RFP 44DOC-S2507

LEGAL RESOURCE RESEARCH

QUESTIONS AND ANSWERS

AND REVISED TIMELINE

1. Two of the solicitation attachments include: Terms and Conditions for "Goods Purchases"; and Terms and Conditions for "Services." Do both apply to this procurement? And if one does not apply, which one?

Both will apply.

2. Will locked down online internet access bids be rejected?

No. The NDOC currently has a closed, hard-drive based legal resource system for offenders conducting legal research. The NDOC is currently in the process of installing tablet technology for offender use. The exact date of tablet implementation is unknown at this time but is anticipated to begin January 2025 and may take a year to complete the tablet installation process for all facilities and all offenders. Bids should include information about how the legal resource systems will begin as a closed hard-drive based system, and include a description of how the vendor will modify in order to integrate with tablets at each facility as they deploy tablets so that offenders may access to approved legal resources offered at the facility law library.
