Statewide Trucking/Hauling/Courier Services Questions and Answers

The Illinois Emergency Management Agency and Office of Homeland Security received the following question from the perspective bidder. Please see the Agency response

Question: What is the type of cargo that will be requested to be transported as that can greatly impact insurance requirements and transport services? Will any cargo be hazardous, include perishable goods (Food, medical-perishable), Corrosive goods (Generator equipment, fuel, oil). Will a hazmat endorsement be needed?

Answer: Per Section 1.1 of the Contract the Vendor will be tasked with transportation of an array of commodities and equipment. The agency is unable to predict future disasters but past history indicates that the majority of our transported goods do not fall into any of these categories. While unlikely it does not mean they will never be requested. To address this the Agency is amending the contract:

Section 1.2.4. Vendors will be provided the following information for each requested load: Pickup location/address/Point of Contact (POC) name and phone number, drop off location/address/POC name and phone number, the dates for pickup and delivery and the number of pallets/packages, and contents of pallets/packages if contents are considered Hazardous, perishable, or corrosive.

Section 1.6.6. Vendor will ensure its employees are properly licensed to operate any equipment requiring a CDL, including Hazmat Endorsement if applicable, and upon request shall furnish proof of licensure to IEMA-OHS.

Three (3) additional pricing lines have been added for Hazmat, Corrosive, and Perishable freight requests. This additional charge per miles will apply to all vehicle types.

A new version of the Invitation for Bid is now attached to the solicitation. Please utilize it when uploading attachments.
