About this file
This document is a Request for Proposals (RFP) issued by the State of Nevada Department of Administration Purchasing Division on behalf of the Nevada Department of Corrections (NDOC) for legal resource research services. The state is seeking proposals from qualified vendors to provide creative solutions for legal resource research services for six NDOC law library sites. The resulting contract will be for a term of four years, anticipated to begin on May 1, 2024 and expire on April 30, 2028, subject to Board of Examiners approval.
The scope of work requires the provision of various legal research resources, including Nevada state cases and opinions, federal cases and court opinions, secondary legal sources, and a court case search tool. Vendors must propose a solution that utilizes external hard drives or an alternate solution that does not integrate with NDOC's IT infrastructure. Pricing is requested per legal research category, institution, and year, with separate pricing for any necessary changes to accommodate tablet implementation during the contract term. Vendors are encouraged to provide cost-effective solutions, and NDOC will not reimburse the contractor for price adjustments or overtime labor caused by delays due to security issues.

NEVADA-BASED BUSINESS PREFERENCE
The State awards a five percent (5%) preference to Nevada-based businesses pursuant to NRS 333.3351 to 333.3356, inclusive.
Nevada-based business is defined in NRS 333.3352(1).

The amount of the inverse preference is correlated to the amount of preference applied in the other state.
Vendors who meet this criterion must indicated it on their submitted Quote in NevadaEPro.
This preference cannot be combined with any other preference, granted for the award of a contract using federal funds, or granted for the award of a contract procured on a multi-state basis.

Contractor’s obligation to indemnify the State shall apply in all cases except for claims arising solely from the State’s own negligence or willful misconduct.
