About this file

This is a Questions and Answers document for the Building 700 Carpet Replacement Project solicitation (W911S026RA018) issued by the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis. The document addresses clarifications from potential offerors regarding project scope and specifications for carpet replacement in Building 700.

The project encompasses approximately 9,100 square feet of carpet replacement work to be completed during regular duty hours (8 a.m. to 4 p.m., Monday through Friday), with a pre-construction site visit requested post-award. The existing flooring varies by area as detailed in the attached Materials Key, installed over a concrete tile system with bolted, raised subflooring. The existing rubber base is 4 inches and will not be replaced per end-user request, as the current cove base is in good condition. No asbestos testing has been conducted on the existing materials, representing the first carpet replacement since the building's initial construction in 2011. A floor plan with marked areas indicating new flooring installation has been provided to offerors. This is an LPTA (Lowest Price Technically Acceptable) procurement, and all proposal responses should be submitted to the Contract Specialist via email to Mr. Jared Maunz (jared.b.maunz.civ@army.mil) and Mr. Curtis Arthur (curtis.m.arthur.civ@army.mil) by the stated closing deadline.
