QUESTIONS AND ANSWERS

About the Facility Infrastructure:

1. How old is the facility?

Main Gate was built in 2006 and Housing Gate was built in 2008.

2. Is the use of this facility mainly o ice use?

No, both facilities are installation access control points.

3. How much square footage is in the facility?

Both 413 Sq Ft.

4. How stable is the power?

Stable, managed by 436 Civil Engineer Squadron.

5. Is there a dropped ceiling in all areas of installation?

No, both have a crawl space above the ceiling.

6. What type of walls are in the perimeter areas?

Depends on the location, brick w/CMU back up and Vinyl with fiberglass siding.

7. What type of walls are inside the o ices?

Interior is drywall with metal studs.

8. Do we need to drill between the walls, to run our cable infrastructure?

436 Communications Squadron contractor, Wyandotte, will be running ethernet cables for the cameras.

9. Do we need to use conduit? If yes, what do you estimate the total conduit footage will be?

We will be utilizing existing pathways; Wyandotte will be running the ethernet cables.

CCTV:

1. What is the manufacturer of the existing CCTV system?

Sentsar Symphony.

2. Is the existing Command Control (SOC) well ventilated?

The contractor will be responsible for the installation and configuration of the server at Bldg. 910 and an operator station inside the base defense operation center at Bldg. 140 IAW the PWS. These areas are well ventilated.

3. Are you planning to use the existing Command Control (SOC) for the new CCTV System?

The contractor will be responsible for the installation and configuration of the server at Bldg. 910 and an operator station inside the base defense operation center at Bldg. 140 IAW the PWS.

4. Is there a plan new for a new command control system?

The contractor will be responsible for the installation and configuration of the server at Bldg. 910 and an operator station inside the base defense operation center at Bldg. 140 IAW the PWS.

5. If yes, how far apart will the new Command Control be from the old command control system?

The contractor will be responsible for the installation and configuration of the server at Bldg. 910 and an operator station inside the base defense operation center at Bldg. 140 IAW the PWS.

6. Is there a special room with HVAC allocated for the new Servers?

Yes.

7. How many cameras are interior?

5, this is in Phase 3 for CVI Gate.

8. How many cameras are to be installed in a hanger, and how high is it?

No hangers involved.

9. How many cameras are to be installed on a roof, and how high is it?

Phase 1: Main gate will have one camera on a light pole roughly 25-30 feet high and the rest are mounted on the gate itself within reach with a small ladder. Housing Gate will have two cameras mounted on the overhang just below the roof that is reachable with a larger extendable ladder.

Phase 2: North gate will have one camera on a light pole roughly 25-30 feet high and the rest will be on the gate itself reachable with a small ladder.

Phase 3: CVI will have four interior inspection bay cameras in the corners, I have reached it with a large extendable ladder myself before. One will be in the waiting room reachable with a small ladder. The remaining two will be mounted in the front and back of the gate outside, just below the roof. These may be reachable with a large extendable ladder, but a lift may be preferred for safety.

Phase 4: All intersection cameras will require a lift to get to the existing light/camera poles. Smallest pole is roughly 15 feet high and largest is roughly 25-30 feet.

Phase 5: No existing infrastructure for a camera to be mounted. The Government will develop solution prior to exercise of this Phase.

10. How many cameras will be installed outside the building?

11 for phase one, 6 for phase two, 2 for phase three, 7 for phase four, and 2 for phase five

11. Do you need 360-degree view in some areas? If so, can you specify what areas?

I have redone the map and added a legend for PTZ vs Fixed (for phase one only).

12. Do you need Pan/Tilt/Zoom for some areas?

Yes, see maps (for phase one only).

13. Is there a parking area to be viewed by any camera? If yes, please specify what type of camera?

Yes, type of cameras is up to the expertise of the contractor/security integrator.

14. Is there a requirement to install some cameras on poles? If so, how tall are the poles?

Yes, 9 light poles roughly (some can potentially be mounted to a nearby building for phase 4 if suggested by contractor/security integrator). I would guess around 30 feet high.

15. If yes, is there an existing connection to existing conduit to the poles?

Yes, Wyandotte has conducted a site survey and is tracking (for phase one only).

Additional Queries:

1. Do we replace existing cameras, or do we have to wire new cameras?

In phase one all cameras are a 1:1 swap, my communications squadron are running all ethernet cables for the cameras.

In Phase three: Five cameras will be a 1:1 swap and two will be new installs. Comm SQ will run cables.

In Phase four: two cameras will be 1:1 swap and five will be new installs. Comm SQ will handle fiber/ethernet runs.

In Phase five: two will be new installs. Comm SQ will handle fiber/ethernet runs.

2. Regarding phases, can we complete them all within the year?

Depends on funding, highly doubt we get all phases complete within a year.

3. What type of switches are at each gate location?

Main Gate Bldg. 330 Switch: WS-C2960X-24PS-L POE: Yes Whole POE power output: 370 Watts available total watts, 115.8 used

Housing Gate: Bldg. 803

Switch: WS-C2960X-24PS-L POE: Came from factory with POE capabilities, however POE is dead on the switch and no longer works.

POE output would be 370 watts if it was working.

All switches are the responsibility of the 436 CS. They are the only ones that can upgrade or access AFNET switches. New switches are not included at this time.

4. Are new switches included in the SOW language “new infrastructure” for installing new cameras?

All switches are the responsibility of the 436 CS. New switches are not included at this time.

5. Please provide a breakdown of how many cameras are connected by fiber at each gate location?

Phase 4: Total of seven cameras, all require fiber.

9th AS intersection, Main Gate Intersection, North Gate Intersection, Cheveron and Atlantic Intersection, Atlantic and First intersection, Commercial Inspection Intersection, 26th and Atlantic Intersectiton.

Phase 5: Both Cameras at Gate 5 will require fiber.

6. For Phase 4 Key intersection cameras, is there a switch with available space that shall be designated for contractor use in all cases in the various buildings these cameras will be either mounted or connecting to?

If there is an existing switch, we will work with 436 CS to get connected to it, if there needs to be a new installation we will work with the 436 CS to get connected to it. If fiber is required, we will work with our 436 CS to get fiber at that time.

7. Will the government provide 120VAC power in any locations where a need is required?

Currently, yes.

8. To confirm, is the low voltage cable plant the complete responsibility of the 436 CS contractor?

If referring to ethernet cables for the cameras, yes.

9. Are there any other viewing stations besides the BDOC in B-140?

During phase two, there will be an alternate viewing station for B910/Alternate

BDOC.

10. Will the AF provide a lay down area for contractor equipment and materials?

We will find a spot for all equipment and materials.

11. Are there any information assurance standards listed in the SOW?

PWS states the system/software must be compliant and up to standard of being on the AFNET. The 436 Comm Squadron will run their own network scans.

12. There is no language in the SOW regarding DoD, Federal, and NIST RMF Cybersecurity standards. Please advise.

13. What areas pertinent to this project shall require escorts?

No areas are controlled or restricted, but gate/lane closures may be needed. With that said there are intersections and gates involved so once the contract is awarded and as we progress through phases, we will have to schedule gate/lane closures.

This is something we can discuss during a kicko meeting as we start to set dates for work to be completed.

14. What is the POE output of the current switches?
