About this file

This document is a Clarifications / Q&A Document for RFP #S-DASOBO-00003526 Water Measurement and Data Collection Instruments released by the Oregon Department of Administrative Services, Procurement Services on behalf of the Oregon Water Resources Department. The RFP is seeking water measurement and data collection instruments such as data loggers, transmitters, pressure transducers, and radar water level sensors that must meet specific technical requirements outlined in Attachment H. The instruments will be used in various jurisdictions within the state of Oregon, including Marion County and the city of Salem. The RFP does not specify quantities, but proposers may only submit one proposal in response. There are no details provided on response due dates, site visits, award dates, or contract terms.

The document provides clarification on various technical specifications, including the required number of SDI-12 ports, display, GOES transmitter, wireless Wi-Fi, enclosure dimensions, data download capabilities, GOES antenna requirements, pressure transducer specifications, and radar water level sensor specifications. The Agency has indicated a preference for high-quality instrumentation to maximize lifespan and reduce maintenance. Pricing information is to be submitted on the included Price Proposal Form, and the Agency will only accept one proposal per proposer.

RFP #S-DASOBO-00003526

WATER MEASUREMENT AND DATA COLLECTION INSTRUMENTS

RFP DOCUMENTQUESTIONANSWER / CLARIFICATION
Attachment H - RequirementsShould the Logger/Transmitter have 2 independent SDI-12 ports? That is correct, the SDI-12 must have two independent SDI-12 ports.
Attachment H - RequirementsDo you require the display for the Logger/Transmitter to be built into the logger transmitter? That is correct, the Logger/Transmitter must have a built in dislpay.
Attachment H - RequirementsDo you require the GOES transmitter to be built into the Data Logger? That is correct, the GOES transmitter must be built into the Data Logger, and not a separate instrument.
Attachment H - RequirementsShould the Logger/Transmitter have a wireless WiFi communication configuration? That is correct, the Logger/Transmitter must have the ability to connect to wireless WiFi communications for configuration.
Attachment H - RequirementsWill Agency accept a Logger/Transmitter to be 6.06" X 9.24", and then include a built in display with a water tight enclosure with dimension of 12.5" X 11" X 6.5"?Yes, those measurements and configurations are acceptable to the Agency.
Attachment H - RequirementsInstrument has an auto update mode that is based on a user rate of water flow. Please explain this in detail. This specification should not be in the Requirements. Please disregard.
Attachment H - RequirementsThe Logger/Transmitter must download to an external device. Is Agency referring to a USB On The Go, a USB thumb drive, and an SD Card Slot? That is correct. The Agency requires that the Logger/Transmitter be able to download data using all three of these methods.
Attachment H - RequirementsWould the Agency prefer a Logger/Transmitter capable of of doing sub hour transmissions including NOAA 1200 baud 6-minute transmissions. The Logger/Transmitter must transmit no less than hourly, if the instrument is capable of transmitting more frequently, that is also acceptable.
Attachment H - RequirementsThe Agency made mention that the GOES Antenna and Cable have an internal memory? Was this a mistake in the Specs? This specification should not be in the document. Please disregard.
Attachment H - RequirementsDoes Agency want the GOES Antenna with Cabling to include built in GPS?That is correct, the Agency requires that the Antenna and Cabling have a built in GPS.
Attachment H - RequirementsWould the Agency prefer a Vented Submersible Pressure Transducer that has the measuring cell sensor diaphram constructed of ceramic and be temperature compensated for extended life?Yes, The Agency would prefer that all Instruments be of the highest quality specifications and manufacturing to extend the life of the Instruement and reduce the need for repairs or replacements.
Attachment H - RequirementsDoes the Agency require that the Vented Submersible Pressure Transducer sensor have the ability to measure the pressure above the sensor as well as ground surface down to the water level? The sensor must only measure pressure above the sensor. This particular Instrument is for a surface water application.
Attachment H - RequirementsIs it acceptable for the Radar Water Level sensor to have a measurement range of 0.4m to 35m (1.3 - 115 ft.)?Yes, the Agency would accept this measurement range.
Attachment H - RequirementsIs it aceptable for the Radar Water Level Sensor resolution to be 3mm (0.01ft)?Yes, this resolution measurement is acceptable to the Agency.
Attachment H - RequirementsIs Agency requiring the Radar Water Level Sensor to be FCC certified at a transmitting frequency of 25.3 GHz?That is correct, the Agency reuires that the Radar Water Level Sensor be FCC certified to transmit at a frequency of 25.3 GHz.
Attachment H - RequirementsIs Agency asking for a second battery for the Bubbler & Desiccant Kit to operate the system for 8 hours? Can the Instrument use a 12-volt station battery to operate the system for longer than 8 hours? The Agency is requesting that the internal batter should be used for remembering setups, not running the station. A 12-volt connection is required to run the station.
Attachment H - RequirementsIs the Agency requiring an SD Card Slot on the Bubbler & Desiccant Kit for easy download of data? That is correct. The Bubbler & Desiccant Kit must contain an SD Card Slot for easy download of data.
Attachment E - Price Proposal FormCan Proposer submit two differnece Proposals for differnet instruments which comply with the specifications listed? No, The Proposer may only submit one Proposal in response to this RFP. If the Proposer has multiple instruemnts that meet the specifications, but in different ways, please include that information in your Proposal. There is no limit on how long or large of a file a Proposer can submit in OregonBuys.
