2PM schedule works best for FDOT personnel and can be modified if determined by Contract Manager to be beneficial to Vendor and FDOT.
