The IFB is seeking two (2) Emergency Management Trailers, Deployed Logix (DLX), or equivalent. The IFB includes specifications for the requested trailers, as well as a 5% Business Enterprise Program (BEP) utilization goal. Bidders must contact all registered BEP vendors under the relevant NIGP codes and document their responses in order to be considered as having made a good faith effort to meet the BEP goal. Delivery of the trailers is required by July 15, 2023 and must be made F.O.B. destination during regular work week and receiving hours. Bidders must submit either Forms A or Forms B with their bid, depending on their registration status in the Illinois Procurement Gateway (IPG).
The IFB specifies that paper responses will not be accepted, and all submissions must be made electronically. There is also a requirement for vendors to provide a delivery contact and notification of shipment with estimated delivery date. Bidders are advised to refer to the IFB for complete trailer specifications and to verify their IPG registration status prior to submitting their bid.

Questions and Answers - Set 1
Question: What is considered a good faith effort with the BEP goal that is established for this bid?
Answer: In order to be considered as having completed a “good faith effort”, all BEP vendors certified under NIGP Codes 07345, 07360, 15580, 22014, 28537, 28586, 95290, and 96286 must be contacted, and their responses entered in the BEP Utilization Plan. Registered BEP vendors must still complete and submit a Utilization Plan showing they will self-perform the Goal to be found Responsive.
It is highly recommended by BEP to email and call all registered BEP vendors under NIGP Codes 07345, 07360, 15580, 22014, 28537, 28586, 95290, and 96286. All emailed responses to and from BEP vendors must be submitted with your BEP Utilization Plan and written record of date, time, and who you spoke with be recorded.
Question: I just wanted to know if this bid needs transportation.
Answer: Delivery shall be made F.O.B. destination during regular work week and during established receiving hours. (8:00am – 2:00 pm) unless previous arrangements are made with the location to whom shipment is made. Vendor shall provide delivery contact with a notification of shipment and estimated date of arrival. Shipment shall be made to the Illinois Emergency Management Agency, c/o Kevin Sledge, 4800 Roger Street, Springfield, IL 62703. Delivery will be made no later than July 15, 2023.
Question: I cannot figure out what specifications the trailer has. Can you get me the specs?
Answer: Please refer to Section 1.2.4 of the attached IFB for a full list of the trailer specifications.
Question: Should I fill out Forms A or Forms B with my submission? How can I verify if my IPG Registration is Active?
Answer: Vendors must submit either Forms A or Forms B with their bid. Forms B should only be completed if the vendor has an Active Registration in the Illinois Procurement Gateway, with a number and an expiration date. Having an account does not mean you are registered; it means you have a username and password. To ensure you are registered in the Illinois Procurement Gateway, please click on Registered Vendor Directory and search for your Business Name. If your company does not appear in the search results, then you are not registered as a vendor in the Illinois Procurement Gateway. For additional assistance, please email ipg@vendorreg.com. If you do not have an Active Registration in the IPG, or are unsure of your status, you must complete and submit Forms A with your bid in order to be considered responsive.
