About this file

This document contains the Questions and Answers for Bid B-28942 for the Union Theater Curtains procurement for the Abraham Lincoln Presidential Library and Museum (ALPLM) in Illinois. The key details are:

The procurement is for the purchase of replacement curtains for the Union Theater, not including installation. The successful bidder is required to conduct an onsite field measurement within 2 weeks of contract execution to verify the curtain dimensions before fabrication. The procurement allows the use of Commando or Duvetyn fabric, as long as it is inherently flame retardant, instead of requiring a more expensive velour fabric. All curtains requiring fullness must have the fullness sewn in via box pleats, and the center stage swags must be pre-sewn into swags with knife pleats. The correct height of the Center Stage Community Theatre Drop and the measurements for the Left Stage #1 Legs SR Leg and Left Stage #1 Border have been provided in updated attachments.

The pricing for the field measurement site visit and the curtain fabrication must be provided as fixed total prices. There are no set-asides or incumbents identified, and the funding source is not specified. The term of the contract is not provided.

Questions and Answers for B-28942 Union Theater Curtains

1. Q: Does the customer desire and/or require that the successful bidder include a field measure to review the current curtain sizes or should the bidder supply only curtains in the sizes shown on the drawings?

A: Yes, ALPLM wants to be sure that the curtains are the correct sizes to fit the theater. A new line item (#8) has been added to the bid stating: “Within 2 weeks of contract execution, Vendor shall come onsite to ALPLM in Springfield, IL and perform field measurements to verify precise measurements for the curtains. While the dimensions contained in the attachments are expected to be accurate or contain negligible differences, vendor is responsible for ensuring the products provided fit the theater properly. This work must be done before 9:00 am or after 5:00 pm to avoid disruption to daily theater operations. Provide a fixed total price for conducting the onsite field measurements.”

2. Q: The RFP indicates that all fabric must be Inherently Flame Resistant (IFR), and the drawings call out Commando as an acceptable fabric. We would usually default to a synthetic velour, like 15 oz IFR Encore Velour, for these types of curtains as Commando doesn’t have the life span or the supple look of velour. Please clarify if we should “step up” to the Encore for everything (except the community theatre drop) or bid with the specified Commando.

A: No, Velour is not necessary except where specified. Where Commando is specified, Commando or Duvetyn is acceptable as long as it is Inherently Flame Retardant.

3. Q: In every case where fullness is drawn, the drawings show a “flat pattern layout” but also show the gathered curtain with its fullness and in some cases, the drawings also call out box pleats. Where curtains are to have fullness in their finished widths, does the customer desire to have that fullness sewn in via box pleats or will the customer install the flat drapes appropriately to manually create the fullness during install? If the answer is a combination of the two, please identify which curtains should have sewn-in fullness and which should remain “double wide flat”.

A: All curtains where fullness is drawn should have the fullness sewn in via box pleats in advance.

4. Q: For the Center Stage swags, does the customer want the flat curtain to be sewn into a swag with knife pleats by the sewing room or will the flat pattern be manually arranged into a swag on site?

A: On the center stage swags please sew them into swags with knife pleats in the sewing room prior to delivery.

5. Q: Due to the scan being cut off, what is the correct height of the Center Stage Community Theatre Drop SVI# 55?

A: New Scan Attached. See Updated UT Blackout Drops attachment.

6. Q: On the attachment UT Stage A Soft Goods, the left side of the page was cut off in the scan. Please provide updated scan or otherwise clarify the measurements that are not visible (Left Stage #1 Legs SR Leg at the top of page; Left Stage #1 Border at the bottom of page).

A: New Scan Attached. See Updated UT Stage A Soft Goods attachment.
