February 3, 2026-Question- via Email from Unnati Tiwari-Cynet Health- Could you please confirm whether this bid is open to all qualified vendors, including staffing firms, or if it is limited to a pre-selected vendor list? Is the solicitation open for corporate entities and staffing agencies, or restricted to individuals only? Does the submission require live/actual resumes of proposed personnel at the time of bid submission? If yes, are there any specific format or credential requirements we should be aware of? The solicitation references a rate of $42 per hour — can you please confirm whether this is intended to be the bill rate (inclusive of vendor markup) or the straight pay rate to the worker?

1. If a technical proposal is required, is there a specific format, structure, or evaluation criteria that vendors should follow?

1. Are there any page limits or content requirements for a technical proposal, if applicable?

1. Should resumes and supporting documentation be submitted with the initial response, or only after contract award?

1. If resumes are required at submission, should vendors submit resumes for all proposed candidates or only a minimum number per position?

1. What is the preferred method of submission for responses — email, mail/hand delivery, or either?
