About this file
This is a Questions and Answers document clarifying requirements for a VA fire pump repair and repacking service contract.
The solicitation requires contractors to submit quotes on SF 1449 (incorporated into the original solicitation), with quote deadline of September 16, 2026, and a site visit available on September 9, 2026. The contract involves repacking a Peerless stationary fire pump and requires contractors to furnish and install replacement high-grade packing rings, replacement packing gland hardware, replacement casing relief valve (CLA-VAL), and case gasket. If shaft sleeve inspection reveals excessive wear, the contractor must furnish and install shaft sleeve replacement as part of the firm-fixed-price quote. The VA is responsible for fire protection system impairment program, fire watch, and interim life safety measures while the pump is out of service. Contractors must meet qualification requirements under NFPA 20 and NFPA 25 (in addition to NFPA 72 requirements for signaling interfaces). Vendors must run the pump and adjust packing glands and relief valve for proper operation prior to finishing, with a pump test required to verify proper operation; a full annual flow test is not required as the VA performs weekly fire pump testing in-house. Credentialing and badging are not applicable because this is a short-term project and a government point of contact will escort and assist contractor personnel. Pump nameplate data and Peerless pump images have been provided as attachments.

Questions and Answers:
Question 1. SF 1449. The Quote Preparation Instructions require the offeror to return "SF 1449 (first page) with completed blocks 17a, 30a, 30b, and 30c." The attachments posted to SAM.gov under this notice are the Section B continuation document and the Cook County wage determination only. No SF 1449 is included. Please post the SF 1449 or confirm in writing that a quote may be submitted without it.
Answer 1: The SF 1449 is incorporated into the original solicitation as an attachment.
Question 2. Fire watch and impairment coordination. Please confirm the VA is responsible for the fire protection system impairment program, fire watch, and Interim Life Safety Measures while the fire pump is out of service.
Answer 2. This is the responsibility of VA.
Question 3. Shaft sleeve disposition. PWS Part 3 directs the contractor to inspect the shaft sleeve for excessive wear but does not state the disposition if wear is found. Please confirm that shaft sleeve replacement or machining, if required, is handled as additional repair under the COMMERCIAL REPAIR SERVICE provision of Section B.1 by bilateral modification executed before the work proceeds and is not carried in the base price.
Answer 3. If the shaft sleeve is determined to require replacement, the Contractor shall furnish and install the replacement as part of this contract. Offerors shall include the cost of potential shaft sleeve replacement in their firm-fixed-price quote.
(PWS revised to clarify shaft sleeve is to be replaced, if necessary).
Question 4. Packing data. Please provide the pump nameplate data and the Peerless parts list, and confirm the packing cross section, the number of rings per stuffing box, and whether the lantern ring and seal cage are to be reused or replaced.
Answer 4. Nameplate picture attached. Replacement high grade packing rings, replacement packing gland hardware, replacement casing relief valve (CLA-VAL) and case gasket shall be furnished and installed by the contractor.
Question 5. Applicable standard. PWS Part 4 requires the contractor to be qualified per NFPA 72, which is the National Fire Alarm and Signaling Code and governs fire alarm and signaling systems. Stationary fire pumps are governed by NFPA 20 and NFPA 25. Please confirm the intended standard.
Answer 5. All current standards that reference fire pumps apply. VA uses most currently released versions of NFPA. Personnel must meet qualification requirements under NFPA 20 and NFPA 25 in addition to any relevant signaling interfaces. (PWS revised to include NFPA 20 and NFPA 25 qualification requirements).
Question 6. Acceptance testing. Please confirm whether a post-repack NFPA 25 churn test or annual flow test is required for acceptance, and if so, whether the test is performed by the contractor or by the VA.
Answer 6. Vendor must run the pump and adjust packing glands and relief valve for proper operation prior to finishing. The pump test is required to verify proper operation. A full annual flow test is not required. This service is already under contract, and the VA performs weekly fire pump testing in house.
Question 7. Credentialing. Please confirm the number of contractor personnel requiring Personal Identity Verification credentials and Tier 1 Low Risk background investigation, and the expected badging lead time relative to the 14-calendar day commencement window.
Answer 7. This is not applicable. Because this is a short-term project, a government point of contact will escort and assist contractor personnel.
Question 8. Site visit. Please confirm whether a site visit is available before the September 9, 2026, quote deadline.
Answer 8. The solicitation closes on September 16, 2026, as stated in the updated solicitation posted on 9/2/2026. A site visit has been established for Wednesday, September 9, 2026. (This amendment provides site visit details).
Question 9. Can the VA provide an image of the stamp on the pump with the specs?
Answer 9. Images of the Peerless Pump and the Nameplate are attached.
