About this file

This is a Request for Proposals (RFP) issued by the Oregon Department of Administrative Services, Procurement Services on behalf of the Oregon Water Resources Department for the procurement of water measurement and data collection instruments. The RFP seeks high-precision and durable equipment including bubbler and desiccant kits, Doppler water current profilers, vented submersible pressure transducers, radar water level sensors, loggers/transmitters, and GOES antennas and cables to support water resource monitoring activities across Marion County and the City of Salem jurisdictions. Proposers must provide detailed technical specifications demonstrating their instruments meet or exceed minimum requirements outlined in the RFP attachments. The proposal submission deadline is September 5, 2022, at 4:00 PM PT. The initial contract term is four years with potential renewals extending up to ten years total. Evaluation criteria include executive summary quality, reference checks, pricing competitiveness, and technical compliance.

Proposers must submit comprehensive pricing information covering instrument costs, shipping, configuration, training, and maintenance expenses. The RFP indicates a potential contract value in the range of $150,000 based on agency purchase order authority limits. Annual price increases are capped at 10%. The procurement strongly encourages participation from certified disadvantaged businesses, including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. Proposers must describe their subcontracting strategies for certified firms and disclose their own certification status. If awarded, vendors must report subcontractor identities and contract values to the Oregon Certification Office for Business Inclusion and Diversity (COBID). Vendors must demonstrate financial stability, adequate material and personnel resources, and a strong performance history on similar contracts through a comprehensive responsibility inquiry.
