About this file

This is a Questions and Answers document issued by the Michigan Department of Transportation (MDOT) for Invitation to Negotiate Number 210000000049, posted on August 4, 2021. The procurement seeks a blended liquid deicer product containing Agricultural Byproduct (ABP) for a liquid route application pilot program. MDOT estimates the need for 20,000 gallons of tank storage rental at each facility and anticipates consumption between 1,500 to 6,000 gallons per application depending on weather events and operational requirements. The pilot project is designed to establish baseline performance data on liquid deicer effectiveness and service level maintenance across multiple locations. Clear Roads Qualified Products List (QPL) approval is not required for the liquid product.

The procurement focuses on supplying a ready-to-use blended liquid deicer rather than an additive only, allowing MDOT to maintain consistency across all pilot locations. ABP inclusion is essential to meet pilot objectives and establish performance baselines. The document clarifies that technical specifications and worksheets were made available through the SIGMA VSS system in both Word and PDF formats to accommodate vendor access and submission requirements.

Questions and Answers Posted August 4, 2021

Q.1 We provide a dedicated parking structure deicing product with complete customer satisfaction that does not have ABP in its formulation and would the deicing product requested need to have ABP (Agricultural Byproduct) in its formulation?

A.1. ABP inclusion is desired to establish a baseline for liquid route application pilot, and to meet pilot objectives.

Q.2. Is there a certain size tank requested to keep on site?

A.2. We are estimating need for 20,000 gallons of tank storage rental at each facility.

Q.3. Typically, how much deicing product is used per application?

A.3. Pilot project will capture how much liquid is needed to maintain service levels for the routes. Depending on event and operations, we estimate between 1500 – 6000 gallons per application.

Q.4. I cannot download your worksheet attachment. Do you have it in another format?

A.4. The Word document appears to download correctly from SIGMA VSS.

However, a PDF has also added to SIGMA VSS as an alternative.

Q.5. Is the DOT looking for only an additive to be supplied where MDOT will blend the additive with MDOT salt brine or is MDOT looking for a ready to use liquid deicer (salt brine with additive)?

A.5. MDOT is looking for a blended liquid deicer to establish a baseline across all locations for the liquid route application pilot.

Q.6. Does liquid need to be Clear Roads QPL approved?

A.6. Liquid does not need to be Clear Roads QPL approved.
