About this file
This is a Questions & Answers document from Addendum 2 for RFQ HD159073, addressing inquiries about migrating iSeries servers to a cloud environment. The document provides detailed technical specifications about five existing identical iSeries servers, each containing 400 GB disk space, 8 GB memory, and a single Power 5 processor (feature 7459 Model 520). The document clarifies requirements for upgrading from V5R4 to V7R2 operating system and includes a comprehensive list of currently installed IBM licensed programs.
The document outlines the non-IBM software applications currently in use, including HCS Interactant, VanGuard Systems Flashform 400, and various other third-party tools. It clarifies that while a Class III data center is required, formal certification is not necessary as long as the vendor can demonstrate compliance with Tier III standards. The document also addresses subcontracting policies, confirming that subcontractors are permitted with proper documentation via Form GSPD-05-105. Notable changes include the removal of Mandatory Requirement #17 regarding data encryption requirements. The Q&A indicates that the contractor will be responsible for obtaining updated licenses for software upgrades.

1. Are details available for the existing iSeries servers? Amount of Disk, Memory, and processor power? This is needed to properly size the Cloud resources needed to provide good performance. Each of the 5 current servers is identical so will provide the specs for just one. Each has a total of 400 GB Disk, 8 GB Memory, and a single Power 5 processor, Processor feature 7459 Model 520. This configuration has been more than adequate for all but one of our applications. That is a 3 rd Party WebSphere based application from Health Care Systems (HCS). This application bogs down considerably on our servers so we are looking to beef up the environment as part of the move to hosted services.
2. Are ANZOBJ reports available for each machine? This is a utility built in to the V5R4 operating System. It will show what problems there will be upgrading to V7R2. Upgrading beyond V5R4 involves recompiling, and requires source code or observability. The ANZOBJ reports are available for each of the servers we are migrating. On each there are only 7 objects listed that won’t convert. These are from a 3 rd
Party vendor
(NGS) and per that vendor, can only be upgraded/replaced once the OS has been upgraded.
3. Is there a list of required IBM licensed programs required such as WebSphere Development Studio, Rational, Query, InfoPrint server, Etc.? Each of the systems we are looking to migrate is identical and runs the exact same software so will include the list of IBM licensed programs from just one of them.

4. What Non-IBM software, tools, or apps are being used? Some of these may require Serial number specific
Keys to move to a new server, and some will require a new version of the software to work at the higher
OS level. An example of this would be JWalk. It is assumed that we will be responsible for obtaining updated licenses for this software and any upgrades.
5. You are requiring Encryption of Data in Transit and Data at rest. Encrypting data on the servers typically requires modification of your applications, and normally, Third party programs are used. Both types of
Encryption also require ongoing key management. Is there more detail on the scope of what is required here, and what parts the contractor is responsible for?
Mandatory Requirement # 17, Page 13, has been removed.
6. What is your policy and requirements for the use of subcontractors by the contractor? Unless specifically expressed in the solicitation documents, sub-contractors are allowed. Attachment 7 – Bidder Declaration
Form GSPD-05-105 addresses sub-contracting and Contractor’s responsibilities. All Certified sub-contractor’s must provide a commercially useful function (CUF). The paragraph included in this attachment says: “All Contractors must complete the Bidder Declaration GSPD-05-105 and include it with the bid response. When completing the declaration, Contractor’s must identify all sub-contractors proposed for participation in the contract. Contractor’s awarded a contract are contractually obligated to use the sub-contractors for the corresponding work identified unless the State agrees to a substitution and it is incorporated by amendment to the contract.” In addition to this, Sample Contract, Exhibit D does not prohibit sub-contracting. It should be noted and understood that sub-contractors are not employees of the State and that payment for services to sub-contractors are the sole responsibility of the primary
Contractor.
7. You specify that a Class III data center is a requirement. Are you looking for a certified data center, or just one that meets Class III requirements? Certification is not “required” as long as the vendor can show through their own document controls and processes that they meet the standards for what would be considered a Tier III data center.
