About this file
This is a Questions and Answers document issued by the Michigan Department of Corrections in response to inquiries regarding RFP 180000002548 for Medically Necessary Athletic Shoes. The RFP solicits bids for athletic shoes meeting specific material and design requirements, including leather uppers without mesh or canvas, and closure specifications varying by style and width. The New Balance Training Shoe Style #624 was revised to require lace closure for the 6E width and Velcro closure for all other widths. The submission deadline for alternative shoe samples was extended to 5:00 p.m. on June 5, 2018. Bidders are required to submit proposals both electronically through the SIGMA Vendor Self Service system and in hard copy format (four copies). The contract term is specified in Schedule A on page 11 of the RFP, with a note that additional brand and style approvals may be published via addendum on the SIGMA Vendor Self Service site.
The document does not contain detailed pricing terms, set-asides, incumbency information, or funding amounts. The responses clarify operational submission requirements and product specifications but do not address pricing, payment terms, or other financial conditions of the contract opportunity.

1
I am currently working with my product manager to see what other athletic shoes we may be able to offer as an alternate. Would it be possible to get an extension on the sample due date? We are going over some samples today and I want to make sure I have the time to get a sample to you if we agree they meet specs. Would a new due date of 6/5 or 6/6 be possible?
The submission due date for proposed “alternative samples” has been extended to 5:00 p.m. on June 5, 2018.
2
Are the shoes to be all leather? Is any mesh or canvas allowed on the upper along with the leather
Shoes must be leather on the upper. Mesh and canvas are not allowed on the upper.
3
Must all the shoes have Velcro closure or are their certain styles that must be lace and others Velcro? The New Balance style #624 shoe is a lace show, so is s shoe like that style wanted but with Velcro?
The specifications for the New Balance Training Shoe - Style # 624 are hereby revised to lace closure instead of Velcro and this shoe is only approved for width 6E. All other widths are to have the Velcro closure.

Can the bid be submitted solely by paper? In the delivery instructions it says, "The bidder should submit its proposal ..." Then under Hard Copy is says " ... must also submit proposal in hard copy ... (4) copies." Is "hard copy only" acceptable?
Bidders should try to submit bids electronically in the new bid system (SIGMA Vendor Self Service) and must also submit paper bids.
5
I see the Opening date and the contract beginning date but I'm not seeing how long the contract is for: 1 yr, 3 yrs, etc?
The contract term is noted in the RFP under Schedule A (see page 11 of the RFP).
Note to proposed bidders – If additional brands/styles are approved, an addendum will be published on the SIGMA Vendor Self Service site.
