About this file
This document contains questions and answers regarding a state contract opportunity for the procurement of mobile shelving units. The contract is being issued by the Illinois Veterans' Home at Chicago (IVHC). The key details include:
The shelving units must accommodate 13" deep by 9.5" high file folders, with the option to provide either 7 levels of 9.75" clear height storage or 6 levels of 11.25" clear height storage. The client is open to having the shelving units reach up to the ceiling height, if permissible by fire code. Only the stationary shelving units along the walls require locking doors, not the mobile shelving units. The shelving decking must be finished with commercial-grade, fire/smoke rated carpet. The vendor can use the client's dumpsters for packing materials. Prevailing wage requirements apply to the labor, and the vendor is responsible for understanding and complying with those requirements.
Pricing terms, set-asides, and funding sources are not addressed in this document. The focus is on the technical specifications and logistics of the shelving units.

Mobile Shelving Units
Question Answer
1.
In the specifications it says the file folders are 13” deep by 9.5” high. We offer shelves that are 13” d by 9.75” clear height or 13” deep by 11.25” clear height. The difference is with the 9.75” clear height we could provide 7 levels of storage in a 76.25” h shelving unit and only 6 levels of storage when the openings are raised to 11.25” clear height. Which should be provided?
11.25” height
2.
Does the client want to go any higher with the shelving? The ceiling height would allow for another level of storage without violating fire code.
Yes
3.
There are locking doors specified for the fixed shelving units installed along both wall, but those doors do not secure the folders on rolling carriages. There is no mention of locking doors for the shelving units on the rolling carriages. Is having those files locked a requirement?
Only the stationary shelves need to be locked.
4.
We will be providing a fire-retardant plywood decking and steel entrance ramp into the system. But that decking will need to be finished with VCT or Carpet?
Commercial grade carpet, color of our choice, that is fire/smoke rated for healthcare occupancies.

| Does the client have a dumpster we can place skids and packing materials into or do they prefer to pay for us to remove the packing materials from the site at the end of the job? |
Vendor can use IVHC dumpsters

| Are we required to provide Prevailing Wage rates for any labor, you should get this in writing so any competitors to you for the project also have to meet that requirement. |
Prevailing Wage: As a condition of receiving payment Vendor must (i) be in compliance with the contract, (ii) pay its employees prevailing wages when required by law, (iii) pay its suppliers and subcontractors according to the terms of their respective contracts, and (iv) provide lien waivers to the State upon request. Examples of prevailing wage categories include public works, printing, janitorial, window washing, building and grounds services, site technician services, natural resource services, security guard and food services. The prevailing wages are revised by the Illinois Department of Labor (DOL) and are available on DOL’s official website, which shall be deemed proper notification of any rate changes under this subsection. Vendor is responsible for contacting DOL at 217-782-6206 or (http://www.state.il.us/agency/idol/index.htm) to ensure understanding of prevailing wage requirements.
