About this file

The document is a Questions and Clarifications document for RFP #S-DASOBO-00003526 for Water Measurement and Data Collection Instruments, issued by the Oregon Department of Administrative Services, Procurement Services on behalf of the Oregon Water Resources Department. The RFP covers the requirements for Doppler Water Current Profilers, including specifications for frequencies, water depth, bottom tracking, instrument diameter, vertical beam, file storage capacity, discharge calculation, and GPS solutions. The contract opportunity covers the jurisdictions of Marion County and the City of Salem, Oregon.

The clarifications provided in the document address questions on the technical specifications, such as allowing either frequency range, confirming the depth and bottom tracking requirements, allowing adjustments to instrument diameter, accepting vertical beam configurations, and requiring a GPS unit to be included in the proposal. The document also confirms that internal or software discharge calculation ability is acceptable, and that both DGPS and RTK GPS solutions can be quoted.

CLARIFICATIONS / Q&A DOCUMENT FOR

RFP #S-DASOBO-00003526

WATER MEASUREMENT AND DATA COLLECTION INSTRUMENTS

RFP DOCUMENTQUESTIONANSWER / CLARIFICATION
Attachment H - RequirementsThere are two (2) Specificaitons for the Doppler Water Current Profiler regarding frequency. Both Frequencies 300, 600, 1200 kHz and 3.0, 1.0, 0.5 MHz cannot exist on one instruement. Are we to assume that this is meant as either or?Correct, the Frequency can be either 300, 600, 1200 kHz OR 3.0, 1.0, 0.5 MHz But does not and cannot be both on the same instruement.
Attachment H - RequirementsPlease clarify what is mean by "Medium" water depth. The Instrument must operate between a Maximum depth from 6.5 to 80 Meters and a Minimum depth of 0.1 to 0.2 Meters.
Attachment H - RequirementsDepth and bottom tracking requirements are usually specified in greater detail. Please provide more detail.Depth detection range = Maximum Depth from 6.5 to 80 Meters

Bottom Tracking Accuracy = 1% Maximum Number of Cells - Up to 128

Attachment H - RequirementsInstrument diameter is dependent on frequency of ADCP offered. Please confirm slight adjustment to instrument diameter is OK?Yes, this is acceptable.
Attachment H - RequirementsPlease confirm if 600 kHz vertical beam is also acceptable, as shown in the first set of specifications.Yes, this is acceptable.
Attachment H - RequirementsCan “file storage capacity” be allowed instead—i.e. number of files possible—vs raw GB? Arguably a more meaningful number.File Storage should be in GB, file sizes can vary.
Attachment H - RequirementsCan “internal or software discharge calculation ability” be allowed?Yes, this is acceptable.
Attachment H - RequirementsDoes this mean either DGPS or RTK solution is acceptable?Yes, Please provide quotes with both options. (If needed you may add to the Attachment E - Price Proposal Form.
Attachment H - RequirementsIs it just the interface that is needed—i.e. user has their own GPS unit to feed into the ADCP? Or, is a GPS unit also required to be bid?GPS unit is required to be in the final Proposal.
